Westmount Fire Brigade, causing major loss to the homes of prominent West- mount residents.Friday evening the home of Dr.lan L.Campbell, dean of arts at Sir George Williams University and a member of the LeDain royal commission on the non- medical use of drugs, was seriously damaged at 252 Metcalfe avenue, just above St.Catherine street.And in the early hours of Monday morning, the upper-level residence of Architect Moshe Safdie, famous for his original design concept of Habitat \u201867 at Expo, was destroyed at 9 Bellevue avenue.Both large houses were among Westmount's older residences, built at or just before the turn of the century.Mutual aid firemen and equipment were summoned from Outremont, Mount Royal and St.Laurent to assist at both outbreaks.METCALFE Dean and Mrs.Campbell, their four children, four cats, some fish, a bird in a cage, a turtle, an an African frog and a young iguana all escaped the dense smoke and flames of the fire in their home at 252 Metcalfe avenue shortly after 3:30 am Monday just as five-year-old Oren Safdie awoke to find his bedroom at No.9 filled with the dense fumes.Within minutes the household was awake and the lad\u2019s mother, Mrs.Moshe Safdie, was on the telephone to Westmount Public Safety headquarters while her husband investigated downstairs.The floor around a fireplace, which happened to be immediately above the furnace room, was ablaze.Mr.and Mrs.Safdie, Oren, nine-year-old daughter Taal and the family maid all fled with little more than night attire into the clear, crisp, 16-degree night.Fire had strong hold First on the 1970 City presses province to meet and consult on ramp, housing Westmount city council Tuesday night backed up its répresentations to the provincial government for consultation on the location of the proposed ramp for the Trans-Canada Highway and for rehousing of St.Antoine street and Greene avenue residents who might be displaced with a formal resolution on the subject.Fernand Leclaire, a St.Antoine street property owner present at the statutory December council meeting, after adjournment asked council to give some evidence of its concern to the residents who are threatened with being required to move out by May 1 next.It finally was agreed to provide Mr.Leclaire with copies of the resolution for him to distribute in the neighborhood.The resolution: \u2018\u201cWhereas the City of Westmount is concerned with the imminent dislocation of approximately 29 families in the St.Antoine street Greene avenue area as a result of the provincial roads department's intention to construct an access ramp to the Trans-Canada Highway ?n this area; Whereas the City Council has received no information as to what plans have been made for housing these families; Whereas the City of Westmount believes there may be suitable alternative locations for the proposed ramp; Whereas the Council of the City of Westmount requests that, in future, governmental activities which may affect local residents of a municipality not be initiated without prior consultation between the governmental and municipal representatives; Therefore, be it resolved that the Provincial Government is hereby requested to arrange a meeting of officials of the Provincial Roads Department, the Quebec Housing Corporation, and the Council of the City of Westmount to resolve the problems heretofore expressed.\u201d Valuations As forecast, the 1971 valuation roll of the City of Westmount is almost the same in total as the 1970 roll\u2014up a shade more than one million dollars to $369,597,500.The encased structure.A back- draft from upstairs drove the firemen back.The firemen from both stations soon had seven streams playing on the house.Off-duty men coming in said they could see flames from the Bonaventure Expressway.Smoke soon was \u2018pouring from the eaves and an aerial ladder was raised to cover the metal-clad roof which, while holed in two places, contained the flames and minimized risk of sparks to adjoining dwellings.Firemen had great difficulty manoeuvring or even standing on the steeply sloping ground.Finally, Deputy Chief Paul Motard ordered all streams stopped and firemen rushed in close with two hoses to fight the blaze at close quarters.This tactic finally succeeded in bringing the outbreak under control about 6 am and an \u201call- out\u201d by 7:45 am.Cleaning-up operations continued until shortly after noon and the burned-out shell of his home was turned back over to Mr.Safdie shortly before 4 pm.Officers were appalled to find, when walls were opened, that dried leaves had been used at some time as insulation.Moved in two years ago The Safdies had moved into the house two years ago.The children were taken to relatives and Mr.and Mrs.Safdie found shelter with neighbors.City works crews were required to spread salt and sand on streets below the site of the fire, from which water gushed down and froze.252 Metcalfe avenue, Friday METCALFE Continued from page 1 Campbell told The Examiner Tuesday that several years\u2019 minutes of the association were a soggy mass the future legibility of which was doubtful.Here two years The big, three-storey, semidetached house, owned by Lord Shaughnessy, has been the Campbell's home since they moved here two years ago from Bishop\u2019s University.They this week were taking up temporary residence at 265 Metcalfe avenue, while their regular residence is repaired.- There was no estimate of the loss, either to the building and to personal belongings, but is expected to be extensive.At first thought to have originated in the furnace, investigation showed that the more likely source was electrical in a false ceiling, above asbestos sheeting in the basement above the furnace.There may have been a small explosion after a line to a gas water heater was burst.When Westmount firemen arrived on the phone call of Mrs.Campbell, dense smoke filled the street.