CIACUL ATION Zoning everyone's business THE Examiner is glad this week to be the vehicle to carry in some detail to the citizens of Westmount the proposals of city council, the city administration and the architectural and planning commission for a timely overhaul of many provisions of the zoning by-law.Every few years a consolidation of time-to- time changes is made.However, recognition now is being given to the new concerns in the '70s for the style and quality of urban living.Groups and movements of aware citizens have sprung up these last few years, most everywhere, to \u2018\u2018restrict, promote and defend\u2019\u2014to quote the lead paragraph on our front page this week to summarize what the city now is proposing.These aims are by no means new: Westmount is what it is today because of such by-words for planning and development of our city in the past.Two years in the discussion and framing, the zoning changes now put forward distil the best of many options.Even the experts don't claim omniscience: thus their presentation of these ideas as a \u2018working paper\u2019 to the citizens, for their consideration, views and input.While virtually all the changes affect directly the territory south of Sherbrooke street, it must be emphasized that the areas running up the slope have an important stake in all this, too.For the character of Westmount is determined by the sum of its components.While the sturdy, almost \u2018\u2018state-of- mind\u2019 values reflected by the choice residential sections above Sherbrooke remain unthreatened, the future complexion, shape, nature and feel of the city below that line can profoundly affect the whole.All, wherever they live or work, should study what is proposed.And all who can should take up city council's invitation to turn out at Victoria Hall Monday evening to learn more of what is envisaged for the Westmount of tomorrow.You may like or dislike what is suggested; either way, you should not pass up any chance, particularly this timely one, to participate in the local democratic process.Cheering old folks' housing SINCE a LIP-funded survey last spring showed 2,800 Westmount over-65ers would be personally interested in a senior citizens residence, the number likely has not become smaller and the needs of such persons, against the\u2019 ravages of inflation to say nothing of all being now a year older, have become no less pressing.The community is deeply indebted to the energetic committee of representatives of various local groups which has been meeting faithfully all autumn and winter to give shape to the project.Such ongoing devotion to the idea is going to be vital if such a sorely-needed residence is to come to reality.City council has other, paramount concerns for the city at large and the municipal association, which one might have expected to be involved, apparently has other priorities.Therefore, the unbidden and spontaneous show of enthusiasm by members of The Rotary Club of Westmount last week should be nothing but an encouraging sign both to the inter-group committee and, specially, the city\u2019s older folks.Time perforce is a crucial consideration federal government is doing about housing.The effort basically is directed at increasing the supply of houses and cushioning the effect of high costs.Building of new homes has dropped in the last year, but dropped from an all-time record set the previous year and in the past four years.The building pace in Canada still is historically high, and the federal government is taking active steps to keep it brisk this year.One important such step was announced by Housing Minister Barney Danson recently; a reduction of 3; percent in the Central Mortgage and Housing Corporation mortgage rate of 10 percent.It is the second CMHC mortgage rate reduction in a month and reflects the government's desire to encourage a welcome trend that is occurring toward lower costs of private mortgage money\u2014and that means lower cost of homes.The Canadians who will benefit are particularly the young married couple, the family on low income, the middle-income family, the elderly, students,
