to express themselves by ballot on Tuesday, Nov.21, from 10 am (and for possibly up to 21 days thereafter) on a public matter.Our guess is that the issue, a \u2018\u2018hot\u2019\u201d\u2019 one in days of yore, will be treated with almost indifference.Except: persons most likely to bestir themselves are the disapprovers, who easily could defeat this by-law, even though already adopted by City Council.We believe the vast majority of Westmounters feel Bylaw 713 is overdue, to amend By-law 356, and should become law.By-law 356 is antiquated, out of step with the times, tastes and wishes of ordinary, decent citizens of a modern city.By-law 713 and the aldermen who brought it forth deserve backing.By-law 713 would permit, at last, the sale of wines and liquors in and promote good Westmount restaurants, open the way for a convenient Quebec Liquor Board store in Westmount, and make beer available from more licensed grocers.Time for a strike by new-car buyers Mr.Walter Reuther and his United Auto Workers are boasting that the settlement they wrung from Ford is the biggest, the mostest in U.S.labor history.Chrysler and GM come next, and already Ford's Canadian operations are affected by the long U.S.close- down.The UAW intends to make it a clean, uniform sweep of the entire car industry, on both sides of the border with the same terms.The U.S.Canada \u2018\u2018common market\u2019 auto pact makes a wage parity demand perhaps inevitable, however illogical considering the disparity of the economies of the two countries.How do the \u2018\u2018big three\u2019 car makers react?Ford has given in, the other two have given no sign they won't follow.Why not?Another hundred or two dollars on the price of cars will recoup the cost.To be blackmailed thereby, by this monopolistic consortium of union and auto makers, is the car-buying public comprised, ironically, in the main of the working man, more likely than not good unionist of every trade and calling.A one-year car-buying strike by the public would bring sense and morality to Detroit, as well as Windsor, Oshawa and Oakville.And maybe also help deflate and cool the overall economy.We've just decided to make our old bus do another year.When translations do not serve unity CBC may be well inten- tioned.But the practice of the national broadcasting networks of attempting to translate simultaneously words uttered in French is wrong.Expo's closing for instance.The dignitaries, from Governor-General Michener down, all spoke some French.The interpretations overlaid were not good ones, hard to hear and obscuring.The nation would have benefitted by hearing the French.And if listeners did not understand it all, they would have benefitted from the attempt.Radio and television are meant to serve NX) Paragraphs on Philately By MARK WEINER The top, value, pf the, Great Britain \u2018Christmas\u2019 series to, be issued Nov.27th will be.exceptional in two respects.Firstly the Queen's head will be at the bottom of the stamp instead of al the top and the value instead of being expressed in figures is written out \u2018\u2018one shilling and six pence\u2019 accross the bottom of the stamp.The use of words instead of figures is in contravention to instructions issued by the Universal Postal Union, which clearly states that values on postage stamps must be shown in figures.It will be interesting to note, if any, the reaction of the U.P.U.The Irish Post Office issued two special postage stamps on Oct.23rd to commemorate the Centenary of the Fenian Rising.The design of the 5d.stamp incorporates a reproduction of the one cent Fenian stamp essay, which was prepared in the U.S.A.by the Fenians about the time of the Rising and intended by them for use in an independent Ireland; the 1s.stamp portrays a reproduction of the 24 cent Fenian stamp essay.Ptinting was by photogravure on paper watermarked with the letter \u201cE\u201d\u2019.An interesting trio of postage stamps which will be of interest to many collectors, were issued in October by Japan.The first two: 15y \u2014 Japanese Paper Lantern with the official Emblem of International Tourist Year; 50y \u2014 \u2018\u2018Mt.Fuji, the Sacred\u2019 by Taika Yokoyama, were issued Oct.2nd to mark International Tourist Year 1967.Once again International Letter-Writing Week was observed with a postage stamp.This year's stamp, which should turn out to be even more popular than last year\u2019s issue, is a 50y denomination, depicting a block print \u201cKaiika- zawa Koshu, from the Thirty-six Views of Mt.Fuji'' background can be seen the evacuees escaping from the scene of disaster.The 48th national athletic meet was held in Seoul from October 5 through October 10, with athletic delegates from all provinces in Korea and the Korean residents in Japan participating to compete in the sport games for the honor of the province they represent.To commemorate this event the Korean Post Office issued two postage stamps on Oct.5th: 5 won - Boxing and 7 won - Basketball.Printing was by four-color lithography on fi- brinous unwatermarked paper.Today's governments are making more use of the postage stamp to arouse public interest in various projects.To commemorate Cultural Property Protection Week starting on Nov.Ist, the Rvukvu Islands will issue a 3c postage stamp honoring the Hojo Bridge of the Enkaku Temple.The Hojo Bridge, as depicted on the stamp, is a stone bridge constructed in 1498.
