seemingly even fewer cashiers.This particular store has a reputation as a place to get needed or desired items free, albeit illegally.It's record at catching lifters, unfortunately, has not spread so wide, among either the hard-up or the shifty.What we say, in short, is this is a store of temptation.Which would be entirely its management's business if it were not for the fact that it is throwing a disproportionate load on the Westmount taxpayer in terms of preoccupation of our police, our court officers and their time \u2014 which is money.vour and ours as well as Miracle Mart\u2019s.SAY similar misguided prejudices.It is difficult to understand how an otherwise intelligent man, can still base opinions on such stupidities as.for example, the widely held belief.that alcohol affects an Indian differenly from a \u201cWhite\u201d man.This opinion is medically unsound.historically incorrect.and tangibly untrue and yet it is upon such beliefs that we attempt to justify our bigotry.When we fall into the trap of believing that all is well in the best of all possible societies let us start to count how many negreos we see on our local poi- ice force.how many play hockey on NHL.you may recall the struggle with negroes had in the south to become acceptable as basebal players.how many of our negroes are relegated to the menial or servile (tasks.and how many of them are foremen or branch managers.If we wish to escape the consequences of ignoring the problem we must make a start on the solution today.Examine your prejudices.analyse their basis, and then try to find if they are assisted my son, Billy Wood, who was involved in an accident while coasting at Murray Park on Sunday.Dec.7.While coasting at Murray Park.Billy crashed into the snow fence barrier at the foot of the hill, suffering fairly severe lacerations to his face and mouth.He was able to walk to the park ranger at the top of the hill who immediately informed the West- mount Police.The constable arrived very quickly and instead of taking Billy direct to the Montreal Childrens\u2019 Hospital, brought him to my home at 3244 The Boulevard, so that he could be accompanied to the hospital by his mother.This attention so often rendered by your department goes unnoticed by the citizenry at large.The policeman in question (Car 5 or Car 60) delivered Billy to the emergency ward of the Montreal Children\u2019 minister for science?If there are some people who are unsure of my cabinet position (or even if my position makes me a cabinet minister) there are undoubtedly many more who are unaware of the responsibilities I have with respect to science in - the present Government.I am chairman of the cabinet committee on science policy and technology.formally called the Privy Council committee on scientific and industrial research.This committee is responsible for co-ordinating the federal government's scientific and technological efforts.One of the reasons for its relative obscurity lies in the fact that until very recently the Privy Council committee has been more or less inactive.It is really quite remarkable that science in the federal government flourished in recent years without having any real impetus or \u2018spark plug\u201d as the Glassco commission put it) in the federal cabinet.The cabinet.itself.with assistance from the Treasury Board and the National Research Council, invariably decided the direction our scientific effort would take.The Glassco commission on government organization in 1963 concerned itself briefly with the federal government's machinery for determining science policy.It concluded that there was very little machinery and what there was had been largely inoperative for some time.The Privy Council committee on scientific and industrial research, as I mentioned.isa case in point.The Glassco commission came up with several recommendations, one of which envisaged the proposed president of the Treasurer Board as being responsible for scientific policy.Ideally.the commissionners would have liked the prime minister to be responsible for such an important matter.but realized that his existing responsibilities would not permit him to departmental responsibilities.Present This is precisely the way matters stand at the present.When I left the department of industry in 1968, I brought to the presidency of the Treasury Board my responsibilities as chairman of the Privy Council committee on scientific and industrial research.I might point out that this state of affairs resulted from chance rather than by design.for the government is still considering that particular recommendation of the Glassco commission.As I have mentioned previously, there is considerable agitation within the Canadian Science community for a minister solely responsible for science policy.Many feel that the role of a financial administrators is incompatible with that of a spokesman for scientific activity.Well, there is some merit to this argument, particularly if one is an advocate of pure research.However, it is my firm belief that almost all scientific activity must be geared or related to our various programs and goals for society.Scientific research is of much more value to you and me if it can be applied to the tasks at hand.If the government decides, for financial reasons, that it must concentrate its resources in five areas rather than spread them thinly over 15 or 20 areas, then it wants to make certain that the great part of our scientific activity relates to these five areas.In June of this year.I had an excellent opportunity to set out the federal government's views on scientific research and development.The Organization for Economic Co-operation and Development, which has been carry out comprehensive studies of various countries\u2019 science policies.turned to Canada in 1968.Having completed their study and having presented their recommendations, (one of which envisaged a minister for science with no departmental responsibilities) they invited me, as well as other representatives from government or government- sponsored scientific bodies, to attend a \u201cconfrontation\u201d meeting in Paris.It was hardly that; more like a quiz show.But the meeting enable me to set out one of the .principal arguments