[" ey November finish seen for Western Zoning change sought Synagogue plans new building City Council gave first reading Monday night to an amendment to its master zoning by-law to, permit Congregation, Shaar Hashomayim to, construct a religious in-| stitution on Clarke avenue.A public meeting of elector-proprietors of districts R3 and R4 will be held in City Hall on Friday October 9 at 9 a.m.to consider the changes.Officials of the Congregation, contacted by The Examiner, refused to disclose any construction plans.Their present building is located at 450 Kensington avenue, af Cote St.Antoine.61 protest valuations Twenty-five \u201cwronged\u201d citizens appeared at City Hall Monday nighi to protest increases in their property valuations assessments on the 1964-65 valuation roll.Most merely presented their estimation of the \u201clegal facts\u201d in support of their appeal, several complained that they could scarcely afford to pay the increased rates.Many property owners based their appeals on the fact that neighbors in apparently similar houses re- | ceived a lower rate.Mayor Drury explained that each appeal would receive careful attention.Homologation of most of the roll is expected at the November meeting, Sixty-one appeals were submitted altogether \u2014 28 of them by Westmount Centre.Council appeals to Quebec In other business, Council announced its intention to appeal to the Quebec Municipal Commission, declaring that Westmount intends to contest the recommendation of the Montreal Metropolitan Corporation that land valuations here be increased electronic gadgets in this and many other municipalities, The radar sets used by the Westmount force do have some effect, but not enough.I assume that more speeders are being apprehended and that there is some reduction in average carspeed.But there's a dark lining as well.The knowing motorist realizes that in each instance police have only one set of radar in use.If he has spotted one in action, he feels safe in assuming that from that point to the end of city limits he is safe \u2014 and can speed on his way.Good, old-fashioned policemen cruising the streets in patrol cars or even activities lag here CM.Drury fells conference Westmount Industry Minister C.M.Drury has urged Canadian Industry to greatly expand its research and development activities as rapidly as possible.In an address to the Conference on Canadian Industrial Research at Ottawa's Carleton University, sponsored by the Engineering Institute of Canada, Mr.Drury called for a major increase in research and development, in order to oversome this country's \u201ctechnology lag.\u201d \u201cWe must seek to double or even triple the level of developmental activity in Canadian industry as rapidly as possible\u201d said Mr.Drury.\u2018Obviously\u2019 he told the group \u201cthis cannot be accomplished overnight, but 1 would suggest a target annual growth rate of industrial research and development of the order of twenty to twenty-five percent sustained over a period of five years.\u201d Mr.Drury stressed that Canada\u2019s most critical short-comings lie in the application of science to the development of new or better products.He indicated that the Government is now exploring the possibility of extending direct financial assistance towards the promotion of civil development projects which would be in line with the practice of other advanced industrialized nations.Mr.Drury suggested that such a program will provide challenging opportunities for our best scientists and engineers to contribute to the progress of the nation.Behind Japan The Minister drew a comparison between Japan and Canada pointing out that both countries had begun industrialization at about the same time and that each country has relied heavily upon imported technology in the past.He indicated that to match the performance of Japan's industry it would have been necessary for Canadian industry to exceed its current effort by 250 percent, To match Sweden we would have to increase our industrial research by four fold and to keep pace with the United States would require over six times our present expenditure.Mr.Drury said that in order to sustain a rising standard of living for a growing population, Canada must expand the industrial sector of our economy \u2018not only by investment.preferably Canadian\u201d but by a radical upgrading of the inherent technological capability of our industry.\u2018The achievement of technical superiority in our manufactured products seems the best way to ensure competitiveness and to develop new markets both at home and abroad.\" He revealed that the Government\u2019s recent tax incentive scheme for research and development programs has already induced a ten percent rise in research effort within its first year of operation.\u201cOur shortcomings in industrial research and development activity may be a reflection of our dependence on imported technology due to the subsidiary character of our industry.In the past.Canadian industry has benefitted tremendously from the skill and knowledge which have been acquired from our American and European partners and we certainly hope that this situation will continue where it is to our mutual advantage.However it must be appreciated that they also have an inherent disadvantage in relying too heavily on imported technology.\u201d In dealing with this subject Mr.Drury called for the creation of \u2018\u2018an intellectual climate which will stimulate new ideas.\u201d \u2018We must develop a business attitude which is responsive to technological progress and we must broaden and strengthen the creative capability of our industry.\" \u2018\u2018\u2019This means more scientists in
