estmount\u2019s first fire chief since the amalgamation of its pre-merger fire department with the City of Montreal's protective service has retired after just a year and nine months on the job in this district.Georges Aumais, who was named chief of Division 17 of Montreal's fire department (which includes Westmount and parts of Montreal) following the retirement of James Adams in late 2001, had e of the shortest terms by anyone who ever ved as chief of fire protection for Westmount.Altogether, Aumais, 50, who began his career with the Montreal fire department in 1974, had 29 years of service as a firefighter.He said he decided to retire because of the impact pressure from the job was having on his overall well-being.He added that he was also not entirely pleased with the way the megacity\u2019s post-merger fire department operates.\u201cNot that I didn\u2019t like my job\u2014just that I'm torn apart taking that kind of decision\u2014but I had to put the family aside,\u201d he said.\u201cAnd it was also taking its toll on my health.I took that decision based on these facts because I was putting in over 60, 70, sometimes 80 hours a week.\u201d Even though he received support from Westmount Borough Director Bruce St.Louis and other members of the borough\u2019s staff, for which he said he was grateful, Aumais added that it ended up not being enough.\u201cThere comes a time when you can\u2019t do a job for two men,\u201d he said.\u201cAnd I was doing it for three or four.It was taking a toll on my family and my health.\u201d One of guidelines given division a crucial role recently in two separate incidents involving a burglary suspect and a possible heart attack victim.While patrolling the street on Aug.24 at 10:50 p.m., PSO Steve Payne heard the sound of breaking glass.As he continued south along the street, he observed a man walking up the entrance stairs of 1335 Greene.Payne noticed that the door to the store had been smashed open and the burglar alarm was sounding.At this point, the suspect started to run along Greene\u2019s west side into a nearby parking lot.Payne drove into a lane where he saw him fleeing through an adjoining lane which connected to Sherbrooke Street.After notifying Montreal police by io that he was in pursuit of a break- wad-entry-in-progress suspect, Payne checked behind parked cars on Sherbrooke, where he found the suspect hiding behind a Honda Civic.Despite Payne\u2019s warnings to him not to run, the suspect fled back towards the Greene Avenue parking lot, where he discarded a dark-coloured backpack.Payne handcuffed the suspect until the arrival of police.The PSO\u2019s actions earned the praise of Public Security Director Richard McEnroe, who pointed out he was following in the footsteps his father, George Payne, a well-known police and Public Security officer in Westmount for many years, who passed away recently.Payne was also commended in Westmount\u2019s borough council.\u201cIt seems fitting that we would recognize his recent heroics,\u201d borough councillor John de Castell told council earlier this month.\u201cKudos to our PSO department, and in particular Officer Steve Payne.\u201d In a separate incident on Sept.3, PSO Kyle Walls helped save an 81-year-old man who was experiencing breathing difficulties related to a suspected heart problem.After being flagged down by three of the bank\u2019s employees, who had begun CPR on the man with the assistance of a bank client, Walls took over.The man, who stopped breathing several times, was revived by Walls until Urgences Santé arrived.McEnroe praised the actions not only of the PSO, but also the bank employees who assisted.\u201cThe fact that these bank employees came to the assistance of this man was a great effort on to conceal his dislike of certain aspects of the centralized fire department.\u201cThere were some good things in the former cities like Westmount, and there were good things in Montreal, like having all firefighters working together on different things, (but) I think we didn\u2019t take full advantage of the best of both worlds,\u201d he said.\u201cWe brought the best of Montreal and the worst of Montreal throughout the island,\u201d Aumais added.\u201cIn the former cities that are now boroughs, the citizens were closer to the administration\u2014and 1 think that\u2019s the way to go ahead.My loyalty basically is towards the citizens.1 always said that, and 1 didn\u2019t feel that I gave enough to the citizens.| gave all I could give, but not in the context that | would have liked.\u201d Aumais noted that in former suburbs like Westmount, any citizen with concern or a complaint had only to call their mayor or a councillor and the matter was dealt with quickly.