municipalities of the Island of Montreal will have to share the City of Montreal's police costs for the Olympic games.There is a strange silence in return from the gouged suburbs whose ratepayers, in the end, will pick up the tab for Montreal Mayor Drapeau\u2019s near-personal adventure in grandeur\u2014on top of their shares of already grossly swollen \u2018\u2018ordinary\u2019\u2019 MUC police costs and on top of the federal and provincial expenditures on the Olympies which they ultimately will shoulder as taxpayers of those jurisdictions.The Conference of Suburban Mayors is silent.So are all the individual mayors.The matter was not even mentioned at Tuesday evening's city council meeting of Westmount, which is one of the cities with a clearly stated position in the matter from the beginning.It could be that Montreal's MUC \u2018\u2018partners\u201d are still dumbfounded by Mr.Choquette\u2019s imperious, care-less attitude, to say nothing of Quebec\u2019s longstanding policy of running scared of the mayor of Montreal.It certainly is typical of the Choquette attitude toward all but Montreal\u2019s local government, which is disdain and contempt.It would not occur to him to consult; rather, he has expressed it as his own view, highly suspect, that it would be \u2018impossible\u2019 to assess direct to the City of Montreal the additional costs of securing the Olympics.- While Mr.Choquette has made, by adroit legislation, all police matters in the province his own department's preserve, it is quite clear that this also is a matter of municipal affairs\u2014very serious municipal affairs.One is tempted to ask, as kindly as possible, where has the minister of that department, Westmount\u2019s Dr.Goldbloom, been while his colleague has been further decreeing taxation without representation for 28 Montreal area municipalities?The sick joke, or oft-repeated lie, of Mr.Drapeau that the Olympics *\u2018will not cost the taxpayer a cent\u201d takes on sinister mockery with the latest Choquette edict.Arbitrary use of authority.Our dictionary calls that \u2018\u2018tyranny.\u201d Jaded but not indifferent JADED, even jaundiced, must be the electorate as Monday's federal general election approaches.- Westmount's voters, from observations and comments, appear to be no exception.It was a campaign begun without enthusiasm, except perhaps for the perennial enthusiasts who\u2014 thankfully, for the system-\u2014cheerfully flock around \u2018their respective party organizations and do the work.And the leading candidates who, by offering themselves, are the personifications of democracy\u2019s way to popular government, It is an unpopular election nonetheless.Whatéver shades of interpretation may have been given the need for it by government and opposition alike, to the ordinary citizen it has borne the stamp of one gang, or perhaps two, wanting \u2018another gang out and, for themselves, to take over.Little has been said by any of the party leaders or their candidates hereabouts to alter that summation.The only issue of any substance, inflation, finds the country with a standoff between the positions of the three principal party leaders.Mr.Trudeau would continue to manage, as best he can, the effects of world-wide inflation; Mr.Stanfield would apply wage and price controls; Mr.Lewis merely condemns corporate profits.And we detect no ground swell favoring any.All stands suggest government tinkering with the economy, none of which is popular.Hence no expectations of a significant movement of voters\u2019 choices on Monday.It is a favorite ploy of newspapers wishing to preserve non-partisan positions to call merely, on the eve of an election, for citizens to exercise their franchise.Yet it is a worthwhile position, and we once again embrace it for particularly good - reason.Not only is the electorate apathetic; the voting is ill-timed when thoughts are more on vacations than on weighty matters.There is more danger than ever that voters will not show up at the polling plages.It is one thing to be jaded; it is another to be indifferent.The present parliamentary balance is so close
