Local News City court will move to Montreal West tarting in January 2003, Westmount residents summoned for traffic and bylaw infractions will no longer be appearing before the local municipal court on Stanton Street.Westmount\u2019s courthouse is being merged with those in the boroughs of Lachine, Côte St.Luc-Hampstead:Montreal West and Cote des Neiges-Notre Dame de Grace.As part of an ongoing streamlining of services in the megacity, the centre city's executive committee announced last week that 23 courts that once operated in independent municipalities across the island are being reduced to seven \u2018points of service.Westmounters will now have to go to Montreal West's former town hall, where the new courthouse will be servicing 265,000 inhabitants of the four boroughs.That courthouse will be handling the highest number of cases on the island\u201415.7 per cent.Cote des Neiges city councillor Francine Senécal, the executive committee member who made the announcement, said there would be no layoffs of judges or staff as a result of the changes.She said that closing some courthouses would in fact improve service.Under the new system, a person issued a citation in a borough on the other side of the island will no longer have to go there, but rather will be able to contest it at the nearest municipal point of service.The City is also contemplating the introduction of Internet service for citizens to pay fines or contest charges online.\u201cOur objective was to ensure better service for all Montrealers, and the choice we made is a way to make sure that all Health Centre will exceed the height of an 18- storey highrise apartment block that is currently the area\u2019s tallest building, say MUHC officials.The highest tower in the MUHC'\u2019s proposed Glen Yards campus would rise \u201cjust a shade under 200 feet total height,\u201d Robert Hamilton, chief architect of the $1.2 billion project, revealed at a public meeting in NDG last Wednesday.According to plans unveiled earlier this year, none of the MUHC\u2019s buildings were supposed to exceed eight storeys.But as it came out during the meeting at the Queen Elizabeth Health Complex, the density of each of the MUHC\u2019s institutional storeys will be nearly 16 feet\u2014compared to a conventional building where it is about nine feet.In fact, the highest point on the campus will be as tall as a 22-storey building\u201420 feet more than the Chateau Maisonneuve apartment complex at the corner of Claremont and de Maisonneuve\u2014dwarfing residential houses on surrounding streets and obstructing the view of Mount Royal from the south.Dan Ahmad of Grey Avenue pointed out that an artist\u2019s conception of the completed campus on the cover of a promotional booklet the MUHC has been circulating for months shows buildings less than half as tall as the ones planners were talking about.Michael Goldbloom, former publisher of The Gazette and a Vendome Avenue resident, was among those who expressed reservations about the project\u2019s height and the shadows it would cast.\u201cI'm not an architect and I don\u2019t know what that\u2019s going to look like from Vendome, Marlowe and Grey, but I'm concerned,\u201d Goldbloom said.Jean Dufresne, the megahospital\u2019s chief planning officer, denied that the MUHC is trying to save money by building high.\u201cEverything else being equal, taller buildings are more expensive to build,\u201d he said.Goldbloom asked the MUHC'\u2019s planners how they would feel living in the shadow of the project.Referring to studies done for the MUHC, Hamilton replied, \u201cWhen the shadows are cast and are longest in the morning and in the late day, they don\u2019t go so much over residential areas.\u201d He said he found the results of the studies to be \u201cquite satisfactory.\u201d Westmount borough president Karin Marks, who was present at the meeting with several other Westmounters, said a consensus seems to be building among residents on all sides of the Glen Yards site.\u201cThis enormous project is close to fairly fragile and low-rise residential neighbourhoods, and people are not willing to have their entire quality of life sacrificed,\u201d she said.\u201cWe all feel there needs to be some look at the fact that this project is coming into a neighbourhood that has existed for over 100 years.\u201d While the MUHC\u2019s planners appear to be using the nearby Chateau Maisonneuve as a reference point for height, Marks pointed out that the highrise was built in the 1960s, when most of us look back and feel there were some serious mistakes made\u2014and it\u2019s one of them,\u201d she said.After Chateau Maisonneuve was built, Marks said, Westmount changed its zoning regulations so that no other buildings of that height could ever be constructed again.Three storeys is now the maximum height in the area.\u201cFor (the MUHC) to say we're taking that as our reference point is really inappropriate because it\u2019s not a reference point that any of us use in our current zoning,\u201d said Marks.