plan to sub-contract maintenance of sewer and water systems next year.The Canadian Union of Public Employees.which represents the blue lars, claims the borough will be rivatizing\u201d the water system by making its maintenance the responsibility of a specialized private contractor.Responding to questions from union members who stepped up one after another during question period.Borough Mayor Karin Marks insisted the sewers and water works are not being privatized.Westmount plans only to purchase services through an 2 arrangement known as \u201cdelegated management.\u201d while retaining ownership of the water system infrastructure.A union spokesman suggested the borough is headed in the direction of | treating water as though it were just another commodity for sale.Howard Ransom, a Westmount resident employed as a blacksmith by the Public Works Department, said that with the demerger process the megac- the water works is being fragmented.\u201cPrivatization starts with the maintenance of service,\u201d he said.\u201cAre we going to wind up with an engineering company in order to maintain that service?It\u2019s going to demand longer contracts.\u201d Marks replied that Westmount will be purchasing all its water from the Agglomeration Council, which coordinates important municipal services across the island of Montreal.\u201cIt\u2019s a two-year contract with a possibility of renewal, so this is not placing any long-term obligation on the citizens,\u201d she said.\u201cIt\u2019s not the water that they're going to be furnishing.It\u2019s a maintenance and sub-contracting plan.According to Borough officials, \u201cdelegated management\u201d means the City of Westmount will be entrusting a firm with the regular maintenance of the local water and sewer networks and with the management of emergency situations and major breaks, pipeline inspection, and minor tasks including repairs of breaks and leaks.\u201cThe cities will, of course, remain the owners of their local networks and will remain entirely responsible for them,\u201d they say.\u201cVarious tasks are simply delegated to a private firm, for a limited time and at preset costs, as in public security officers also worked busily.But they weren't responding to a multiple-alarm blaze.The super-sized hoses came in handy as the three departments combined forces to stage their second annual Charity Car Wash and Barbecue.Started last year by the local police detachment for ie benefit of the Special Olympics, all proceeds from this year's event were going to the Montreal Children\u2019s Hospital Foundation.As drivers waited for their cars to be washed.they could enjoy a barbecued hot dog, bottles of spring water and other refreshments.New this year were souvenir pens, coffee cups and caps handed out by the police.Lieut.James McAllister of the Montreal Fire Department\u2019s Station 76 on Stanton Street, said the car wash presented the possibility of making good AS DEMERGER NEARS Don Wedge eturning to writing these commentaries fills me with dread that | may make an inadvertent mistake.It is easy to get some facts wrong.Like several people in the media over the projected 20 per cent tax increase on the West Island.La Presse was first with the story and its page one headline was about the cost of defusion.Morning radio picked it up.and at the end of the day.some television news were still talking demerger.As the body of the La Presse story showed.the big increase is as much or more the result of the merger than the demerger.Louise Harel wanted the unions to sign on so the forced merger law gave them plenty of scope for big pay rises.Those bills have to be paid by evervone.Also expensively.the volunteer fire fighters are being replaced by full- time workers.paid at Montreal rates.Instead of sleeping in their own beds until a fire alarm sounds.the Montreal firemen have to be housed properly while on duty and each fire hall previously manned by volunteers has been getting a million upgrade.Someone must pay.Removing Harel's five per cent cap so that the tax increase comes with a bang was part of Jean-Marc Fournier's devious attempt to muddy the demerger water.So that portion.at least.is chargeable to the Liberals.Liberals\u2019 demerger mess It could be argued that Jean-Marc Fournier created a bigger mess and caused more harm than Louise Harel.At the least the PQ\u2019s merger queen had clear intentions, even though she lacked a viable business plan.Fournier, Jean Charest\u2019s first choice as municipal affairs minister nuanced the demerger almost to death.His 35 percent threshold did kill it in some places, notably Ville Saint-Laurent, where a clear majority voted to demerge vet did not qualify.It has all come home to roost in the Quebec government corridors this month, where they have been avoiding making