$2.50 half year; 2 years $8.75; 3 years, $12.75.Tun cents a copy.Member of the Canadian Community Newspapers Association, Quebec Weekly Newspapers Association.Second class mail registration number 1760 4 - Thursday, October 26, 1972 LITTLE noticed in the continuing island - wide hub-bub over police integration and other MUC encroachments upon individual municipalities was a routine move Tuesday by the City of Montreal in a downtown court-room.The central city may unwittingly have shown the way by which the suburbs can fight back at the provincial government and, indirectly, at Montreal itself, against the legislation and the authorities set up to ride roughshod over local prerogatives.For over a year the cities of Westmount, Outremont and Cote St.Luc have been waiting for a hearing before the Quebec Water Board to quash an unjust levy against their citizens by the City of Montreal which goes far beyond the actual cost of water and, in effect, raises general revenue outside its borders for Montreal's coffers.Montreal has clearly stalled in honoring its special contracts with the three suburbs, hence the appeal last year to the water board which last week was set to proceed.Montreal demurred and this week took its challenge of the authority of the board to the Superior Court.Montreal won a delay, however short, on apparently the flimsiest of pretexts.The Quebec Water Board is vested by legislation with considerable authority.So is the Quebec Police Commission, The MUC Security Council and even the MUC Executive Committee\u2014the three bodies whose activities have caused so much anguish to island municipal councils and ordinary citizens.Our point, if not obvious, is simply this: if the City of Montreal can take the Quebec Water Board to court, cannot the much - harrassed suburbs, individually or jointly, do likewise with the security council and the executive committee of the MUC, and with the police commission should, when the occasion arises, the latter prove high - handed as well?+ + + THE security council already has proved indifferent to local views and wishes in police integration.Director Rene Daigneault\u2019s controversial report was prepared without consultation with the suburbs, as was required of him by law.Twice the security council has been on the point of ordering recrystalizing of suburban police radios to City of Montreal frequencies, then shrank from this single measure which would effectively end local policing and its local direction.The MUC Executive Committee has a long record of taking decisions affecting vital local interests without consultation and without information.All these acts run contrary to any Dealing with the MUC established principles off self-deter- mination, whether or not enshrined in legislation.It well may be, as Pointe Claire\u2019s Mayor Arthur Seguin with the backing of his city council this week pointed out, the the acts creating the MUC and the MUC Police are in conflict with.provisions of the longer-standing Cities and Towns Act which places very considerable responsibility in the hands of a mayor and his council.It well may be for the courts to decide, unless the government at Quebec takes another good, hard look at the more autocratic powers it has vested in the bodies it has created and amends them to assure consent of the governed.+ + + HON.Kevin Drummond, Westmount\u2019s Quebec member and cabinet representative, replied this week to both the Westmount Municipal Association and, with a form letter, to the many citizens who have protested to him over present MUC police proposals.(Texts appear elsewhere in this issue of The Examiner.) A number of citizens have communicated with us angrily over the condescending, non - committal tone of these letters.Mr.Drummond refuses to take a stand; he says he is sympathetic, but no where is there any indication that he feels, as his constituents overwhelmingly have indicated to him, that the MUC Police legislation, Bill 281, is faulty nor that he is moving to have it suitably amended.Mr.Drummond apparently feels along with his cabinet colleagues that Papa Quebec knows what is best for his Montreal island children.This patronizing attitude-by the government probably infuriates local people as much as do the threats to their policing and security and the exacting of dictated MUC taxes.+ + + UNDER \u201cYou Say\u2019 this weék we carry a lettér from a Town of Mount Royal citizen which states in an extreme but not-so-far-fetched manner a solution to the island's woes: separation from Quebec and the formation of a\u2018\u2018Province of the Island of Montreal.\u201d Itis not a new thought, but it is an alternative to the utter insensitivity of Mr.Drummond\u2019s government to the wishes of people and the faith put, instead, in theoretical planners inmdistant Quebec City back - rooms.We are not at all sure that our correspondent would not be exchanging one set of troubles for another.Would, for example, the machinations of our M.P.Q.Hon.Kevin Drummond says.Potpourri Out of every election comes a new set of slogans or words\u2014some of which are handed down to posterity to the occasional embarrassment of the postulants.Perhaps \u2018\u2018candies\u2019\u2019 is this election\u2019s contribution which will rest sweetly with us.However, this- is only a peripheral comment and as the election comes down to the wire, it is up to every citizen to judiciously weigh the choices and then to vote for the candidate of his choice on Oct.30.This is particularly important this year when the Parti Quebecois will attempt to utilize the abstention vote as an indication of disapproval of the federal system.