the stairs should be salted or cleared of ice at all times.Wet-through.THRE oR an MN REN NE what would have happened to those thousands of boys if the home had never existed. The home can be justly proud of its record — that no boy was ever queried as to his color, creed, or condition.25 years ago in The Examiner Feb.15, 1940 The death of His Excellency Lord Tweedsmuir, The Examiner reported, was marked in Westmount by a resolution of condolences adopted by The Westmount City Council, and by a memorial meeting held by the Rotary Cluh; Westmount in 1905 The water dispute was deciding issue Following is the third and final story in a three- part series on life in Westmount in 1905.This final article is a continuation of last week’s story of the election campaign of 1905-06.At that public meeting where Mayor Duclos and his supporters faced their critics, the mayor stated his position in relation to a lawsuit the city had brought against the Montreal Water and Power Company for failing to live up to its contract to supply pure and wholesome water.“.I say none can mis-w understand my position,” Mayor Duclos stated.“I am now and always was against the prosecution of that lawsuit.” The mayor went on to give his reasons: “Even if you did win after all the appeals, all you would have would be a judgment. What you want is pure water as quick as you can get it, and I say you will never get it until the termination of this contract unless you drop this suit and meet this company like business people with a reasonable compromise, even at a slight loss.” Asked if he thought the matter should be submitted to the people, Mayor Duclos was reported to reply that electors were apt to be carried away by all sorts of reasons .while council would act upon long experience.A.McGoun, a candidate for council opposing Mayor Du- clos and his supporters, after he had outlined the background of the city’s fight with the water company, turned to the motives of the water company.*“.what these gentlemen wish to do,’ Mr.McGoun said, ‘‘is to obtain from us for nothing a franchise extending over twenty-five years, and then to turn around and allow the franchise to be expropriated by the City of Montreal, and anything from a quarter of a million to a million dollars paid to them for something that did not cost them’ a dollar .” Later in the meeting.pro- mayor candidate J.R.Walker was asked if he now or ever has been financiallv interested in the water company.“No,” Mr.Walker replied, “I am not, nor was L.” Were vou not invited to become a director.” opposition candidate W.Galbraith asked him.“Yes, but I refused,” Mr.Walker said.“Yes,” Galbraith said, “but I must say that this is the first time in my business experience where a man has been asked to become a director of a company of which he is not even a stockholder.” As the campaign drew to a close, citizens of West- mount received a circular from the water company giving new proposals.A council meeting was called to deal with the proposals. The Advertiser charged: “They attempt on the very eve of retiring or being dismissed .to force a settlement on the town on the water company's terms.” Coun.Cross recommended that a by-law be prepared concerning the new terms, and discussion went on for two hours, until a citizen in the audience asked if the proposals had been officially received by council.Councillor Cross spoke up: “I object to any answer be- ¢ ing given to this question. It is a most improper one for any ratepayer to ask.Councillor Galbraith spoke: “If a citizen cannot get an answer to that question, 1 will ask it myself.” Mayor Duclos answered,” 1 know nothing about it, except I have received a copy of the circular the same as other ratepayers.” Galbraith replied, “Then there is nothing before this meeting for it to consider, and we have been talking two hours for nothing.” The proposed amendment was withdrawn and the whole matter referred to a committee. As the election approached, four candidates were running with Citizen's Municipal League backing, Mayor C.A.Duclos, J.R.Walker, Fred Fowler and John Stewart. The minutes of the first Town Council meeting after the newly elected members took office, show the following: James W.Knox, mayor (Mr.Knox was supported by the critics of Mayor Duclos); aldermen, A.McGoun, A.M.Murphy, W.Galbraith, J.Rogers, W .L.Lee, and AN.Scott.Not one of the candidates of the Westmount Citizens’ Municipal League was elected. That league should not be confused with the present- day Westmount Münicipal Asociation, which was not formed until 1908.C.P.Dutton is on leave of abseiice C.P.Dutten, superintendent of Victoria Mall, is now on leave of absence until the date of his retirement, June 17, it was learned this week.Mr.Dutton took time out from real estate examinations he is writing — at, of all places, Victoria Hall — to explain that he is preparing for a second career, that of real estate.“I don’t approve of sitting down and doing nothing,” he said.