election campaign was manifesting itself during a Westmount-Ville Marie meet- the-candidates event at a packed Victoria Hall on Monday evening.Even so, those moments ended up being relatively few.Moderated by Kensington Avenue resident Victor Drury, the debate was co- organized by The Examiner and the Westmount Municipal Association.Although invited, two of the seven candidates\u2014Serge Lachapelle of the Marxist- Leninist Party and Bill Sloan of the Communist Party\u2014 did not attend.NDP candidate Eric Steedman wasted no time in his opening remarks to lash out at two of his opponents.Alluding to Conservative candidate Louise O\u2019Sullivan\u2019s involvement last year, when she was a Ville Maric borough councillor, in a dispute involving local merchants and a street musician known as the Spoon Man, Steedman said, \u201c1 really feel that sort of attitude is not what we would want from a representative of our riding.\u201d Steedman then took a swipe at incumbent Liberal Lucienne Robillard: \u201cMrs.Robillard was Treasury Board President at a time when much of the sponsorship scandal was taking place, helping to pack the pockets of those who are already visually impaired pedestrians would annoy neighbours > Martin C.Barry espite pleas from a senior citizens\u2019 advocate that auditory crosswalk signals are needed at a busy intersection near the Manoir Westmount retirement residence, Westmount city council has no immediate plans to implement them.Lansdowne Avenue resident Jim Griffin, a past-president of Manoir Westmount, raised the issue during question period at city council\u2019s monthly public meeting last week.\u201cIt\u2019s ne in other municipalities; it's done extensively in Halifax,\u201d Griffin told The Examiner.According to Griffin, at least two residents of the Manoir who are blind would be able to make good use of auditory crosswalk signals at the corner of Lansdowne Avenue and Sherbrooke Street.If implemented, they would signal with a series of tones when it is safe to cross the intersection.\u201cI had lunch with two of the residents who have no sight at all and that was their main concern\u2014that they have that freedom of crossing the street,\u201d said Griffin.\u201cThe issue's been raised before and council hasn't been horribly sympathetic.They looked at it, but they were afraid of annoying Clockwise the crosswalk signals were implemented at one corner, it might be necessary to install them at others.\u201cWhoever is walking comes to the next corner and the next and the same issuc occurs,\u201d she said.\u201cOn the corner of Lansdowne and Sherbrooke, it\u2019s a fairly dense residential area and these auditory signals will repeat on a frequent basis,\u201d she added.\u201cIn places where they have had them elsewhere, it has been a problem for residents, because it goes on all the time.\u201d Director General Bruce St.Louis said Westmount previously looked into the situation.\u201cWe've actually had some demonstrations of the units that are typically used,\u201d he said.\u201cThe way these audible signals work is that they're self-adjusting in terms of the level of noise \u2026 so they are generally about seven decibels louder than the ambient noise well led,\u201d he said.\u201c1 think it has tended towards some more right-wing and even more libertarian economic policies.It has had, it has now been revealed, difficult problems internally in terms of being democratic within its own structure.And it\u2019s certainly my hope that the Green Party does have a positive future.| don't think 1t does under its present construct.\u201d Reading from a press release from the Sierra Club of Canada that ranked her party highest for its environmental platform, the Greens\u2019 Julie Sabourin said, \u201cThe Green Party really improved its platform since the 2004 election with a greater sophistication in its policy recommendations.For the first time, it has the strongest set of recommendations for environment and sustainability.\u201d During a 90-minute public question period.Somerville Avenue resident Mathew Cope asked the candidates what they had done in the last six months for the riding and what they would do in the next six.The Bloc Quebecois\u2019 Sophie Frechette, a University student, replied, \u201cI was in school .I've been living in the riding, I've been conversing with everybody.\u201d Paraphrasing her party\u2019s stance on Quebec, Frechette added, \u201cthe important thing is to defend Westmount-Ville Marie in Ottawa.\u201d O'Sullivan, with four years of experience as a councillor in Ville Marie, had no difficulty giving an account of her contributions to the community.\u201cI could not intervene in Westmount, as you all know, but I did intervene where it was my responsibility,\u201d she said.\u201cI'm still very active .| wasn't in it for a chauffeur or a title.I was there to serve the people Judith Berlyn asked Steedman, O'Sullivan and Robillard whether they would urge the government of Canada to hold an international conference on the measures necessary to achieve a nuclear weapons-free zone and work to make Canada officially nuclear weapons-free in the United Nations.\u201cYes.I do support those initiatives,\u201d replied Steedman.\u201cI think Canada should be a nuclear-free zone.I think it\u2019s appalling at times when American warships have visited and we subsequently found out that there have been nuclear weapons on Canadian soil.We need to lead by example on this issue.\u201d O'Sullivan said, \u201cWhen you go to the table you have to have an informed position .1 will ask.What the position of the party will be will have to be decided by caucus and by our leader.But to ask, I will ask.So the answer 1s yes.\u201d Robillard replied that if re-elected she would be ready to propose Berlyn\u2019s idea to à Liberal government.\u201cWe should be sure that we have first an international treaty that we are able to enforce,\u201d she said.\u201cI think that an international conference could help « lot in that.\u201d Desiree McGraw of Melrose Avenue in NDG asked the candidates to state their personal position on the Kyoto environmental accord, the United States\u2019 proposed missile defence system, and on Iraq.O\u2019Sullivan said, \u201cYou know, when you don\u2019t meet objectives .and you've got unrealistic benchmarks, | think that\u2019s a joke.| believe in clean water, | believe in clean air, | believe in spending money the right way.