the extent of its influence and its potential are at the moment unknown quantities.It is complex because it involves two distinct fields of jurisdiction.one federal (broadcasting) and the other provincial (education).The federal government, in devising a plan for educational television.had to resolve certain difficulties such as the definition of an \u201ceducational program\u2019 (for purposes of program content) and the control of transmission without implying any influence on program material.The bill recently tabled in the House by the secretary of state seems to me to represent the ideal solution to this multifaceted subject.New agency It would establish the Canadian Educational Broadcasting Agency (CEBA).a federal body which would be responsible for the transmission of educational programs authorized by the provinces.For purposes of clarification.educational programs are to be those which are presented in a structured context.are part of the curriculum or part of a broad program.They must result in the progressive acquisition of knowledge and there must be some degree of supervision.The definition provides also for individual programs as long George by the International Conference of Educational Television.held in Paris in 1967.which.although acknowledging the educational value of cultural and public affairs programs.considered these beyond the scope of its conference.The U.S.definition of educational programming is considerably broader.extending to enrichment and instructional programs.It should be noted.however.that there is no U.S.counterpart to the CBC whose mandate includes programs of an enrichment and instructional nature.Each province would have a provincial education authority.It 1s envisaged that such an authority would be charged with co-ordinating educational television in its province.CEBA would make one general agreement with each provincial authority and could then make supplementary agreements with specific organizations approved by the respective provincial authorities.The object of the bill is to facilitate educational broadcasting in Canada.but only within the bounds of the agency's franchise which.for obvious jurisdictional reasons.does not extend to the development of educational programs.nor does it permit the agency to choose between two competing organizations.Such a choice would be at the discretion of the individual province.Rights It must be very clear that the federal government.by broadcasting educational programs.is in no way infringing upon provincial rights in the field of education.The provinces provide the programs which are subsequently broadcast by the federal agency.CEBA would be part of the national broadcasting system and would therefore have to apply to the CRTC for every licence it wants.Once a licence is granted.however.the agency would be responsible for ensuring that the program material satisfies the conditions of the licence.As is the present case for the CBC.the agency could not have a licence revoked by the CRTC.Nor could it be prevented from broadcasting an educational program.An advisory board.comprising federal and provincial representatives.would be established to help develop the agency in such a way as to be of maximum benefit to all provinces.The idea is to provide for as much provincial participation as possible at the decision-making level without.however.losing sight of the federal government's jurisdiction In broadcasting. Page 7 Optimism pervades outlook on education at WHS H&S If what the Home and School heard at Westmount High on Monday night from Dr.Elton Pounder and Dr.Miles Wisenthal.is typical of the new approach to education.and a foretaste of the dialogue between the authorities, parents and students, then we have reason to be optimistic.Broad-minded, humorous and wide in vision, these men gave valuable insights into the future and left high hopes for the new trends in education.Many interested young people were there along with their teachers and parents.Dr.Pounder gave the latest news on Dawson College, stating that in view of the quality and the numbers of applications already received to teach there, it should not be difficult to find excellent staff.McGill, Bishop's and Sir George Williams were providing, for the next four years.college equivalent courses to CEGEPs.Thesé would take two years, to be followed by a three-year university course.For the first two years, the fees will.in all probability.be $445 a year.McGill would still insist on a 70 percent average for entrance.or 65 percent with Latin.\u2018 Enthusiasm Dr.Pounder showed much enthusiasm for the new CEGEPs with particular reference to their \u2018\u2018conprehensiveness\u2019\u2019.Not only would the university stream be catered for, but excellent instruction would be provided for those students who had previously been urable to go to university or who had failed to complete their degrees.The entrance requirements will be flexible to allow for the training of specific talents.To fit into this trend, Westmount High will eventually become a comprehensive school.Parents were given an explanation of the Pagé Report.which deals with restructuration of education on the Island of Montreal.This report sets up the machinery for parent participation through democratically -
