point program Aldermen J.Birks and P.McEntyre were sworn in officially at a meeting of West- mount\u2019s City Council on Monday evening.The swearing in served to welcome newcomer Birks to municipal service.At the same meeting Alderman Birks was appointed Commissioner of Planning and Redevelopment.In taking office as commissioner he takes the seat of former alderman Gross.City fathers also gave their approval, with qualifications, to the proposed \u201cMutual Aid Program\u201d, a program of reciprocal fire fighting aid between the Cities of Town of Mount Royal, Outremont and St.Laurent.Approval was given subject to the approval of the other three cities concerned.The program as outlined in the resolution passed Monday evening provides that: 1.Each participating municipality shall have at least two first class pumpers with a combined capacity of 1680 gallons per minute.2.Each municipality shall be capable of supplying a crew of not less than five qualified firemen with the vehicle and equipment in response to a request for assistance from another participating municipality.3.Each municipality shall standardize its firefighting procedures with those of the other participating municipalities.4.The senior officer on duty of the municipality requesting assistance shall be in charge of operations.5.The \u201cFire Service Training Manual\u201d shall serve as the basic training manual for all personnel concerned.6.The City of Westmount in rendering assistance to any of the three other participating municipalities shall do so without charge for: (a) the use of its apparatus and equipment, (b) the regular salary of fire personnel, (¢) the initial fuelling and lubrication of apparatus, (d) the insurance policy covering damage to its vehicles and equipment and injuries to Fire Department Personnel.7.The City of Westmount when receiving assistance shall pay to the participating municipalities who provide such assistance the following costs: (a) the difference between the regular rates of pay and the overtime rates, should the assisting personnel be required to remain on the scene after they have completed their regular shift, (b) the salaries of back-up crews at the established rates in force in the municipalities who render assistance, (c) the refuelling and lubrication of apparatus.Gifted classes found in Westmount Unknown to many, but operating in an efficient manner, are a group of Special Education services provided to Westmount youngsters by The Protestant School Board of Greater Montreal.These services are offered to a wide variety of youngsters and permit them to reach their true educational potential.At Westmount Park School are classes for the educable mentally retarded.Under the guidance of Miss B.M.Billing- sley and Mr.J.C.McCrea, these youngsters are receiving a basic education.In many cases, progress into more advanced academic work within specific subject areas is not uncommon.The net result is that these pupils are better able to cope with life's daily problems, and they are in a position to be productive citizens of their nation.Follow-up for these students appears in Westmount High at St.Andrew's United Church.Cote St.Antoine Rd.for Dr.James Jeffrey Griffith.surgeon emeritus of the Queen Elizabeth Hospital who died there Tuesday.He was 68.Born in Montreal.Dr.Griffith enlisted in the Canadian Expeditionary Force and from 1916 to 1918 served with the No.6 (McGill) Siege Battery.He graduated from McGill University in medicine in 1924, and after post-graduate training in New York's Metropolitan Hospital he began a practice here, specializing in surgery.A Fellow of the American Coilege of Surgeons and a member of the American Association for the Surgery of Trauma, he was for the past 15 years a member of the Medical Council of Canada.Dr.Griffith was chosen to run as a National Union Candidate for the Westmount-St.George provincial byelection of July 8, 1955, but was defeated.Dr.Griffith was appointed surgeon-in-chief of the Queen Elizabeth Hospital in 1935.He became surgeon emeritus in 1965 and remained in that capacity until his death.He is survived by his wife, the former Ethel Florence Gear; two daughters, Betty (Mrs.Gordon C.Jennings), and Ann (Mrs.Albert J.Nixon); three brothers, Hugh B, Dr.Harold R., and Arthur M; and five grandchildren.WAAR ORL Lev woes Our guess, rather, is that the application forms were so ineptly drawn up, complicated and involved, that many an applicant has simply been trapped into wrong or ambiguous answers.Ten thousand forms returned for being incorrectly filled out amply supports this suspicion.Let\u2019s face it: these wild charges have all the earmarks of a shameful smokescreen by an incompetent education