“Maybe when I'm 70.” Though Mr, Dutton is being feted by friends now, he prefers to wait until the official date of his retirement before receiving the accolades due his many years of service, including a full story in The Examiner of his years at Victoria Hall.COMMON AILMENT?In considering the drive against gobblygook we are reminded of the patient who asked the doctor to tell him in plain English with him.The doc replied that he was just plain lazy. The patient then asked now could the doc give him the medical term so that he could tell his friends.—Campbellton (N.B.) Wesimounf's Leslie Roberts writing history of Montreal Leslie Roberts — Canada’s controversial writer and broadcaster and a resident of Westmount — is hard at work on a new project. He's compiling a history of the City of Montreal.Delving into the records, Mr.Roberts has discovered, he says, that there are many contradictions, but one thing is clear — Montreal was founded as a religious colony rather than a trading colony, and for a long time held its closest tie with France directly.rather than through the settlement at Quebec, where the governors of New France resided.Prior to 1642 — the date of Maisonneuve’'s arrival here — France, says Mr.Roberts, had undergone a return to piety and it was in this atmosphere that circumstances brought together those who were to lead and finance the expedition that founded this historic city.Behind it all, Mr.Roberts points out, was the secret or semi-secret society known as the Société du St-Sacrement, a group whose names are not revealed, but who, nonetheless, are believed to have been powerful people in France at the time.A VISION Following a vision which came to one of the group Maisonneuve was sought out, checked on, and given the O.K.as leader of an expedition that sailed westward in three ships.Jeanne Mance, a woman who had nursed people through a cholera epidemic came along to found the first hospital which was financed by Madame DeBullion who put up an amount which today would be equal to about $20,000 Apparently, says Mr.Roberts, behind the financing of the move there was considerable politicing and secret negotiations.Primarily, the group was commissioned to go forth and convert the savages of the area — but as the savages were largely Iroquois, this part ef the deal never really came off, although there was some success recorded with the Chris.tianizing of the Hurons.Digging into the records.says Mr.Roberts, one finds again and again the reference to the ‘grain of mustard seed’ to which the founding of Montreal was likened by Father Vimont, who accompanied Maisonneuve on that celebrated 18th of May 1642 when Montreal was officially founded.TRICKY LIFE Life was tricky in the young colony, and the settlers had a hard time keeping alive day by day, and little time left over for keeping records, according to Mr.Roberts.After three years there were only 72 people here and after eight years only 196 according to the records. In a dozen years the total was still shy of the 500 mark.Dealing with the question of Dollard des Ormeaux and the Defense of the Long Sault, Mr.Roberts points out that there are contradictions in the old records. Some see Dollard as a hero, others do not.Apparently he may have gone too far, too fast, and been cut off by the Indians, thus bringing about the massacre.Things moved slowly, according to Mr.Roberts and the first wheeled-vehicle did not make its way from Montreal to Quebec until 1734, although there is a record that before that time Mar- Buerite Bourgeois walked it.Contrary to popular belief in LESLIE ROBERTS some circles, said Mr.Roberts, British rule did not follow immediately after the 12-minute battle of the Plains of Abraham. The British took Quebec but Montreal and a large part of the St.Lawrence Valley remained in the hands of the French for a time. The British worked their way into Ontario and into the New England states, while the Marquis de Vaudreuil apparently enjoyed life in his beautiful chateau and awaited Amherst.NOT A SHOT Montreal capitulated without a shot being fired — Mr.Roberts points out, and there was no oppression. The governors of New France! had largely played the situation! by ear, says Mr.Roberts, and under British rule, the same laissez-faire attitude may be noted. In this way.Mr.Roberts believes, the so-called ‘rights’ of the people were established, a development that is of particular interest in today's bicultural climate.Anyone, he says, who preaches today of enmity between the founding races, should go back and read carefully the early records. The British, he says, when they took over, were more interested in trade, and left the government, justice and the law more or less to the French. As a historian, Mr.Roberts apparently agreed with the late Stephen Leacock that ‘history doesn’t have to be dull’.Local youth makes honour list Robert Wilkins, of 383 Clarke street, Montreal; Calderisi.Ro- avenue.fs amnong the freshmen bert — 6657 Monkland
