[" EE Examine - e@ VOL.XXX, No.46 MONTREAL, FRIDAY, NOV.17, 1961 Suggested development for our ‘garden city” The “garden city” of Westmount, set amidst a huge metropolitan area, should be capable of supporting a large and mixed population, with more apartment houses, and gay commercial centres. This view was put forward by Raymond T.Affleck, B.Arch, when he spoke on ‘Westmount in a changing metropolis” to members of Westmount Rotary Club, Wednesday.Mr.Affleck said Montreal's urban area will in the future possibly stretch from Cornwall in the west to Pointe aux Trembles in the east, and from St.Therese in the north to Chambly St.Jean in the south, The city of Westmount began its career as a fringe suburb, he said, but now finds itself as a special urban phenomenon almost at the very heart of the huge metropolitan area. The specific qualities of the suburb should be protected and enriched so that it can add its particular color and quality to the overall urban mosaic.“If we lose these specific qualities that have traditionally been built into individual suburbs we will be faced with a horrible, endless uniformity of urban development over very large sections of our countryside,’ said Mr.Affleck.The speaker likened Westmount to the McGill campus. He said just as the campus has to be actively protected from undesirable encroachment, while at the same time enabling the university to grow and assume new responsibilities, so must Westmount he protected from destruction while undertaking certain new urban roles in the overall metropolitan picture.“We should think of our environment in general as we think of a Canadiens to visit Unity banquets Page 7 Lucky offender Mrs.Paul Hamel was the first person te appear before the court, Wednesday, charged with a parking offence on Victoria avenue.Said Judge Stalker: “It has become the custom, when a new judge is appointed, te give a suspended sentence le the first defendant.” Mrs.Hamel left the court speechless with joy.Filthy name led to blow Page 9 work of art — and it is possible to look on the City of Westmount in this way — certainly as a work of art that is uneven but nevertheless of great value, and, as in any work of art, something which can be destroyed more easily than created,” commented Mr.Affleck.The architect pointed out the role Westmount can play functionally and aesthetically in the coming years.Residential acocmmmodation of all kinds, including not only private houses, but fairly heavy population of multiple dwelling units such as apartment houses and terrace housing for both tenants and home owners, was the first need, stressed the speaker. He felt the need for commercial centres close to the residential areas which could be gay and colorful with as close an approach as possible to the quality of a European market area.“In this regard I think the isolation of upper Westmount from any nearby commercial areas is unfortunate .“The possibility of creating definite shopping areas with malls at streets such as Greenc avenue would be a wonderful contribution to the total life of Westmount, and would definitely be in character with its precinct quality,” he said.ooP oe When Wesimeunt's artificial ice rink was efficiaily © declared open, Saturday, these Westmount youngsiers were quick le take advantage of this facility, and get in some Mr.Affleck said that so far as institutional, industrial, and recreational facilities were concerned.Westmount was already well endowed, but these would have to be developed to a greater extent in the future.Circulation of traffic was considered to be a big problem by Mr.Affleck.He felt that many fine residential streets in Westmount were suffering severely from an excess of through traffic.A partial solution he considered was lo develop the automobile expressway pattern to protect the various natural areas of the city.‘The existing structures in Westmount are interesting in that they exhibit a fairly strong horizontal stratification, going up in quality as it climbs the mountain.“This is not altogether desirable, and I think there are many areas in so-called lower Westmount which are ripe for rejuvenation,” commented Mr.Affleck.Several charming areas did exist, such as the area bounded by Were- dale Place and the new Westmount High School, the CPR tracks and Dorchester boulevard. These, he thought, should be carefully enhanced through the development of new commercial, institutional, and multiple residential facilities. In conclusion, Mr.Affleck suggested that the Westmount Rotary Club, through its Civic Affairs Committee, should be prepared to take a stand to protect the quality that already exists.and help in the creation of new values that are in keeping with Westmount's fine urban tradition.early skating practice.Safe-cracker (1 takes $4,000 16 PAGES 4532 35 5 CENTS Page 3 Municipal People in Westmount have been too long molly-coddled by newsmen tand women).who have been fearful of treading on some VIP's toes. The only way to prevent a newspaper from being humdrum and dull is by printing straightforward ne w s stories, and no holds barred. The front page story carried recently in The Examiner about a driving