+ + + I spent last Saturday in the Abitibi region where I had a speech to make in Rouyn to the Forestry Association of the West of Quebec.It was a good turnout, and much interest was shown in the government\u2019s white paper on forestry policy and especially its effect on the sawmills.which are, incidentally, experiencing one of the best years ever.+ + + The Quebec session reopens next Tuesday and the backlog of bills which have already received first reading, together with other priority legislation, the City of Montreal be a favorable exchange for the shortcomings of the Quebec government?Indeed, one wonders if our troubles with Quebec do not bear a \u2018\u2018made in Montreal\u2019\u2019 stamp.It should not be forgotten that the MUC was an alternative to outright annexation of suburbs by Montreal, in theory .That, in fact, still may be the ultimate end.Meanwhile, the MUC serves to make of the suburbs a milch-cow for shoring up the secretively mis-managed finances of the City of Montreal.No more than we subscribe to separation of Quebec from Canada would we, in present circumstances, support separation of this island from Quebec\u2014 least of all in a world requiring unity rather than apartness.That is not to say unity is centralization\u2014 the course upon which Quebec appears hell - bent in so many fields.Local government of local matters remains the keystone of good government for all levels.Quebec is on a centralization kick, but it is not to say this government or its successor will not come to its senses and recognize that people, wherever practicable, would rather and can better govern themselves.Province of Montreal should be established (A copy of the following police integration will end in a temporary victory to be \u2018\u201c\u2018corrected\u2019\u2019 and undone by more Quebec legislation.This threat\u2014with fire and all integration threats\u2014must School, which has been closed for the past week as a preventative measure against further spread of scarlet fever cases, will reopen on Monday.It was learned that five cases develped in separate classes since September.Immediately a cases was discovered, the pupils were dismissed for a week and the classroom throughly fumigated.School closed Friday to permit the fumigation of the entire unusual problem when he found a live, new born baby girl on his rear porch shortly before midnight on Sunday.Taken to the Herbert Reddy Memorial Hospital, the infant was later transferred to an are not espoused by the PC party.He has misrepresented the party platform on several issues.He has promoted- causes which are distinctly his own and which hold no appeal for the party.Yet he knows that if elected he stands little chance of carrying out policies which have no party support and which the party leadership does not actively promote in Parliament.An independent mind in an MP is indeed desirable but parliamentary government, as Canadians know well, is based on the party system.If the party is to be effective either in government or as the official opposition, it must enjoy minded, small town legislature that's just discovered city planning concepts every one eise abandoned years ago.Furthermore, Quebec seems morally and capably unfit to govern.Just consider the legislature's past few years: they have incited quasi - racial hatred among neighbors.They have practiced Ugandan - type, arbitrary legislation.They have increased taxes excessively and taken our money off the island.They have recklessly driven away business, and substituted suspicion and resentment where friendliness once prevailed.They have decided that \u201cefficiency\u201d is more important than our happiness.And worse, when centralized police are hated and feared the world over, they have proposed not merely police integration, but a compulsory ID card system\u2014a feature strangely reminiscient of tyrannical governments.In short\u2014legislated or not, \u2018\u2018efficient\u2019\u2019 or not\u2014Quebec\u2019s various MUC schemes mean greater risk of corruption, crime, danger and death.Let\u2019s not kid ourselves.When Quebec created the MUC, they know exactly how personal freedoms and the quality of life-would be reduced.The MUC is not just a \u2018\u2018one - almost fully resumed and taken up where they left off last year.The Open House Volunteer meeting has provided the building with a fairly large number of volunteers with a wide variety of interests.The Weredale senior team in floor hockey.This game has been long awaited by both teams.It was one and the end of regulation play the score was 23-23.However, the old boys won it with an overtime goal, and
