says.Canada's role in the Nigerian conflict If there is one subject that has deeply and persistently touched the consciences of many Canadians recently, it has to be the Nigerian civil war.There is no easy explanation for this attitude.apart from the.observation that Canadians appear to be morally concerned about more matters than a good many other people in the world.It would be very interesting to find out just what other countries think about Canadians\u2019 general self-rightenousness.We condemn racial discrimination.the war in Vietnam.white-only regimes in Southern Africa.events all outside Canada.We have perhaps not been so quick to look critically at our historical approach to the Canadian Indian.This may be natural: it is hard to jüstify.As the prime minister put it the other day: \u2018\u2018Canadians are not gifted with any divine guidance into the rights and wrongs of the arguments of strangers.\u201d The Nigerian civil war is a case in point.Seldom have the efforts of the Canadian government been so misunderstood.so minimized as in this tragic conflict and in the attempts to.provide humanitarian relief to the civilian populations on both sides of the battle lines.For those of my readers who continue to question the government\u2019s sincerity in the Nigerian conflict.I can only refer them to the statement made by the prime minister in the House of Commons on Tuesday of last week.In that statement.he documents the government's efforts.beginning in October 1968, to bring relief to the civilian population of the secessionist areas of Nigeria.Nigeria only Canada.it must be remembered.recognizes only the federal Nigerian government.All its official initiatives therefore had to be conducted through Nigerian representatives.THE International Committee of the Red Cross to the Biafran regime.At that time in late 1968.all relief flights were being undertaken at night.The Canadian government, however.was of the view that daylight flights would be the most productive method of delivering relief supplies to the Bia- fran area.Daylight flights would be far less hazardous than nighttime flights.Not only would landing and unloading be less risky but in flight visual identification could be more positive.Further.with a faster turnaround a given number of aircraft could deliver greater quantities of food and medicine.It is on the question of daylight flights that the Nigerians and Bia- frans differed and still do.The Nigerians insist that the Biafrans undertake not to use daylight flights to carry arms.The purpose.after all.of daylight flights is to convey relief supplies to the needy.starving civilian population in the Biafran area.The Biafrans have repeatedly refused to give this assurance.They have countered saying they would accept proposals for daylight flights only if all supplies were inspected by a third party.This assurance has been given.Latterly.the Biafrans sought guarantees that would prevent Nigerians from using daylight flights for military advantage.This legitimate objection was met in a subsequent proposal drafted by Canadian and American representatives.This proposal was rejected out of hand by the Biafrans.The prime minister revealed yet another dimension to the whole matter in his statement.The Bia- fran representatives are now demanding some form of political concessions before permitting daylight flights to the Biafran area.Doubts The importance of this revelation cannot be over-emphasi- zed.Hither-to, the Biafrans were demanding military safeguards.Such demands.under existing conditions were not unreasonable.However.tying political demands to the provision of relief supplies places in serious doubt the genuine desire of the Biafran leaders for relief supplies.The Canadian government has no intention of acceding to any such demands of a political nature.To do so would be, in the prime minister's words, \u201ctantamount to recognition of an independent state of Biafra, and an overt interference by Canada into the political affairs of another country.contrary to the resulutions of the Organization of African Unity.\u201d What the government will do.and has been trying to do for some time now, is seek a solution that will permit the delivery of adequate supplies by daylight operations, be it through private or official relief agencies.The government's on-going discussions both with the International Red Cross and Canairelief demonstrate clearly its resolve in this matter.our M.P.Q.J.RICHARD HYDE also says.Québec measures and Gérard Filion's speech Bill 63 has now become law.Its companion, Bill 62 which is designed to reorganize the school structure for the Island of Montreal, has entered a long period of study by interested groups.and hearings which will last for months have begun before the parliamentary committee on education.These bills raise vital and important, but also emotional.issues and, of course.receive continuing headlines in the press.On the other hand.there is nothing to indicate that the present government is taking any steps to deal with the number-one problem facing Québec that is to say the question of stimulating the economy of the province in order to provide employment and the You Say No money in Westmount ?Sir: As mothers of six children between us.aged 3'z to 11 yrs.of age.we were appalled to learn that Westmount City Couacil is considering discontinuing the patrol of park rangers in Westmount Park and Murray Parl.and this without informing the (ax payers.It seems regressive to say the least.that in this day and age of added police protection and security throughout this Island of Montreal.that our enlightened aldermen should want to save $28,000 a year on their 1970 budget by throwing our children to the mercy of assorted unsavory characters.Gentlemen.surely the safety of young lives is vastly more important than \u2018nickels and dimes\"! cases of teacher and pupil this is natural for a time until he develops his own talent.Often one cannot quickly discern whether a work is Joseph Haydn (1732-1809) or Wolfgang Amadeus Mozart (1756- 1791).Is it because of the period?The styles are the same.Each a genius, Haydn was 24 years older than Mozart.Here is a case of \u201cWho is influencing whom?\u201d They were friends.At first many of Mozart's instrumental compositions were like Haydn's and\u2014 believe it or notas Mozart developed his own personal style.friend Haydn was influenced by his younger colleague.An important date Today: Premieres are not always successful and this date, Dec.4 bears witness to the unfortunate fact.Often it stems from jealousy.Poor Peter Tchaikowsky had much unhappiness with the first performances of both his Piano Concerto in B flat minor and Violin Concerto (D major).Today both are at the top in popularity.Perhaps I may venture to say that if a poll were taken, the piano concerto would win.In the violin category.I would think Mendelssohn's E minor would be first with Tchaikows- kys a close second, This magnificent concerto was originally dedicated to Leopold Auer but he disliked it, so