accident, was well-written and should serve as a reminder to even the most experienced, careful driver that one can never be too confident of one's driving ability.it is.admittedly.no “help” to the situation as one reader complained, but is it the function of a newspaper to “help anyone who happens to be involved in an accident?Let Westmounters try to be a little less sentimental.and a little more objective in their attitudes, and try to encourage instead of disparage a paper that is doing a real job here.J.V.0.ing for both home owners.Maybe Mr.Affleck's comments will go down like a lead balloon with many upper level Westmounters, but this city is in the heart of a changing metropolis which not even Westmount can afford to ignore.tenants and THEY SAY Instruction in things moral is most necessary fo the making cf the highest type of citizenship.— Theodore Roosevelt Where are the snows?Sequels By Pierre Berton EVERAL READERS have supplied answers to some of the rhetorical questions asked in my column Where Are the Snows of Yesteryear? And one of them, George Brooks, a Bracebridge druggist.has even supplied a bottle of Mus-Kee-Kee Indian herbal tonic which he still happened to have in stock.(“No one knows quite how long it has been here.”) Mrs.Abraham Kronis reports that Helen Twelvetrees died two years ago.that Alison Skipworth has been dead for many years, and that Lily Damita was one of Frrol Flynn's wives and that their son, Sean Flynn, is at present acting in a film called Sen ef Captain Blood, which seems appropriate.Douglas Wilson reports that Frances Dee has been long married to Joel McCrea.the movie star and multi-milionaire rancher, that Frank Munn (who once starred on The American Album of Familiar Music) is dead.that Freddie Batholomew is doing stage work, that Raquel Torres, when last heard of, had married a New York broker named Stephen Ames who had been divorced by Adrienne Ames so that she could marry Bruce Cabot.Sounds plausible, Mr.Wilson also reports that, in Toronto, Stop and Shop Stores were leased to the Dominion chain in 1938, but that the company continued to operate.Thrift stores in Montreal and Ottawa until 1950.(These stores were also purchased by Dominion.) Meanwhile, Eurcka Vacuum cleaners announces that nothing has become of it at all — it is one of the uldest names in the business and still going strong.Oh, yes — and Man Mountain Dean is still wrestling — under the name of The Mighty Jumbe.A couple of.A Couple of my Doctor readers have quoted a few more generic drug prices to show that Jules Gilbert.the most publicized of the generic-name suppliers, also lives in “a fairyland of drug prices.” (Gilbert's background was detailed here in a column last week.) In case after case they are able to show that though Gilbert's prices are considerably below the brand-name prices, other generic suppliers are undercutting him.Item: Gilbert sells the antibiotic chloramphenicol 250 mg.capsules at $112.50 per thousand.Starkman Chemists sell it to doctors at $86 per thousand.Item: Gilbert sells the tranquillizer Promazine 25 mg.at $15.50 per thousand.Three companies undersell him: Empire at $12: Bell-Craig at $7: Stark- mas at $6.25 (Under its brand name of Sparine, this drug sells for $70.92 per thousand.) Hem: Gilbert sells tolbuta- mide.an oral-anti-diabetic agent at $35 per thousand in the 500 mg.dose.Marlins undercuts him at $25: Starkman ai $24.90.Item: Gilbert sclls phenyl buzatone, an anti-mflammatory agent, at $30 per thousand.Strakman shades him at $28.95.Gama slices this price to $18.(The equivalent brand name drug Butazolodin is way up there at $90.) Item: Gilbert sells Chloro- thiuzicle, 500 mg.at $29.50 per thousand.Starkman sells this at $25.Marlin cuts Starkman's price to $22.There are scores of similar examples. The problem that the doctors and the pharmacists face — and many of them have made this point to me — is twofold.First, no pharmacist can afford the investment involved in stocking every make of every generic drug. Thus, he tends to stock the one he’s sure of: The brand name version.Secondly, no doctor can test quality of every single version of every single drug produced by every competing company in the generic field.Again, the temptation is to choose the ones he’s sure of, ie.the brand-name drugs.(After all, if there's something wrong with the drugs the doctor will be blamed.) If a doctor prescribes a drug by its generic name he cannot be sure which manufacturers’ product his patient will get; and he may not trust some of them.A good many doctors, including the two who came to see me have attempted to solve this problem by buying generic drugs they'rs sure of and selling them directly to the patients, passing the savings on to him, Thus, they manage to keep control over what their patient receives. But they admitted that this system conspires against the already hard-pressed pharmacists who are caught in a squeeze between consumer and drug manufacturer, Nonetheless, 1 am told, 25 per cent of the doctors in town are now selling drugs directly to the patient.(Possibly because so many prescriptions go unfilled otherwise — owing to high prices.)
