In what other \u2018village\u2019 in Canada can you ind such a variety of ethnic back- rounds, occupations, incomes and Interests?While the home language of almost 90 per cent of the population is either English or French, there are also 22 other world languages represented here.Where else can you meet people from all over the world without ever leaving home?It is an endless fascination for me.Our \u2018village\u2019 breeds a sense of community not easy to find in larger, more impersonal communities.During the time my children were in school I was involved first in Home # o* ES AR ; Municipal Association.| attended council meetings with my husband, Herb, in the days when the most pressing issues seemed to be \u2018picking up\u2019 after dogs and the traffic on Cote St.Antoine Road (later closed at its eastern extremity).At one point I met Sally Aitken, who invited me to a meeting early in 1991 to discuss Westmount\u2019s involvement in the Healthy City Project, part of a worldwide movement under the umbrella of the World Health Organization and known in Quebec as Villes et Villages en Santé.At that meeting Sally outlined a number of projects that needed researching in Westmount, one of which was to establish a local directory of facilities available to the disabled.No one volunteered to take on any of the projects and I made the mistake of speaking to Sally after the meeting, saying that putting together the directory would be easy.She then asked me \u201chow about you doing it?\u201d My plan involved contacting Dawson College in the hopes of using students to do the detailed work as a \u2018stage\u2019 and, by following criteria which I would establish, visit public buildings, stores and restaurants to determine which could be listed.I also needed a teacher from Dawson to oversee their work, after which I would put together the finished product.What 1 hadn\u2019t counted on was that the students\u2019 knowledge of Westmount was how to get from the metro station to the old Selby Street campus and the REALTOR advised.\u201d A cleanup team from Onyx Industries\u2014an environmental contractor which specializes in the removal of hazardous waste\u2014arrived last Friday.\u201cThey picked up all the barrels, they sealed them\u2014because many of them were opened-\u2014and numbered them all,\u201d said Fretz, who was on the scene.According to Fretz, an environmental department employee estimated the cost to dispose of the containers at $2,500 each if they have PCBs in them, and $500 each if the contents are only hydrocarbon oil.In addition, he added, a representative of the Corporation d'Hébergement du Québec, which now owns the Glen Yards after it acquired the site on behalf of the MUHC some years back, said two tons of soil would have to be removed.Since Quebec environmental law stipulates that current owners are held responsible for paying the cost of cleaning up a contaminated property regardless of whether they polluted it or not.Fretz said, \u201cyou and I as taxpayers are going to pay for this,\u201d because the Glen Yards site now belongs to the provincial government.While acknowledging that a railway yard which was in use for atound a cen- fury is bound to be thoroughly contaminated, Fretz remains convinced, without naming anyone, that somebody took advantage of the situation to dump contaminants.\u201cWhoever dumped this stuff was thinking \u2018this area is contaminated, it\u2019s going to be decontaminated, I can save myself fifty to a hundred thousand by just dumping these barrels,\u201d he said.Although Canadian Pacific no longer owns the Glen Yards, Michel Spénard, a spokesman for CP's Montreal office, said the company still leases a small portion of the site to carry on some operations for the Agence Métropolitaine de Transport\u2019s commuter rail service.Spénard made it clear that CP had nothing to do with the dumped barrels.\u201cOf course we wouldn't do that,\u201d he said.\u201cWe're a lot more responsible than to dump barrels of oil.\u201d Barbara Moore teacher-supervisor\u2019s idea of his role was to have the students bring the finished product to his office.I immedi: ately became more involved than I had ever intended and have been involved with Westmount\u2019s Healthy City project ever since.For two short years, until our forced merger into \u201cla grande ville\u201d, I was also a Westmount city councillor for Ward 4 and commissioner of Protective Services.These responsibilities gave me an opportunity to see firsthand the workings of this small city of 20,000\u2014my \u2018village.\u2019 I saw the interest the city employees took in their work and the responsible way in which the tax dollars were being spent.When a city is as small as Westmount was, it is much easier for citizens to communicate with their elected representatives and with the city departments that serve them.The attitude was always how best to meet the needs of the people here, not how to push everyone into a \u2018norm\u2019 aimed at 1.8 million people but which, in actual fact, hardly meets the needs of anyone.I support demerger so that once again anti-Bush position on the war with Iraq.Alfonso Gagliano would still be in Copenhagen and we would have been spared the wit and wisdom of Myriam Bedard.Had Chrétien stayed, the Liberals would be well on their way to a fourth consecutive landslide majority.But Martin is a different kettle of fish.Instead of circling the wagons, he has set his sights on the Chrétien wing I t's far from over.Already furious of the party.The man is the prime minister.He\u2019s got the gig, yet he still keeps fighting the battle he has already won.Martin has been touted as a man of ideas.True enough.Too bad most of those ideas have consisted primarily of an endless series of ploys and stratagems devoted to undermining Chrétien at every turn and ousting him as party leader.Martin's impressive backroom machinations were ruthless