green.In any event, the right hand side of the Kandestin 1966 Valiant was severely damaged and the entire front end of Mr.Bluche's 1964 Chevrolet was pushed in.Mr.Bluche received some injuries but did not require hospitalization.The Valiant hit the building.MTC bus driver still in hospital George Farand.the MTC bus driver struck by a car at Victoria and Sherbrooke streets on Nov.12, remains in fo \u2018power\u2019 bids Westmount High had a week of crises.On Monday, 18th.the McGill Daily came out with an article entitled \"The High School as Oppressor.\u201d In it Westmount High was severely criticized as being one of the most reactionary schools in the city.The article cited the story of a certain Westmount student who \u2018wrote a composition critical of the school\u2019 then was \u2018\u2018accused of taking drugs and expelled.\u201d When Westmounters learned that their school had borne the brunt of the paper\u2019s disapproval they were shocked.But there was more to cash.Westmount High heads screwed on We moved the Westmount High School News column up to prominence of the front page this week.Our school correspondent, Miss Vicki Schmolka has, without suggestion from us, presented a spontaneous response to the \u2018\u2018student action\u201d urgings directed toward high schools by their seniors at the universities.That response is encouraging.It suggests that WHS students are ready neither to throw over the traces of authority as is being witnessed so generally in universities nor to tolerate the blanket charges tossed at the administration of their school.Miss Schmolka may not be speaking for the entire WHS student body.But we believe she is expressing the reaction of the majority.WHS traditions cannot easily be killed by outside radical influences.And the younger.clear minds of the high school student are not easily misled.Whatever the validity of the movement to give university students larger voices in university affairs \u2014 and we happen to think major university reforms are needed - the same arguments do not apply to mid-teenagers and high schools.We're glad to see West- mount High youngsters still have their heads well screwed on.Two new aldermen named for January We almost are tempted to congratulate here and now Architect Charles Aspler and Lawyer Douglas Robertson on becoming aldermen.However, we do congratulate them upon being recommended to the forthcoming general meeting of the Westmount Municipal Association as that body\u2019s nominees to the two seats on City Council which open in January.For this is, traditionally, now an accomplished fact save for the routine of appropriate WMA resolutions and acclamations in January.To which we would add our congratulations to Ald.Peter M.McEntyre, CA, as the choice for Mayor and to Ald.Jean Richer, CNR vice-pres- ident, for being renamed to City Council.Safe Driving Week not limited here It goes without saying that, so far as Westmount is concerned, all weeks are Safe Driving Week \u2014 not just next week, singled apart annually to make us all conscious of the dangers of the road.The constant emphasis on safety on the streets of our city has paid big dividends, in terms of our records as opposed to elsewhere.Westmount's situation is that over 80 percent of our traffic is that of non-residents, passing through.But that has not prevented the Public Safety Department becoming the most respected police authority on the island.Few residents or transients don't know that here traffic laws ARF enforced, fairly but firmly.No monotony for Fire Brigade For some weeks we have been carrying, as a regular feature, the calls responded to by the Westmount Fire Brigade.There is no monotony.Every conceivable type of situation receives the attention of the department.What amazes us is the good cheer with which our fire officers and men respond to every demand.For there are not many municipalities in which you can ask the municipal firemen to do all manner of things.The philosophy, from mayor and city manager downward, is that all the services of the city are there to serve the taxpayer in any way they can.This is why Westmount is reputed as Bruce avenue.Staff relations: an essential aspect of the public service The Treasury Board in almost every respect may be considered a low-key department in terms of publicity.This is due in large part to its administrative and expenditure control role.In government, it is an important role.But it is hardly an attention-getter.There is, however.one aspect of the Treasury Board that has received increasing public attention, thanks mainly to the postal strike of the summer.This is the staff relations division of the Personnel Branch, one of whose responsibilities is the negotiation of collective agreements with certified bargaining agents of different bargaining units in the public service.Such agreements are a very recent development in employer-employee relations in the federal government.Although staff associations have existed since before the turn of the century, the first formal step on the path to an institutional relationship between employer and employee was the establishment in 1944 of the National Joint Council of the Public Service of Canada.This body.as its name suggests, represents both the employer and the employee and makes recommendations to the government on matters affecting conditions of emplovment.STEADY PROGRESS Since that date.steady progress has been made in the involment of public servants with basic decisions as to rates of pay and conditions of employment.In 1958 an Advisory Committee on Pay Research was formed.The work of this committee contributed to the Civil Service Act of 1961, which provided a legislative base for the process of consultation on pay determination.Shortly after the 1963 general election.the Pearson government committed itself to the principle of collective bargaining, and in August of that year the government appointed the Preparatory Committee on Collective Bargaining in the Public Service.This committee, composed of senior government officials and chaired by Arnold Heeney, spent two years preparing a blueprint for collective bargaining.The results of this study were presented to the government in the summer of 1965.Largely as a result of these efforts, the Public Service Staff Relations Act came into effect in March 1967.The act contains most of the elements common to nearly all labor relation statutes in Canada, such as the tripartite labor relations board, the principle of majority support and exclusive bargaining agents.The act, however, contains a number of unique provisions, two of which I should like to mention.First, unlike most labor relation statutes.the Public Service Staff Relations Act provides two separate and distinct processes for the resolution of disputes arising out of the negociation of collective agreements.Disputed matters may be referred to binding arbitration by the Public Service Arbitration Tribunal established under the legislation or they may be referred to an ad hoc conciliation board.In the latter case the bargaining unit can opt to strike if it is dissatisfied with the board\u2019s recommendations.Secondly, the legislation, while granting the right to strike in certain circumstances, contains provisions which are designed to protect the public against the disruption caused by strike action in those services which relate directly to the safety and securi- rectly to the safety and security of the public.Treasury Board officers have been at the bargaining table since September of last year.To date some 19 agreements have been signed.involving some 75.000 employees.SEEN WORKABLE The process has not been an unqualified success, as the na tion-wide postal strike testifies but it has stilled the voices of those who deemed such a schem: unworkable.The negotiation of collective agreements likely will be a con tinuous process for.as the gov ernment successfully negotiate: the final agreement witha bar gaining agent.it will be time to renegotiate the first agreement reached in the spring of this year.From my personal experience I can say that negotiations have generally been carried out su cessfully because of a willingness on both sides to seek an equitable solution.I cannot prophesy the future of collective bargaining but I should like to cite a suggestion I made recently to a Joint Conference on Collective Bargaining in Federal Public Service: \u201cIt seems to me that, in time.J satisfactory relationship will depend on the capacity of the two sides to look beyond the bread- and-butter issues that must, of necessity, claim most of their attention at the bargaining table.It