\u201cBut now you are losing yourself in the administration,\u201d he said.In the end, Aumais insisted he couldn\u2019t get the job done because of red tape which stood in the way.\u201clI can\u2019t give an order to get something done because I have to go through so many channels,\u201d he said.\u201cI'd be working on it for months and not see the end of it.In some ways, it pisses me off.And when you add it all up, Association appreciated the opporcu- nity on Sept.10 to present our brief.We want to ensure our points were well communicated.Westmount has been committed from the outset to regaining its autonomy, and we look forward to the democratic process of a referendum to help us achieve our goal.A clear and direct question will ensure an indisputable result, an objective we share.Very directly, local autonomy means legal status, taxation powers, control over hiring and firing of our employees and control over the maximum number of services we had.During the question period following our an agglomeration of undisclosed dimensions.The bottom line is we are paying higher taxes for poorer services to a distant administration, which has the dubious boast to be the largest in North America.Is there any wonder that apathy is rampant amongst voters.How can the outcome of a referendum be indisputable and possess the absolute legitimacy that you and everyone seeks if, as a \u201crestored municipality\u201d, we bear little resemblance to what we were, and have taxation without representation?The absolute and undisputed legitimacy comes from delivering a cle and concise 40353119 Improve lighting to thwart burglars, cops urge Martin C.Barry olice at Station 12 are launching a safety awareness campaign to make some Westmount homeowners more aware of the need for better lighting as a deterrent to burglars.The program, which starts this week under the supervision of Sgt.Alain Sénécal, will involve four police technology students from John Abbott College, who will be going door-to- door distributing a leaflet and providing information to residents in an area bounded by Clarke Avenue, Roslyn Avenue, Côte St.Antoine Road and The Boulevard.Two years ago, according to Sénécal, along certain streets in Westmount, police started to receive a number of complaints about breaking and entering incidents at homes where there were expensive works of art.But while the residents wanted police protection and patrols increased, Sénécal noticed that at half the homes on the affected streets, there was insufficient lighting\u2014or none at all\u2014to deter thieves.While out on patrol, he also observed that, even if burglars were in the vicinity of a home, the police wouldn\u2019t be able to spot them because of the darkness of many properties, combined with the large number of trees.The address numbers in front of houses were also usually switched off, making it difficult for police or emergency personnel to find a specific home quickly.As Sénécal pointed out during a briefing to the students at Station 12 last week, during medical emergencies every second counts.\u201cTwo minutes can make the difference between someone living and someone dying.\u201d he said.\u201cBut imagine a street where there are seven homes in a row which are badly lit, or not lit at all, where even the addresses can\u2019t be seen, and you're looking for an address.\u201d In the time it takes for police or ambulance technicians to stop, get out and check address numbers and finally locate the destination, two minutes will have passed.\u201cNobody will know if anyone's life has been endangered, but it would have been a lot easier had the light been switched on, showing the address,\u201d said Sénécal, who pointed out that it would cost the average homeowner an additional $3 annually to leave the address light switched on, based on an estimate provided by Westmount Hydro.In terms of the interior lighting of homes, he added that many residents are virtually inviting burglars in by illuminating living rooms and their contents, while simultancously leaving the outside of homes shrouded in darkness where burglars can lurk undetected.Sénécal suggested placing more lighting outside, even some distance from the house, and making an effort not to leave a home's contents exposed by unnecessarily bright interior lighting.The four police technology students, David Brodeur, 19, and William Wright, 22, who are both from Pierrefonds, as well as Frank Lombardo, 19, of St.Léonard, and Adam El-Dakak, 19, of Brossard, say they're eager to acquire the experience the awareness campaign will be giving them.\u201cWhat we\u2019ve learned in theory, we'll be getting to apply hands on,\u201d El-Dakak said.WE Deliver YOUR Flyers: Call 484-5610.SATISFACTION! Easy Squeeze!
