[" \u2014 UR Real Estat Number, transfers down In both number and volume, Westmount\u2019s real estate transfers for May were down from last month and from the same month last year.Sale prices compared with city valuations, however, were better than in April.- There were 24 transfers but five declarations\u2014transfers from deceased persons to their estates\u2014 and three sales for \u2018\u2018$1 and other considerations\u2019 brought the number of sales with actual prices to 16 compared with 27 in April and 31 in May of last year.The 16 sales in May totaled $748,675 and represented a present city valuation of $493,240 and a proposed city valuation of $700,930.Thus the markup, the excess of sales over valuation, was 34.1 percent and 6.4 percent for present and proposed valuation, respectively.The three sales for \u2018$1 and other considerations\u201d were for property worth $123,160 by present city valuation with a proposed valuation of $159,170.These brought the total present valuation transferred to $616,400 or $860,100 by proposed valuation.April sales were heavy but sale prices were 10.9 percent below the proposed city valuation.In May of last year, real estate transfers were over $2 million.This May\u2019s transfers fall approximately $1.3 million behind this mark.Last May, two large sales\u2014an apartment house and a large, upper-level dwelling, accounted for $771,000 of the $2- million total.The largest sale in May this year was $115,000 for 615 Clarke avenue from the estate of Charles Gurd to Denis Stairs.The smallest transfer was for $20.000 from Mrs.John Irvine to James D.Moore for 11 St.George's nlace.Details of the May transfers, excluding declarations, are as follows: 44 Windsor: from Peter Henry to Maurice Bradley, sale price $23,500 \u2018present city valuation, $14,000, proposed, $25,600); Reasons for leaving of teachers listed Sir: In the June 18 issue of The Westmount Examiner, this statement is made: \u201csome of the teachers are leaving because they feel they are adversely affected by the new two-day cycle teaching system adopted this year for high schools by the P.S.B.G.M.\u201d For the record, 12 teachers are leaving Westmount High School.There are a number of reasons for their leaving: one is retiring; two have been promoted; four have decided to return to university for further study (one will study law; the other three were granted leave of absence for one year); one is considering returning to university for study; amendment to the territorial sea and fishing zones act.They will establish a 100- .nautical-mile shipping control zone and a 12-mile territorial sea, respectively.Their importance cannot be underestimated.Particularly when the Arrow incident is so fresh in our minds.Their future enactment is timely for they anticipate the increased volume of shipping that is likely to occur in our north and they also happen to reflect the present mood of our country with regard to environmental pollution.The White Paper Some of the more important actions of the federal government this past year can be put under the heading of pre-legislation proposals.I am thinking here in particular of the white paper on tax reform, an important document which will have considerable impact on the future of our society.One of the principles on which the white paper is based is the proposition that there should be a more equitable or fairer distribution of income in Canada.While the government intends to respond positively to cert ain representations and incorporate changes, the basic tenor of the proposals will be retained welfare, who are far from happy with the services provided.This is simply the first item to come to our attention\u2014no doubt there will be many others to follow.Having diagnosed and polarized some of the ills of the community, hopefully then with your help we can set about
