Biography of Streets Cote St.Antoine road.Part 1 This is one of the oldest roads on the island.While today it branches off from Sherbrooke street at Clarke avenue and rejoins it again in Notre Dame de Grace, in early French times, the intervening part of Sherbrooke street did not exist.The Cote St.Antoine road was a part of the Island highway to Lachine, running from the “Chemin de la Montagne” along the hillside above Lac St.Pierre (the lake now drained by the Lachine Canal) to the line of the present Decarie Boulevard, where it turned off to connect with Cote St.Luc road.It probably had been developed from an earlier Indian trail.A “‘côte’’ has several meanings, two at least applicable here, that of a hillside, and that of a shoreline (although the latter at some distance).As a matter of fact, it was a word used to describe the general mode of land division practiced in New France.This method, known as the “Côte System”, divided a sei- gniory into long narrow farms fronting on the St.Lawrence, or on some other river or lake.As travel was chiefly by water, this meant that the houses could all be built along the shore and still be near together.It also had anther great advantage in the days of sudden Indian raids — that the men, each working in his own field, could be within call of each other in case of need.As the land became filled, concession roads were opened farther back and they in turn were known as “Côtes”, the YOU Tax assessments City of Westmount Editor’s note: This letter was addressed to both The Westmount Examiner and Mayor M.L.Tucker.Sir: 1 have expressed the opinion before that notice of any proposed change in assessment by the City of West- mount re a particular property should be mailed to the property owner concerned in sufficient time to allow the owner {to file objection, if deemed necessary, as the yearly role of Westmount is adopted usually on 15th.August of each yecar when a great number of owners are away from the City, and as it is extremely inconvenient, if not impossible, for many owners to visit the City Hall during business hours.I trust that our City will see fit to adopt this practice in future, and 1 would like to point out that the City of Montreal already uses this fair system.1 do not feel that a City as democratic as Westmount be satisfied with merely meeting the letter of the law in respect to tax assessment notices, or any other Notices required, in fact, Past experience has proved otherwise.Further, it is unjust for the School Commission of St, Leon de Westmount, or any other School Commission for that matter, to adopt its roll on a different date each year and without adequate notice to property owners also.The tax collection agents seem to have forgotten that they are in fact the agents of the property owners and indirectly under their employ — so that they should act in the owners’ best interests.Due to the fact that in most municipalities the school years ends 30th June, when school ends, the deadline for changes in assessments and transfers should be 30th.June each year, inclusive, and the tax bill for the current year should be mailed to the registered owner of record as of 1st.July each year, just as the municipal tax bill is mailed to the registered owner of record as at 1st.January of each year, I trust thal my suggestions will be adopted as they are based an considerable experience in dealing with tax adjustments re Deeds of Sale of SAY properties, large and small, in many municipalities over a period of 15 years.A.PATRICK WICKHAM, Notary, 16 De Casson Road.Selwyn House sends thanks Sir: I do want to express, on behalf of the school, our pleasure and appreciation for the fine picture and reporting spread on our Academic Prizegiving last week and at the same time to say how delighted we have been with the courtesies of your staff on all matters concerned with school publicity throughout the past year.Robert A.Speirs, Headmaster.Selby residents give opinion Sir, Westmount is so wealthy now, that their land is much too valuable for housing projects or low rental housing; yes they may be able to squeeze in a few houses for a few families who are on welfare or starvation wages, but what of the majority of people around Selby who have a gross income of $80 to $100 per week which isn’t exactly living it up when they have families to feed, clothes to buy and children to educate.They need housing in the $75 to $80 a month range and they won't get it if Central Housing’s rates of rental are put into effect.Let us consider the working man as well as the poor families on welfare; both have children to raise both need housing.If Westmount could build some accommodation in this rental range it would get its cost back and perhaps a little profit.The Central Housing then could assist on a separate deal for those unable to pay their way.It was the Selby street tenants plight that triggered this whole urban renewal scheme, we hope one and all are to be included in their study.Is there no land in West- mount for us?God forbid that Westmount could be accused of financial segregation.If it were a typhoon instead of a bulldozer that was displacing us it would be declared a disaster, an emergency, people would be rushing to help.This is an emergency for us so process repeating itself indefinitely.The district of Cote St.Antoine, or ‘Coteau St.Pierre”, as it was called, was first included in the area known as “La Contrée St.Joseph” a rather vague term for the land west of Villa Maria.As the Island settlement had been dedicated to the Holy Family by its missionary founders, these names are obvious.The exact date of the opening of Cote St.Antoine is not known.A document exists in the Montreal archives, however, signed by Maisonneuve, the founder, in 1662, granting to Jean Leduc a piece of land containing 12 arpents adjoining the 30 arpents he already held in the Contrée St.Joseph.This may have brought his farm up to the level of Cote St.Antoine road; but the question must remain open until further light is available.At any rate, we know that soon after the “Mountain Fort” was built by the Gentlemen of the Seminary of St.Sulpice, the road became an important one.In the list of land-owners made by the Seminary in 1731, the following are given as proprietors on Cote St.Antoine road.Beginning next to the Priest's Farm itself.La veuve et heritiers Bo- dria, René Lecuier, Louis De- cary, Louis Lacroix, Joseph Leduc, François Prud’homme, Lambert Leduc, Pierre and Jean Hurtubise, Veuve et he- ritiers Louis Decary et Michel Decary.Excepting that of Michel Decary to the west, these then, are the farms in later days, from which grew the City of Westmount.To be continued next week.Mr.Howard J.Lang, of 482 Res- lyn avenue, Westmount, who has been named general chairman of the 1966 Campaign of the Federation of Catholic Charities, Inc.Lang, who is president of Canada Iron Foundries Limited, served as vice-chair- man of last year’s suceessful drive.The Campaign is scheduled for October 13 to 27 and seeks an objective of $902,500, in support of a network of agencies and services.please less talk and more action please .Selby street residents: R.Vaux L.Murphy D.Black R.Gaul A.Cloutier A.Fisher - S.D.Baxter # Cadets express appreciation Sir: May I express my appreciation and that of the Squadron Committee for the very detailed and satisfactory account of No.1 Squadron R.C.A.C.you recently published in The Examiner.The cadets and officers value such a write-up and please accept my thanks.H.P.Illsley 134 Clandeboye avenue Que., Prov.Committee REPORTER By Oliver Towne Stanley Maslak, 7154 Hamilton street, Montreal 20, was the winner of this year's car raffle at the Westmount Rotary Carnival.He will accept the car from Club president Les Stuart at Mid-Town Motors Sales.* * ¥ Public notice has been served to the effect that a public meeting of electors who are proprietors of immovables, situated in the first part of District R-2, will take place on July 14th at! ss City Hall.The meeting will deal | with the proposed amendment The racehor sé.of By-law 655 to enable the Sis- .ters of St.Marcelline to make (Continued from page 2) an extension to their school now ' declare to be thoroughly bad in located at 815 Upper Belmont every important respect.’ He avenue.adds that this speech is ac- + x 4 ceptable in Society which is Rocky Rothwell, director of the: evidently exclusive.;