\u201cIt is true NDG is zoned higher than Westmount in that area\u2014certainly not as high as the hospital is planning\u2014 but the Westmount part is zoned three storeys.\u201d A Westmount resident who contacted The Examiner but did not want to be identified, expressed concerns about some of the other details of the MUHC project, including safety in pedestrian tunnels that would connect the megahospital to nearby streets.TOOTH WHITENING CENTER \u201cWe all know it\u2019s a little dangerous to use the tunnel connecting Alexis Nihon Plaza to Westmount Square,\u201d she said.*\u201cSince my son was a child, I used to say to him \u2018if you want to go to Alexis Nihon, go there\u2014but stay out of that bloody tunnel because that\u2019s where there are problems.\u2019 She was also concerned about the MUHC\u2019s underground parking facilities, which would contain thousands of cars and the subsequent problems supervising them, difficulties evacuating a hospital the size of the MUHC campus, as well as emergency helicopter flights in and out of the site.\u201cAny kind of a fire, that\u2019s another serious kind of a problem, never mind getting these cars in or out,\u201d she said.\u201cFor any kind of emergency, whatever it might be that you have to evacuate that hospital site, it cannot be done very easily.It can\u2019t.\u201d She also suggested that a building boom surrounding the MUHC site could cause a corresponding find it impossible to believe such a statement promising noble intentions to decrease and perhaps prevent the effects of poverty?The answer is that the greatest concentration of people living in poverty in Quebec lives on the Island of Montreal.Statistical profiles show serious deficiencies in the material well-being of many Montreal families.Six years ago, 34 per cent of families were sin- gle-parent families.Almost half of all Quebecers subsisting on social assistance live on the Island of Montreal.Families in Montreal have another problem unique to the region\u2014a lack of housing! As a result of the housing shortage, statistics indicate that in the last six years an ever-increasing proportion of household income has been going to pay the rent! If a mother on social assistance pays a third to a half of her income to pay the rent not much is left to clothe and feed the children.Do not forget that we all live in Quebec and Quebec has winter! We all have to heat our living spaces.With heating bills starting in earnest in November, many families go to food banks to survive the long hard months of winter.Student attendance at school and community-sponsored breakfast and lunch programs is greatest from December to the end of April.The inadequate income from welfare or low-paying jobs cannot cover the housing, heating and nutritional needs of a family in this city.Malnutrition becomes a fact and at least one child in five on the Island is malnourished.The school boards have reported these needs through the School Council of the Island of Montreal for the last 20 years.The government has responded recently by giving subsidies to nutrition programs in the areas of extreme poverty.The government has also responded to the needs of poor families by doubling the school tax rate on the Island.So the poorest families may be receiving some help with the children\u2019s breakfast or lunch program, but they are paying higher and higher rents for often inadequate housing every year.This is a classic case of political blindness and the contradictory application of policies will continue to cause tremendous harm to children growing up in families living in poverty.Premier Landry and his government should name the Island of Montreal as a special zone of concentrated poverty and they should initiate emergency measures to immediately alleviate the malnutrition and social alienation of thousands of Montreal children.Joan Rothman is Commissioner for Ward 8 of the English Montreal School Board.Students will determine Quebec's future Jacques Chagnon ver the past few days, O:ioivs a research initiative requested by the Official Opposition, the National Assembly's Education Commission has been meeting to study the fluctuations in the number of students in the education system.Why would we choose such a subject?Precisely because we fear a significant decrease in the number of students in all regions of Quebec from now until 2014-2015.The demographic decline will have important effects on school services at all levels - elementary, secondary, college and university.Outside the major centres, the impact of the decrease in the number of students will be accentuated by one-way migration towards the urban areas, and particularly towards Montreal.In short, Quebec\u2019s population, like that of anywhere else, gravitates towards the areas that are the most economically robust.This will have major consequences for the Gaspé, the Lower North Shore and