their lives simply because they love it, here are a few thoughts to contemplate.What is Bach\u2019s relevance today?What is the source of his endurance?And why is it that his compositions can still be found at the heart of Western music in our age?It was perhaps questions like these that Alexandra Scheibler had in mind when she decided to found the Festival Bach de Montréal three years ago.Among the festival\u2019s board of directors is Kent Nagano, the Montreal Symphony Orchestra's famed music director.The Festival Bach de Montréal features outstanding Canadian ensembles performing alongside international artists.It takes place here bi-annually under the auspices of the Bach-Académie de Montréal, a non-profit group dedicated to promoting a wider understanding of Bach, who is regarded by many as the world\u2019s greatest composer.The Bach-Académie de Montréal is based on three fundamental components: performance, scholarship and education.These are reflected in the diversity of the festival program, which includes concerts, symposia, pre-concert lectures and master classes, in affiliation with music schools and universities.\u201cAlthough we are a Bach festival, we don\u2019t exclusively only do music of Bach,\u201d says Scheibler, a Westmount resident who started the festival a short time after moving to Montreal from Germany.\u201cBut as Bach influenced every style of music, even jazz, we are quite flexible, although the emphasis, of course, is on Bach.\u201d Among connaisseurs of classical music, it is recognized that Montreal has one of the largest and most talented artistic communities in North America dedicated to baroque music.The quality of performances here and the response of audiences are considered remarkable.This was apparently one of the reasons hind the Bach Académie de Montréal\u2019s cision to launch the festival.Following two highly successful events, the organizers feel they may now have the means to become an international reference, just like the Leipzig, Ansbach, Oregon and London festivals.Preparations for the next festival, which takes place in December 2009, are now underway.A gala concert, featuring young French will be reading about the priorities of Canada\u2019s next government.It has not necessarily been the most glamorous federal elections campaign Canadians have seen.In fact, under this very byline in another Transcontinental newspaper, you may have caught a column about how truly uninspiring our federal party leaders are.Voter apathy, however, benefits nobody, and it\u2019s a pretty big problem that penetrates far deeper than simply our federal elections.When | was à student at Concordia University (and that was not too long ago), student union executive elections campaigners faced the same dilemma that \u201creal world\u201d politicians do, that of actually interesting enough students to mobilize a proper vote.Municipal and school board elections have such a dismally low turn-out that the provincial government in Quebec is currently mulling over the idea of holding them jointly.Now, I can understand where voter apathy comes from.We've all caught politicians breaking promises and shaken our heads at them.Heck, this very campaign, is, arguably, the result of a broken promise by our Prime Minister (although he will state until blue in the face that Parliament simply wasn\u2019t functioning anymore).Perhaps none of our various party platforms impress you.Maybe you think it's a mistake to implement the Liberals\u2019 carbon tax right now.Or the NDP\u2019s proposed reversal of $50 billion in corporate tax cuts has you worried about losing your job as companies try to find other ways to save cash.You might be all upset about the Conservative cuts to arts funding, or think the Green Party should not preface their answers to every question with \u201cour first priority should be to live in an environmentally healthy community.\u201d Even if that's the case, though, you are still not entitled to just stay home on October 14.If there is really nobody that you think you can give your vote to, at least go out there and spoil your ballot.This will register you as a discontented voter, rather than somebody who simply could not care about the fact we live in a democracy.So, yes, I'm tired too.Yes, | also realize we're probably going to end up with a minority featured two letters promoting two very different approaches to considering construction projects in Westmount.The first, by Westmount residents Mireille Raymond and John R.Keyserlingk of Sunnyside Avenue supports a balanced perspective based on mutual respect and reason to enhance the quality of life of all parties, and not, as has been the case at 27 Bellevue, by depriving some to satisfy others.These residents were writing in support of an earlier article submitted by Councillor Patrick Martin advocating a human and respectful approach to community life.The second letter 1s submitted by the former Chair of the Architectural and Planning Commission, Mark London, currently Executive Director of Martha's Vineyard Commission.His vision is quite different and very much in support of the \u201cwinner takes all\u201d mode currently in vogue at City Hall.The arguments presented by London such as his 10-storey condominium example are so childish and simplistic that they are an insult to the intelligence of the citizens of Westmount.He totally obliterates the fact that some members of council have openly admitted that for the last few years, they have been voting in favor of projects about which they receive such little information that they in fact do not know what they are voting for.This has been the case for 27 Bellevue and likely for 164 Edgehill, two cases that have had to be brought to the courts by respectful, usually quiet citizens.London's interpretation of the currently in-force bylaws, treating them as guidelines as opposed to requirements, which they are, displays his total lack of understanding and care about our community.The current administration has lost its sense of fairness towards already settled existing neighbors in favor of newcomers\u2019 ambitions.Examples of this can currently be examined on Sunnyside, Summit Circle and