and thorough, yet it still took him a nearly a decade to turn most of the Liberal Party and the majority of Canadians against Chrétien.Martin insists he\u2019s very mad at what has happened.He\u2019s mad all right.Mad that he has been denied an easy landslide.Privately, he lays the blame at the feet of the former prime minister.Pundits have often remarked on the rivalry between the two men, but this goes way beyond political rivalry.This is an epic hatred so deep-seated that the two men could not bring themselves to so much as nod at one another at the Ottawa funeral of long-serv- ing Liberal stalwart Mitchell Sharp.Chrétien never thought much of Stephen Harper in the past.But you can bet a Shawiningan water fountain that he\u2019ll be quietly rooting for the Conservative leader during the inevitable TV debate that will be part of the upcoming election campaign.If Martin starts to crow about how well he balanced the budget, Harper will undoubtedly ask him if that balancing act included the $500 million Liberal \u2018national unity\u2019 slush fund.While Martin will sputter and stutter about his many inquiries, Harper might loosen up and whip out his Brian Mulroney impression that is supposed to be impeccably accurate.Just like Mulroney pointed a finger at John Turner and said, \u201cYou had a choice, sir\u201d during the Mulroney- Turner debate, Harper might use precisely the same line on Martin.Not only would it prove devastatingly effective, but it might finally demonstrate that Harper does indeed have a sense of humor.And a sharp one at that.Harper is a generation younger than Paul Martin and despite Liberal attacks to the contrary, the new Conservative Party is more youthful and ethnically diverse than are the Liberals.While there are many differences between Stephen Harper and Paul Martin, there is one profound one that might make all the difference.Harper has succeeded in uniting the Conservative Party.Martin has spent the But his words on the megacity are as phony as a used car dealer putting chrome hubs on an old banger.Tremblay-style home-rule is a shallow myth, as he has twice demonstrated already.First, St.Leonard councillors voted themselves major salary increases.They were quickly asked to back off until downtown could devise a policy for everyone.So much for autonomy in the boroughs.Then Mount Royal decided it would use a little of its pre-annexation surplus to fund the local demerger efforts.This time the megacity brought out its heavy artillery and ordered the borough's staff not to pay.So much for the touted local control over managing money and employees! \u201cThe ink\u2019s not dry on the decentralization law and Tremblay is overruling local control,\u201d pointed out Kell Warshaw of DémocraCité.Meantime, the mega-mayor must be growing desperate.More than $2 million of taxpayer's funds are set aside to promote \u201cthe new city.\u201d An example is the dull advertisements about the megacity charter in local papers this week (including the Examiner).To avoid being classed as political statements the advertisements have diminished salesmanship.They read like the work of lawyers, not pitch men.Their cool talk of guaranteed autonomy has already been shown to be false.Model T boroughs can be autonomous, but only when the megacity controls the brakes! Chagnon should help Charest explain Jacques Chagnon\u2014ruefully and in his laid-back, polite way\u2014said on TV last month: politicians are not regarded very highly these days.So true.Our MNA was speaking as Minister of Public Security, but it also applies somewhat to his role as our Quebec City representative.The preeminent local issue is undoing the forced mergers.Jean Charest owes us an explanation of how he went from promising to undo them to supporting the megacity Regretfully, he probably no longer cares that politicians are \u201cnot highly regarded.\u201d But Chagnon, as he was part of the process, might try to explain instead.He makes notable efforts to account to constituents through his personal articles in this newspaper.We should be grateful that despite his ministerial duties, Chagnon perseveres with his columns.They contrast so clearly with the mostly machine output from his federal colleague.Claccia gets it wrong?The mega-mayor has a supporter on Beaconsfield borough council and now John Ciaccia has come out of retirement to \u201chelp.\u201d His initial effort at invoking the outdated language issue may be dubious help.It conflicted with a poll of Gatineau for Radio Canada and the daily Le Droit.This showed that citizens of four of the six former cities that make up \u201cmega\u201d Gatineau want out, including Hull, which is hardly an anglo fortress! Fateful month for referendums The fate of the referendum in some boroughs could be determined by the end of the month when the mega- city\u2019s electoral list will have been corrected\u2014or not\u2014by the boroughs\u2019 revision staffs.In some places, the \u2018dead\u2019 names\u2014 absent people who are listed inaccurately and therefore regarded as pro- megacity even if they do not vote\u2014 could decide the future of their former city.The list of residential voters is based on Medicare registers, which are habitually only updated every four years, when a card is renewed.It especially applies to itinerant tenants.Westmount houses many of them, particularly students, in its 99 apartment buildings.(Dorval is another borough affected, with about 40 per cent of its population living in apartments, most of them completely uninvolved in their locality.) Unlikely to vote, they will automatically inflate the count in favour of the megacity.These are people who are difficult to reach and a great challenge to the < volunteers working to make sure that the 35 per cent referendum threshold = is met.While the megacity sits on the basic list for four weeks, the revisors g have only one week from April 13 to !