À steam was run in a rear basement window, and later another in a front window and one through the ground floor to the basement stairway.A ladder was run to the roof and skylight opened to vent the building.Flames worked their way into the walls of the old structure and it proved necessary to make openings on all three floors to quench the blaze.In one instance, a disused closed-in fireplace was discovered and it was found that the old chimney was acting as a ue.High expansion foam What effectively conquered the seat of the blaze in the basement was the employment, for the first time by Westmount at an actual fire suited to the method, of high _ expansion foam.Water is fed through a container of a detergent like substance which, when directed into the basement from outside, filled the area from floor to ceiling with bubbles of cool, outside air, displacing and venting hot gases and thus smothering the fire, After some hours the bubbles dissipated.The foam is generated at the rate of 2,000 cubic feet per minute, with a minimum volume of water.Director E.C.Harper, Deputy Chief of Fire Paul Motard and other department officers expressed great satisfaction at the effectiveness of the equipment.Engines began returning to stations shortly after midnight.The adjoining house, at 254, suffered some damage on the top floor where flames penetrated on a wooden beam found projecting through the common masonry wall.SINCE its first formal, public and official steps toward putting itself in the public housing business.Two brief resolutions, presented by Planning and Redevelopment Commissioner Ald.Charles Aspler and tucked unheralded into city council proceedings under the heading of new business, were designed to get negotiations underway with the Quebec Housing Coproration, the provincial government agency with which the city would become a partner in the enterprise.The first read: \u201cThat the Quebec Housing Corporation be requested to approve a program for the construction of 100 units of low-rental housing to be constructed in three phases.\u201d And the second: \u201cThat Mr.N.T.Dawe, general manager, be and he is hereby named as the city\u2019s co-ordinator in preparation of a municipal program for the construction of low-rental housing units.\u201d Ald.Aspler explained that the resolutions were required by QHA preparatory to the submission of a formal application to the corporation.Intended site of the housing, at the moment, is a piece of CPR property facing on Hillside avenue upon which the railway has given a first refusal to the city.(See last week's Examiner, The city has been holding little- publicized consultations with interested groups, primarily former residents of Selby street displaced by expropriation for the route of the Trans-Canada Highway, and the metropolitan area.Subsequent units might be built for additional persons who might be displaced by further expropriations on Greene avenue and St.Antoine street for the highway'\u2019s local access ramp.When the original expropriations took place about five years ago, the provincial roads department turned a deaf ear to the pleas of the displaced residents for alternative housing.Pressure then was applied to city hall, even though the municipal authorities were neither parties to nor consulted by the province with regard to the highway.City Council, under then Mayor Michael L.Tucker, set up a housing bureau to find ac- comodations for themselves.Subsequently a commitment appeared to have been made to provide eventually subsidized, low-cost public housing within Westmount for those who wished to return here.The project has been moving since in desultory manner, a site being the principal problem.Finally discussions were opened with the CPR and these bore fruit a few weeks ago.A model of the proposed housing as well as plans have been located at city hall and directly interested parties invited to view them.Interest-ed City Council Tuesday night fixed for 1971 the rate of interest charged on overdue tax bills at 8% percent, the same rate as has prevailed during 1970.Despite a general drop in bank interest rates, council has maintained the rate to discourage property owners from withholding tax payments in lieu of borrowing funds as necessary.Education and rehabilitation for deaf or crippled children is provided at the Mackay Center for Deaf and Crippled Children, could turn into a costly, decisive nightmare.An administrative morass.And a socially undesirable, class- creating blunder.+ + + BEFORE those who would do good, or see good done, jump to the conclusion that we are unfeeling for the unfortunate, let it be quite clear that The Examiner agrees that no citizen, or group of citizens as in the case of the former Selby street residents, should be unfairly disadvantaged by a public action\u2014in this instance, the expropriations of their homes for the Trans-Canada Highway through Westmount.But neither should any citizen or group be sel up, in a class apart, to enjoy advantage and privilege whatever the terms at the expense of the rest of the community.And this surely will be the case if the City of Westmount proceeds with plans, now being advanced in the administration, to construct up to 100 brand new housing units.+ + + NO firm figures are in.But two years ago the city did not see how such units could cost less than $40,000 apiece.No matter that the provincial government, through the Quebec Housing Corporation, would put up the major share of the capital\u2014it would still be public funds.No matter that the QHA would share in the subsidizing of rents so that they may be within the economic means of the tenants\u2014it would still be public funds.No matter the bookkeeping juggling, the legislation both provincial and municipal, the precedents elsewhere.The fact remains that $40,000- plus homes would be provided .at other taxpayers\u2019 expense, to persons whose incomes We Say Keep out of public housing command accomodations rather more modest.And this would be discrimination, well-meaning but no less discrimination.