against the appointment of a minister for science.Important If you - be ™y Vv 3T The Hairy Woodpecker As long as there are some large trees left standing, even in the heart of our large cities Woodpeckers come and go all winter.The Hairy, oftener heard than seen, is probably our most frequent visitor.At other seasons a forest dweller, for some reason best known to itself this Canadian resident with the loud, trilling call has a fancy for exploring more open country and moving into settlements once autumn arrives.When you hear what could be mistaken for the Kingfishers rattle (and you know that no Kingfisher would be hovering around our Canadian towns at such a date) look at the biggest trees nearby and try to find the owner of the loud voice.It will be a black and white much checkered and spotted bird with an average size of about 9% inches clinging sideways to some trunk or larte branch.This, and the very similar but much smaller Downy, are the only Woodpeckers with white backs.Mr.Hairy (and Mr.Downy too) has a splash of scarlet on the back of his head which is missing on the head of his wife.If you do catch sight of the Hairy a regular game of peekaboo may follow, because it is probably looking for the larvae of boring beetles found deep in the wood of the tree.First it may be in plain sight, then on the other side of the trunk, next on one of the branches, and without warning suddenly take off to another tree in characteristic, wavy, Woodpecker, flight, there to continue the hunt.Besides the loud rattle, two other noises are made by the Hairy: a sharp, high-pitched \u201cpeek\u201d call, and the sound of the heavy, unusually large bill as it drums on a tree in a series of thumps.When the larvae, ants, or other insect food is located, out shoots the extraordinarily long, barb-tipped tongue to make the capture.The Hairy is a decided asset to the farmer, cleaning up his orchards for him.That same bill is the bird's valuable tool for drilling holes in trunks big enough to be a dwelling for the family: about a foot deep and with an entrance 2 inches in diameter.Reminding us of the little Screech Ow., theHairy frequently uses its nesting cavity as a home in which to take refuge in extremely stormy winter \u2018weather, or will even make a new hole for the purpose.Personalize Gifts with Marvelous Monogrammer For those looking for a really different gift, there\u2019s a new monogrammer attachment that is \u201cprogrammed\u201d to turn out perfect initials! same virus has already been responsible in 1969 for recent epidemics in the southern hemisphere.These winter epidemics began about mid-March in South Africa, and since mid- May outbreaks have been reported from Argentina.Australia.Chile.New Zealand and Uruguay.They have been uniformly mild.In a forthcoming issue of the Bulletin of the World Health Organization, three WHO experts.Drs.W.Charles Cockburn.Pierre Delon and W.Ferreira, report on the origin and progress of the new A2 influenza epidemic which first appeared in Hong Kong in mid-July in 1968.It caused a very large epidemic in Hong Kong and spread rapidly southward to countries as far as India and the norther territories of Australia, as happened in the 1957 epidemic caused by the original A2 strain called \u201cAsian influenza.\u201d Later its progress slowed down, but epidemics occurred in many countries in the northern hemisphere in the winter of 1968-69.Smouldering spread In many countries the infection has spread and smouldered instead of bursting into the usual sharp epidemics.\u2018The smouldering spread and the contrast in the behavior of the disease in the USA compared with the rest of the world are the outstanding features of the Hong Kong strain of virus.A satisfactory explanation of these facts might lead to more effective means of influenza control\u2019.the authors point out.In all countries except the United States.the disease caused by A2/Hong Kong/68 was mild and not associated with a large increase of deaths.In the USA.however.the number of \u2018\u2018excess deaths\u201d from pneumonia and influenza (i.e.the number of deaths above the average for the same weeks in previous years) was similar to the number caused by the Asian flu in 1957.At first the spread of the Hong Kong virus resembled closely that of the Asian flu of 1957, in speed and pattern of spread.so as to make it a reasonable prediction that extensive epidemics would occur in the rest of the world in due course.However.there were differences which should perhaps have received more attention than they did.the authors say.One was the behavior in Japan where the disease failed to spread last year in spite of numerous introductions of the virus by travellers.Many separate foci developed.often in schools.but coalescence into a general epidemic \u2014 which was only of moderate extent \u2014 was delayed until mid-January.The other great difference was recorded in the USA where the experience of wide-spread infection associated with the high level of excess mortality was unique.It did not occur in other temperate countries in the Americas.Canada, for example.experienced a relatively slight increase in incidence of disease and practically no excess deaths.As to Europe nearly all countries reported winter outbreaks but these were of variable extent.There is now enough vaccine available in all countries to protect those who need it-the old.the debilitated.and those with cardiovascular.pulmonary or chronic metabolic diseases.Key workers in hospitals.transport and communications are also in the priority group.There is still no specific treatment for influenza that is widely available.The great majority of people will not be vaccinated.They can do much to help themselves and reduce the risk of complications (for ordinary people this risk is very small) by going to bed as soon as they are attacked and staying there until their temperature is normal.This also reduces to some extent the speed with which infection spreads.Health authorities generally recognize the importance.when an epidemic appears or threatens to appear.of ensuring that sufficient supplies of antibiotics and other drugs and means for the treatment of complications are available whenever they