department which, mid-way through the school and university year, have yet failed to make good on the majority of the applications, even those clearly valid and worthy.A craven, cowardly answer to the mouriting bitter complaints that many a student, in urgent need of proffered and promised support from the taxpayer to improve his future worth to society, is in desperate and distracted straits.Transplants concern more than doctors One need not be a physician or surgeon to have valid views on the morality of heart transplants; or, for that matter, of other human organs.Thus the lay public must view with jaundiced eye the attitude taken and freely expressed by some members of the medical profession toward the dramatic operations performed in South Africa, New York and California.Edmonton Heart Surgeon J.C.Callaghan, for example, scores Dr.Christiaan Barnard for behaving like \u2018\u2018an actor\u201d in telling all to the world rather than confining himself to reporting to the medical profession.He accuses Barnard of sensationalizing in the world press.Dr.Callaghan and his like-minded colleagues are to be respected for their respective skills and knowledge and are entitled to dissent.But their dated claim that medical knowledge belongs to a mutually exclusive and closed profession won\u2019t do in this century, least of all the late nine- teen-sixties.What Barnard and the others accomplished was a sensational thing which the lay world rightly sensed to be of great potential importance to mankind, whether success or failure, whether right or immoral.It is folly to think that an accomplishment of this magnitude could have been kept from public notice or that Drs.Barnard, Kantrow- itz and Shumway should have been barred from explaining to the public.The great names of medicine - indeed, the achievers as well as the failures in all fields of human endeavour - belong not only to their own * disciplines\u2018 but \u2018to the world.Bulletins from â> Birdland Variety in Feet By Winifred Wilson We cannot imagine a Robin walking up a tree trunk at a verticle angle like a Woodpecker or swimming like a Duck.Mother Nature supplies feet to suit the need.And so a Woodpecker has well-hooked claws and a Duck's toes are webbed.Horned Larks are great walkers and runners, therefore they have been given long toes - particularly the hind toe; Hawks\u2019 feet are powerful and their talons long, strong, sharp, and curved for both capturing and holding live prey.Kingfishers excavate tunnels in banks for nesting places, and in consequence their two outer toes are joined for half their length, making the sole of the foot broad and flattened - in fact, somewhat like a shovel.Ospreys are fishers of a different kind, catching the prey in their feet instead of in their bills as do Kingfishers.Therefore they have been given feet that are large, strong, and equipped with a rough, scale- like surface.Their claws are long, sharp, and powerful, and the outer toe can be moved around to the back to better aid in carrying a fish.Winter brings a real foot problem to our heavily built birds of the ground type.The ordinary feet of Grouse and Quail are quite similar to those of our common barnyard fowl.\u2018Designed for scratching the ground in order to obtain food, they are strong and compact, with three toes pointing forward and one backward, and the claws are blunt.These birds are found across Canada and far down into the United States.But those living in the northern section where deep snow covers the ground for some months are supplied with snow-shoes just for the snowy period.At the right date, their feet grow fringe-like scales along the sides of each toe.When spring comes, these appendages are shed.The Ptarmigan travels about quite a bit, and mostly on foot, but it never actually leaves its home in the far north.It is an Arctic bird.For this reason its feet are thickly feathered for warmth, to the very ends of the You Say Mayor of Westmount comes first to mind Sir: In reply to your recent editorial, it would appear that The Examiner misjudges the citizens of Westmount.Many of us are keenly interested in our city, and when we think of a mayor, it is the Westmount mayor that we think of.Having been brought up to appreciate the high standard of everything in our city, we think our form of government is the best.The test is in the result.We all need to express more gratitude for the first class citizens who serve this community without pay.Isn't it clear that this method of choosing candidates produces, a better type of candidate?Our only reason for subscribing to The Examiner is our deep interest in our fair city.toes.In mid-summer a moult takes place, and these feet feathers are shed;