Summit Crescent, in addition to two cases on Edgehill.These situations exhibit homes that while now likely meeting changes To the editor: In his recent letter entitled \u201cThe Current ystem Works Well\u201d, Mr Mark London, former Chair of the Westmount Architectural and Planning Commission, has clearly demonstrated why the provincial legislators did not want to leave the final permit allocation solely in the hands of the architects of the Planning Advisory Committe@ (PAC).Architecture is nearly as much an art as a science, and thus subject to personal tastes and can vary significantly from one architect or PAC to another.We got proof of this during our recent court case involving 27 Bellevue, where our PAC, without even a formal impact study, ordered 3 smaller houses to transfer variable portions of their respected and much cherished views to a larger Category 1 house wishing to raise its roof so it might gain additional bedroom space with a fabulous view.In fact we had an expensive front-row seat in the courtroom as our own expert architects, Beaupre and Michaud, who wrote the bible on Westmount houses, vigorously rejected that decision based on the city bylaws and guidelines.While we all admire the technical abilities and acknowledge the essential role in the process, the legislators clearly recognized that architects are neither trained nor experts in all the legal complexities and issues that involve citizens\u2019 rights and that can go well beyond assessing disproportion and frequently obstructing views and infringing on intimacy of existing neighbors.This is what we mean when we talk about the \u201cwinner takes all\u201d philosophy currently in vogue at City Hall.This process is being fed by.some architects and their clients.These architects are actively involved in co-opting city staff who in turn pacify our elected officials who have now lost their sense of direction.To the point where in the case of 27 Bellevue, Judge Mongeon has had to order the edification of - Boisvert to leave Marianopolis After leading Marianopolis College through more than a decade of significant change, Director General Françoise Boisvert, CND, will step down next June.The announcement was made last week by Board of Governors Chair Mary Liistro Hebert.The search for a replacement begins next month.\u201cSister Boisvert has selflessly and expertly guided the College through a crucial era in its storied 100-year history,\u201d Hebert said.\u201cThe College as a whole is better positioned as it embarks on its second century, in no small part thanks to her hard work and dedication.She will leave Marianopolis a stronger place.\u201d Sister Boisvert joined the Congregation of Notre Dame in 1955.She earned an undergraduate _\u2014 legislation, it is quite revealing to hear Mr London and Mrs Gersovitz, the current Chair of PAC , and Johanne Poirier, Secretary of the PAC and Director of City Planning, all upholding that the permit process be left to them.Even more intriguing is that both Councillor Lutham and Mayor Marks, who sit on both PAC and the Council, appear nostalgic for the prior era and still belittle Council's role to that of rubber stamping and ratifying PAC decisions.While Mr London and his PAC colleagues justify this approach because it saves time, in reality it effectively robs the impacted citizens of a last opportunity to have an accountable body fully balance rights before providing a controversial permit.To suggest that current Westmount councillors, when well informed as is the duty of PAC, do not have the capability to recognize the merits, or more pertinently, the lack thereof, of a building project without resisting to politics is an insult to our Council.To deny Council its rightful obligation to oversee PAC would then result in the exact situation that the Provincial legislators wanted to avoid \u2014 where the whole building permit process could be concentrated into the hands of a small group of individuals on PAC, many of whom could conceivably find themselves there for extended periods.Such a crucial process needs to be, as well as appear to be, particularly transparent and should include maximum time frames so as to avoid sclerosis.To suggest that the current system docs not require urgent changes, which by the way the city has already started to very discreetly implement, reminds us that the biggest obstacle to progess is satisfaction.Mireille Raymond and J.\u2018Keyserlingk, Sunnyside Avenue \u2014_\u2014 a temporary wood structure to evaluate the impact that raising the roof would have on obstructing neighbors\u2019 views.We applaude the initiative of Judge Mongeon.But why didn\u2019t the City itself assume its responsibility and require these studies and simulations obviously called for by common sense when this case was first before it, long before the courts were called to the rescue?The current building permit approval process must be reformed to include proper impact studies on views and intimacy of neighbors.The Mayor has embarked on a degree from the University of Montreal in 1965.She went on to receive a Bachelor's in Education from that university as well as a Master's in Educational Psychology from the University of Ottawa in 1977.For 23 years, she worked at Villa Maria High School, first as a teacher and then as the Principal.In 1981, she became Registrar of Marianopolis.She served as Marianopolis\u2019 Academic Dean from 1988 to 1996, when she became Director General.During her tenure, the College grew by about 300 students and added new programs, including an Arts and Sciences program.In August 2007, the College moved from Cote des Neiges to 4873 Westmount Ave.\u2014 described as a tremendous endeavour, which Sister Boisvert oversaw.mission to calm concerned citizens as if everything was just fine.Well, all is not fine.Furthermore, contrary to what Mayor Marks had said, this does not, must not, equate to greater politicization of the process.It does however mean greater transparency, rigor, governance, fairness and consideration for all parties involved.We suggest existing neighbors should rank high in City Hall\u2019s preoccupations.Considering the examples cited above, we suggest that all yet
