We shall do everything possible to get this going right away.\u201d It\u2019s not too late, still, to make that clear.Keep up the effort for traffic safety Just because Westmount enjoys an enviable traffic fatality record is no reason not to keep cracking on the subject.In fact, in this mobile age it is just as important that Westmounters, wherever they motor, also strive for a clean record.The bright news comes from Ottawa from the Canada Safety Council that last year there was an absolute drop in traffic fatalities in Canada, even if injuries increased.This could reflect use of seat belts and other safety devices.Quebec\u2019s toll was up, and since this is the province of our greatest exposure, all the more reason for continuing caution, care and defensive driving whenever we venture forth.Also, to keep in the back of your mind when behind the wheel that, while the Canadian record has improved, it continues rather worse than that of the United States in terms of fatalities in relation to vehicles registered.We are equal with the United Kingdom, which considers its toll appalling.Perhaps another factor in improving our record has been the exercising of greater good sense in dealing with injured persons.The World Health Organization has just released a study indicating that head and chest injuries predominate in auto accidents.Therefore, the emphasis is swinging from bandaging and splinting to the maintenance of breathing and circulation.Intelligent first aid knowledge belongs with i, Jo; i / RE Sovereignty in the Arctic Does Canada's sovereignty extend to the Arctic archipelago?Any school child will answer.almost automatically.ves it does.Why?Because his (or her) atlas identifies the Northern islands with Canada.But on Feb.28, no less a figure than the former Leader of the Opposition.John Diefenbaker.asked that same question.It appears that he had seen \u2014 or heard of at least \u2014 U.S.maps which, in effect, disputed Canadian sovereignty in the Arctic archipelago.In the eyes of any patriotic Canadian, this assertion immediately conjured up horrifying images of American intrusion on Canadian soil.What made the spectre more real was the knowledge that an American oil vessel.the \u2018\u201cManhattan\u201d.was being prepared for an east-west trial crossing of the northwest passage in an effort to assess the feasibility of transporting oil by ship from Prudhoe bay in Alaska to the eastern seaboard.The Prime Minister was quick to assure the House that Canada has \u201c\u2018de facto\u201d sovereignty over our Northern islands, by virtue of historical rights and effective occupation of the islands by Canadian personnel.Furthermore, our claim to this sovereignty has never been disputed.Waters What is in dispute is Canada\u2019s sovereignty over the Arctic waters beyond the three-mile limit.Certain members of the Opposition seemed unable to distinguish between land and water, as they continued to seek assurances from the Government that Canada does indeed exercise sovereignty over the northern islands, long after the Prime Minister had given these very assurances.International conferences affecting territorial rights are of driving skills for the modern driver.Fullest encouragement should be given to all measures for traffic safety, specially when they deal with the child \u2014 too often the victim in traffic accidents, but also the driver of tomorrow.Meeting only part of the problem, but nonetheless important, is the annual bicyèle safety inspection which the Rotary Club of Westmount and the Westmount Police are conducting Saturday morning .at the artificial ice rink.Every parent of a West- mount youngsters who rides a bike should see to it that there is a full turnout Saturday.little or no help in the matter of water and ice.For instance, the Geneva Convention on the Continental Shelf.while it sets out the sovereign rights of coastal states to natural resources to a depth of 206 metres.does not affect the status of the waters or ice formations lying above the shelf.The \"sector principle\u201d to which Mr.Diefenbaker alluded in the House applies solely to territorial claims, and cannot therefore be construed \u2014 as Mr.Diefenbaker attempted to do \u2014 as extending to bodies of water.As the Prime Minister pointed out in his statement to the House on this subject, there are contrary views on the waters between our islands.The most forcible statement from Canada's viewpoint was that of Alvin Hamilton, who said in 1958 that \u2018\u2018the area to the north of Canada, including the islands and the waters between the islands, are looked upon as our own, and there is no doubt in the minds of this Government that this is national terrain.\u201d Contrary The contrary view held by some countries is that Canada\u2019s sovereignty extends only to the terri torial sea around each island: that is, three miles.The much discussed voyage of the \u2018\u2018Manhattan\u201d\u201d may serve several practical purposes, not least of which is the hoped for development of Arctic navigation.But it will not serve to resolve the question of sovereignty over Arctic waters, and it will be as open at the end of this potentially historic voyage as at the beginning.Brigade on run in week Westmount Fire Brigade had a busy but chopped up week, chalking up 26 calls ranging from a fatal fire which it did not get to fight to assisting a woman locked out of her hi = No less Din 16 of the calls were on Monday, after none on Sunday.Seven alarms had to do with various forms of electrical trouble, some of which along with three others stemmed from the stormy weather.Before the rains came, they coped on Saturday with two grass fires.Bernard firemen were summoned and extinguished the outbreak which caused little damage before it was discovered the premises were just within West- mount.Attendance up at X-ray clinic Final tallies are not yet available \u2014 particularly indicating age groups \u2014 on last week\u2019s free chest X-ray clinic at Victoria Hall.However, Dr.Angus Boright, Westmount medical officer of health, reported a large increase in numbers attending the clinic.conducted in a mobile van by the provincial ministry of health.Dr.Boright was particularly anxious that there might be a good turnout of male smokers over age 3 dog bites added to list Three more cases of dog bites, sufficiently serious to be reported to Westmount Police, were tallied over the past week.A city meter reader was bitten in the left leg in a home on Chesterfield avenue; a citizen walking - his own dog in the bird sanctuary atop Westmount mountain was attacked on the right leg by another animal, and a customer got it, also in the