+ + + THERE is no one now living in Westmount, neither tenant nor property owner, who should not be outraged by this principle.Most outraged of all should be the many Westmounters whose economic status is the same or closest to that of the Selbyites.Why, they should ask, should people who have worked hard to acquire their own homes or to pay going rents according to their needs and resources, subsidize others?Why, they should ask, should the accident of location confer upon one group of people a material advantage for which they may never have been singled out but for the particular location of a proposed highway?+ + + WHEN, five years ago, the provincial roads department turfed out the Selby street families, the owners of properties were duly compensated and the tenants given ample warning and even assistance in moving.And the city stepped in, with no more than a sense of moral responsibility, and assisted every one of these families who needed or requested aid, in finding alternative dwellings.For some the identity with Westmount was strong, and still is wherever they happen to be.For a few there is evidence they see the City of Westmount providing them something more in the future than they have ever enjoyed before.Their continued \u2018presence\u2019 at city hall, calling for public housing is quite understandable.+++ IF, in fact, Westmount has a continuing responsibility for the relatively small number of \u2026Ô former Selbyites who still say they wish to return, there must Hon.C.M.Drury says.The auditor-general of Canada Two recent editorials in this be vspapes have drawn attention to Bill C-190, an act respecting the auditor-general of Canada, and to the silence maintained by myself on this subject in this column.I would now like to take the opportunity of explaining why the criticism over the intent of this bill was incorrectly directed at the government\u2014and in so doing, be a more fair, more equitable solution.There are officials at city hall, who have been close to this situation these five years, who privately advance an idea more readily palatable to citizens at large, far less costly, far less cumbersome in administrative headaches, and in the long run more socially desirable to the families concerned.Rather than the city becoming a bureaucratic landlord, leave the matter in the hands of real landlords.Systematically identify apartments, flats and even houses more approximating those which would ordinarily be occupied by people of the various economic means of the Selby street people.Let the city become a third party as guarantor, if necessary, to normal leases between owners and tenants, and for a stated, limited number of years even provide some subsidy where possibly indicated.+++ LET the city keep out of housing land acquisition, home construction, administrative decisions, tenant squabbles, eligibility disputes, a mandatory organization for a handful of units as well suited to a vast housing project, and the almost certain heavy expense of it all.Let us meet our obligations as a community to the Association of Protestant School Boards.In the first local school board election in 50 years, the electorate clearly reversed the WMA's muddle-headedness.Now the WMA, having not learned, has committed was so crucial that it decided to spend $195,000 per year on research staffs for the opposition parties so that they will be able to criticize intelligently the government on policy decisions.On the other hand, it was the contention of the public accounts committee that the auditor- general, as an impartial servant of Parliament, was not supposed to enter into controversies over the wisdom of various governmental policy decisions.Indeed, as their report clearlv shows, his responsibility was to comment both on the soundness of the financial controls being exer- cized by the government and on the probity and legality with which ministers and public servants are discharging their duties.These responsibilities are great, and the government like Parliament, is very anxious to have in their employ a man who will execute these functions skilfully and fearlessly.This was, as I see it, the main point in the committee report, namely, that it where it belonged.The committee members were fearful lest the office of the auditor-general be regarded as a source of criticism of government policy or of programs which have received parliamentary approval.Policy questions are clearly matters the country\u2019s best interests.In conclusion, I somehow doubt whether the public accounts committee really intended to deny the taxpayers their watchdog.Certainly, this was not the interpretation which the government gave their recommendations.Rather, it was felt that any move designed to safeguard the independence and the credibility of an institution as precious as the office of the Examiner this week that Wendell E.Young, secretary- treasurer of the Pointe aux Trembles board and a resident of that east-island municipality, has been appointed temporarily to fill the Westmount post.It is a part- time position, designed to occupy only half of each day.Mrs.Bland, it was learned, had discovered that it took in fact more time than this and was interfering with her other activities.Mr.Wood said that ordinarily it would be the responsibility of the board to make a new appointment.However, though he did not expect one, there was the possibility of an election to fill