\u201d there's one actual ly in place in Montreal or anywhere else for that matter,\u201d said St.Louis.\u201cSo we'll go back and see if there has been any further developments on that or any other technological enhancement that could help us resolve this problem.\u201d to know O'Sullivan\u2019s position on global warming, adding \u201cyou've not answered the question,\u201d O'Sullivan, echoing her party's position, replied, \u201cNo, 1 did answer your question.We are not going to follow Kyoto; we will sit down with the provinces and make our own plan.\u201d On Iraq, she said, \u201cMr.Harper has said we are not going to Iraq, so we are not going to Iraq.\u201d Pointing out the differences in the Liberals\u201d and the Conservatives™ points of view on those issues, Robillard responded, \u201cFor us the plan for achieving Kyoto targets is nota joke .Global warming is a global issue, so we need to have international collabora tion.I think your plan looks like à plan for Alberta or United States.\u201d Robillard acknowledged that the Liberal government decided not to participate in the US\u2019s plan for ballistic missile defence.\u201cWe all know how it can Examiner Thursday, January 19,2006 5 Decision dilemma as Charest\u2019s travesty hits a critical moment eration reaches a new critical stage this weekend.Tomorrow (Friday) morning, the megaci- ty schedules a meeting with Karin Marks and the other demerging mayors.They will be given a preview of the new Montreal budget gait affects island-wide services, with only the Qu to study the figures before public hearings begin next week.Gérald Tremblay hopes to have the document adopted next Thursday.The budget formalizes the great dilemma that we face in this undemocratic creation of the government.Once set, it will determine the agglomeration tax to pay for shared services like public transit and the police and a host of non-local projects that Premier Charest's cabinet decided we should also subsidize, including TOHU (the circus showplace in St.Michel), Angrignon Park and urban renewal in the Sud-Ouest borough.If we allow it to go unchallenged.then are we accepting the whole, shockingly undemocratic notion of the agglomeration council?Are we endorsing the idea of all local power to one man, the mega-mayor?Should he have such power when we are excluded from voting for him?Besides, in the present case, even those who did vote for him comprise less than the 35 per cent threshold imposed on demerging municipalities! It looks like a no-win situation.If we accept the Tremblay plan, will be be accepting all the inefficiencies that we know are part of the Montreal system?If we reject his budget, will we be at fault for not trying to make work what we believe to be unworkable?Conceivably, just one of the reconstituted mayors could delay the processes by appealing to Municipal Affairs Minister T: travesty of democracy that is the agglom- Normandeau.That might be futile, as so far she has has shown a commitment to slavishly following Montreal's wishes and 1s unlikely to change now.Normandeau would have a month make a ruling.The minister has been excessively slow in making Montreal decisions since being appointed last February, While waiting for her, the megacity would not be able to send out its tax bills and would have to borrow money to pay for its own expenses, which would, in turn, increase with the cost of the bank loans.You can be sure that Tremblay's publicity machine would make mountains of it, blaming the demergers.The French media would jump on the situation, and even The Gazette might tut-tut.As Normandeau took her time, the bureaucrats in Quebec City who advocated the forced merger would gloat over the divisiveness of the small city mayors.Dare the mayors object?Can they live with not doing so?Much sleep could be lost while pondering the alternatives! To the editor: 1 read with much interest Martin Barry\u2019s article \u201cRobillard launches campaign with an eye on the Bloc\u201d (Examiner, Dec.15).It is indeed very sad that the MP for Westmount, Mme Robillard, is running her campaign trying to scare the voters by saying that unless they vote for her, the Bloc will win.Mme Robillard was parachuted into our riding as the saviour of Quebec back in 1995, at the time of the last referendum.The Westmount MP at the time was asked to step down, and was appointed Ambassador to Israel so that Mme Robillard could run in a safe riding.We all know how inefficiently she managed that task.We almost lost Quebec! In the subsequent years, we witnessed a regression of the separatist forces.Internal disagreements, bickering etc., with the result that the separatist forces seemed destined to oblivion\u2014until the truth came to hound us: the revelation of the Auditor General, and the subsequent Gomery Commission.The Liberal party is responsible for the resurgence of the separatist movement in Quebec.All the revelations that came out, all the dirty money, and the dishonest behaviour, has provided the Bloc and the Pequiste all kinds of opportunities to exploit.The Canadian people are disenchanted with the Liberal government, and the separatists have plenty of reasons to regroup and resurface stronger than before.What amazes me the most is the way in which every Liberal MP has denied having knowledge of what took place.Let\u2019s not forget that Mme Robillard, at the time when all the illegal activities were taking place, was the president of the Treasury Board, and the current prime minister, Mr.Martin, was the vice-president.Both of them denied knowledge of what took place, stating that they were not responsible, and expected to be fully exonerated and excused.Was not the job of the president, and the vice-president, of the Treasury Board to supervise the activities of that department, and how the money was distributed?If they were not aware of what took place, they were negligent, and failed in performing their job.Had they worked in the private sector, they would have lost their jobs forthwith.Now after 10 years, we are in the same, if not a worse predicament than we were in 1995, and this only because of the scandalous and immoral way in which the Liberals have acted.Why should we give Mme Robillard another chance, if she failed us not once, but twice?Furthermore, a Member of Parliament is usually proud to live in the riding.Not so for Mme Robillard.She would rather live as far as possible from her constituents, as she lives in
