city.Among the changes proposed for the boroughs are greater powers in zoning and urban planning, an increase in the number of councillors on some of the borough councils, as well as a modification to will succeed in reversing Bill 170 through its court case, which begins May 22\u2014he said the committee's recommendations are a sham.\u201cIn my view, they've actually raised more questions than they've answered,\u201d said Trent.\u201cThe arrondissements essentially have no power, so all they're really doing is giving more political responsibility of having no power.This whole thing is obviously a joke, because what\u2019s the point of increasing the number of councillors when there's no local power at all?Since they're not giving the arrondissements more power, they're simply allowing more local councillors in places other than Westmount, so it doesn\u2019t change anything.You could make 100 people responsible for local situation, but since they have no power it Association last Thursday evening at the Westmount Lawn Bowling Clubhouse.\u201cI was very pleased with how the evening went,\u201d said Stanley Baker of the WMA, one of the main organizers.\u201cAbout 50 people came out to hear the speakers and ask some very good questions.\u201d Those invited to speak included city councillor Karin Marks, Roland Poirier of Quebec\u2019s Regie de logement, Consuelo Guy of Contactivity Centre, Christian Paquin of CLSC- Métro, Jeanne Randle of the 4300 de Maisonneuve tenants\u2019 association and Ted Wright, coordinator of the Westmount Y's Wednesday legal clinic for tenants.Of the city\u2019s more than 20,000 residents, an estimated 50 per cent are tenants.many of whom are senior citizens.\u201cNever be shy.never feel abused by an owner or a tenant if you're a senior.\u201d Poirier advised early in the evening.According to Poirier.a landlord cannot enter a dwelling without the tenant's full permission.The right to privacy is guaranteed in the Quebec Charter of Rights and Liberties.Poirier suggested that a way of assuring a landlord or janitor never uses a duplicate key to enter an apartment is to seal the key in an envelope before handing it over and then saying, \u201cIf someone comes in my place, | will call the police and have them ask to see the envelope, and if it\u2019s been opened there's a problem.\u201d With a disclaimer stating there are many honest landlords out there, a list for tenants about to sign a lease gave 20 ways of finding out if a landlord is dishonest.Among them: Landlord does not put old rent on lease or raises rent too much between tenants; landlord asks for first and last month's rent.or Key deposit, or damage deposit\u2014sometimes even for a few months or whole year's rent; vou do not get a copy of the rental application form after signing it.Complaints about noise are difficult to prove before the Regie de logement's tribunals.said Poirier.The matter was brought up by a nurse who works nights and has difficulty sleeping during the day due to excessive noise.\u201cIf you come before a commissioner.he will ask, \u2018Can you establish the clear proof of (loud noise)?\u201d You've got to have witnesses\u2014a police report if you can.\u201d But when the police show up, Poirier added.the sources of irritating noise\u2014Ilike loud music\u2014\u2014will often disappear just in time.However, other sources of noise, like air conditioners or thermal pumps, are easier to establish in fact, since they run constantly and can be measured with an instrument like a decibel meter.And then there\u2019s the well-known myth that virtually any degree of noise is allowed in a dwelling as long as it's before 11 p.m.\u201cPeople are always saying you can make noise, have two parties, as long as it\u2019s up to 11 o'clock at night.\u201d said Wright.According to a City of Montreal bylaw similar to those in other municipalities, Wright said any noise that is beyond the day-to-day noise, that goes outside your apartment, can be controlled and disturbs other tenants.is against the law at any time.Besides fielding tenants\u2019 questions, Poirier lamented the fact that the Regie de logement's one office for Montreal Island is woefully understaffed and underfunded, Located in the Olympic Village complex in the city's east end, the office can be difficult for some tenants from Montreal's West End and West Island to access.Up to 7.000 phone calls a day are received at the Regie de logement\u2019s Montreal office, although there are only enough staff to process 1,500 requests.For those with Internet access, it was suggested an easier method of having tenant-related questions answered would be to visit the Regie'\u2019s web site at: www.rdl.gouv.qe.ca.Baker said that the success of this workshop was prompted the WMA to consider holding another, possibly next fall.LOUIS DUDEK CELEBRATED AT POETRY READING Marilynn Vanderstay he standing-room-only crowd packed into the basement of the Double Hook Book Shop on Greene Avenue listened attentively as friends, protegés and relatives of recently-deceased Westmount poet Louis Dudek remembered and honored him with a reading of his poetry.The eclectic cast of readers took the opportunity to share favourite poems, reminisce about the man.and exchange their stories and experiences with their mentor.Dudek's editor and publisher Sonja Skarstedt emceed the nostalgic event, introducing each speaker by saying not only who he was, but also how he was connected to Dudek.For herself, she remembered first meeting him and feeling she was out of the loop when she was around him and his friends.\u201cOne day he looked at me and said \u2018Welcome to the gang.you are one of us now.\u201d That is how everyone who participated described Dudek\u2014 wise, kind, and always encouraging.Skarstedt published Dudek\u2019s first book in der) 1981.She read a poem from that collec- -¥on entitled \u2018Montrealers\u2019.She then introduced Ray Filip who spoke a few words about how he can still see him driving, working in his garden, and spending hours having coffee and discussing poetry.An English teacher at Dawson College, George Hilldebrand shared with the group how he had enjoyed being a student of Dudek.\u201cNow.\u201d he said, \u201cI teach his works to my students.\u201d He continued by reading one of Dudek\u2019s favourite poems \u2018Pomegranate\u2019, which took him five years to finish.followed by one of his students\u2019 favourite Dudek poems \u2018Coming Suddenly to the Sea.\u2019 Elias Letelier-Ruz, another one of Dudek's protegés and imaginary adopted son, remembered how Dudek had been concerned with his political convictions.The two were working on a CD of Dudek's poetry, and he plans to have a website up to remember his mentor.Larry Roch who studied with Dudek in 1981 told of how he remembered with fondness the years of the Redman hockey team, the plays, the book readings, and times at the Yellow Door with the milieu of Dudek.\u201cI always felt fantastic after spending time with him,\u201d he said.\u201cHe was very motivating.He is more than poetry to me.\u201d And so continued the reminiscing and celebration of a man always described as motivating.Frank R.Scott remembered him as a man of ideas.John Asfour shared how he had to literally leave Montreal to deal with the reality of his friend\u2019s death.\u201cHis poetry chimes with truth and honesty.\u201d One of the most touching remembrances was that of Mary Quinlan.At 21 she was studying at McGill and wanted desperately to be a poet.In 1984 she started writing poetry and phoned Dudek to tell him she wanted to be one of his students.He met her for coffee and rather than telling her what he taught he asked her \u201cwhere is the poetry?\u201d She showed him one of her poems and after reading it he said \u201cYou are.\u201d \u201c1 am what?she asked\u201d \u201cA poet,\u201d he replied.That affirmation has stayed with Quinlan and encouraged her to go on.She was finally a student of Louis Dudek.PT I en j Louis Dudek Steve Luxton, founder of the Montreal Storytellers Guild and editor of the Moosehead Review, said that when as a student at Bishop\u2019s University and an aspiring poet, he had the opportunity to be on stage with Dudek, he knew he was successful.Peter Toorn, an officer of the Canada Council and English teacher, essayist, and anthologist, recounted a story of how Dudek was proficient in research.Then he read Dudek\u2019s poem \u2018Poem for Spring.\u2019 \u201cDudek was a social realist poet,\u201d he said, \u201cin the class of his friends Neil Compton and Irving Layton.He was a pioneer in the world of words.\u201d