decisions since last March.That is when Pierre Lortie and the Montreal Transition Committee made very clear recommendations about the agglomeration council to allow all mega city councillors to sit on it- not just 12 nominees of Mayor Tremblay.Evervone knows that the decrees must be issued before the end of this month.The clock is ticking and lots of issues are still being hotly debated.MNAs were descending on Minister Nathalie Normandeau's office this week with sorry tales of woe.Those from the West Island were carrying some very strong words of discontent from their constituents.Local MNA Geoff Kelly was brave enough to face Baie d\u2019Urté citizens on Monday evening.They made it clear that the Liberals had let them down badly.Citizens were very unimpressed with the Liberal plan for the agglomeration council over-loaded in favour of mega-Montreal, and livid with the Liberal proposals for a 20 per cent property tax increase next year On the other hand.MNAs from almost everywhere else.cheered on by the PQ opposition, are responding to mega-mayor Gerald Tremblay\u2019s call to respect the result of the referendum.It is boiling down to Tremblay's political opportunism versus the practical business sense of lLortie\u2019s experienced feam.At the same time, the Quebec bureaucracy is blinkered by their dream of a standardized, one size fits all, Montreal.Last week, reporters on the city\u2019s dailies were dumbfounded when the Transition Committee refused to comment on the leaks concerning the agglomeration council and the tax increases.Last year, we had Fournier personally phoning chairman Lortie to kill the committee plans for public hearings.This summer, it was the premier himself demanding that nothing be made public about the proposals.It is an indication of the Charest's wariness over demergers and of the heat generated in cleaning out Fournier's infernal scheme.Marks meets Charest Karin Marks's insistence in wanting to put the demerger case to the Quebec premier finally paid off last month.They met in Jean Charest's downtown Montreal office last month following repeated attempts on her part to personally brief him on the problems arising from the reconstitution process.Af last week's meeting, the mayor told council that among subjects discussed were high-profile issues of the make-up of the councils of the agglomeration and the Communauté Métropolitaine de Montréal (CMM).She also raised several financial issues, including the need for the reconstituted cities to receive à proportional share of infrastructure funding.\u201cIt shouldn't all go directly to Montreal,\u201d she said.Marks also tackled Charest on his government's removal of the five per cent cap on (ax increases.This is a reason behind the projected rise of 20 per cent next year for select municipalities in the West Island (Westmount would be seven per cent).Her account was part of the full reporting on regional issues Westmount mayors give to citizens at the monthly council meeting.M is à good custom not repeated in many other city halls.It should be made mandatory.Mayors usually like to keep to themselves the task of representing their municipality regionally.In return.they should be required to report to their citizens on the results.All recent implication that municipalities exist for mayors, not the other way round.The old idea of a Conference of Suburban Mayors is surely obsolete.It should be replaced by a Conference of Suburban Cities.The Voice of Westmount Nicole Genest was one of the people who made Westmount a great place to live and work.For 15 years she was the voice you heard when calling 989- 5200\u2014the City receptionist.Callers never got a bureaucratic run-around when calling city hall.Nicole knew the who and what of council activities.It was a rare questioner that she couldn\u2019t quickly connect to a fellow staffer with the answer.With the megacity came a bureaucratic plan to have an \u201caccess\u201d office for citizens to find answers to their problems.It was hardly necessary in Westmount.If Nicole didn't know the answer, then she soon found someone who did.Nicole took sick leave at the end of May last year, just before the referendum vote she had been looking forward to being part of.She had cancer, and the first treatment was successful \u2014but it returned.However, she was well enough to attend the annual pre-summer staff barbecue this June and was looking forward to seeing her friends and colleagues again at the end-of- summer event last Friday.Tragically.the cancer had progressed and she died that day in Montreal General Hospital.Nicole Genest was 56 and left a husband, Michel, and two sons.She had lived for most of her life in Lachine, where the funeral took place on Tuesday, attended by Mayor Marks, Borough Councillor John de Castell, Director General Bruce