Abitibi, regions which we project could lose up to 30 per cent of their school-age How's the market?Who said what?population over the next 12 years or so.Other areas, such as the Mauricie or the Lower St.Lawrence, will lose close to 20 per cent of their enrollment.The only regions that will see gains are Montreal, where the number of students will jump by four per cent, the Laurentians, which will show an increase of 10 per cent and the Montérégie, where enrollment will rise just over two per cent.We can thus anticipate that these fluctuations will have an impact on both the number of schools and on teaching methods.For example, to save rural schools, we will need to look at models such as multi-grade classrooms, where children from the first to the fourth grades would be together.In addition, we can easily imagine longer bus rides for children in elementary school and even longer ones for those in high school.Several groups came to plead in favour of regionalizing immigration as a demographic solution.This is just wishful thinking.Immigrants will always be seduced by the urban centres where they have a better chance of finding work.Moreover, they will continue to prefer living in an area where they can be close to other members of their own community.There are, nonetheless, some new choices available.For example, I think we should count on internation- Keep up with the weekly discussions at David and Diana Nicholson's Wednesday Night Salons & www, Wednesday-Night.com al students to solve part of the problem.We need to deregulate tuition fees for foreign students and allow them to work off campus.In addition, financial aid should be provided for those who are at the master\u2019s and doctoral levels.And we must allow colleges and universities to hold on to all the revenues from tuition fees.It is in our best interest to do so.We need to ensure that the number of students at the master\u2019s and doctoral levels increases in order to meet the levels of education that we find in OECD member countries.The development of teaching and research over the course of graduate studies contribute to the economic prosperity of regions where they are concentrated.In any case, close to 80 per cent of new jobs require college or university diplomas.This parliamentary commission, which by the way was very well- attended, will, through its recommendations, assist our education system in getting through this zone of demographic turbulence.It\u2019s a shame that not one MNA from Mario Dumont\u2019s party was sufficiently interested in this question; no one from the ADQ came to take part in this Commission, which is vital for the future of the province.Jacques Chagnon is the Liberal MNA for Westmount-St.Louis.Want to advertise in our monthly real estate section?Call 484-5610 to find out how.z abeg - ne AE ne Ste AE RSIS Scrat of BEALE Elf + der RE Et WETS RY #4 REN aR WN a, a § > jo @ Open House: McGill lecture celebrates Dudek he late Louis Dudek\u2014poet, essayist, teacher, publisher, and Westmount resident\u2014will be the subject of this years MacLennan Lecture at McGill University, given by Dudek biographer and fellow Westmounter Susan Stromberg-Stein.\u201cI've spent the last few weeks listening back to the hours of interviews I did with Dudek,\u201d says Stein, whose 1983 biography of the poet was researched during her Masters in English at McGill.\u201cI'm struck, as I was when I first spoke with him, by the range and depth of his learning and the scope of vis ideas:\u201d Louis Dudek was born in Montreal in 1918, and graduated with a BA from McGill in 1940.The next year, he moved to New York City, where he completed a PhD at Columbia and immersed himself in the modernist poetry of Hart Crane, William Carlos Williams and Ezra Pound, with whom he began a lengthy correspondence.In 1945, Dudek returned to Canada and began teaching at McGill, where he remained for the rest of his career.Once back in Montreal, Dudek began in earnest the work that would eventually cement his reputation, founding several literary magazines and small presses which published his own poetry, along with that of other young experimental poets.Through his writing and his publishing, Dudek helped to form a truly modern canon of Canadian writing.In 1956, he founded the McGill Poetry Series, which published Leonard Cohen\u2019s \u2018Let Us Compare Mythologies.\u201d Dudek\u2019s own work included a number of influential long-form poems, modeled on Ezra Pound\u2019s Cantos.Dudek\u2019s accomplishments were formally recognized when he was inducted into the Order of Canada in 1984.His commitment to teaching, writing, and expanding opportunities for young Canadian poets continued until his death in March of 2001.Stromberg-Stein says that her lecture, which is entitled, \u201cThe Essence of Louis Dudek From My Point of View, will \u201chighlight the essence of the man himself as I see him.I'll concentrate on the changes in his work over his career;
