MacKinnon is calling on Greater Montreal residents to help stop the demolition of one of Canada's nonrenewable resources\u2014the historic York Theatre on downtown Ste.Catherine Street.Although a building permit has yet to be issued, the theatre\u2019s owner, Concordia University, posted a notice requesting demolition on the theatre in late 2000.In response, MacKinnon, director of Historic Theatres\u2019 Trust, submitted an opposition to the demolition.\u201c] think that citizens should be made aware that this could potentially be a needless loss,\u201d MacKinnon said this week.Built in 1938, the York Theatre was the last grand movie palace built in Montreal, and is the only one of its kind left in Quebec.Although it has been left vacant for 11 years, the building is structurally sound and the integrity of the original interior remains intact.Renowned theatre decorator Emmanuel Briffa designed the elegant Streamline Deco décor.While the York features the best of Briffa\u2019s Art Deco work, it typifies theatre design of the 1930s.The building also follows design formats that had proved successful; six storefronts at ground level along the Ste.Catherine Street face, and 45 apartments were constructed on two floors above them.In March, interested citizens will have an opportunity to voice their concerns at a public hearing of the Montreal Urban Development Committee.At that time, the City of Montreal will present Concordia\u2019s plans to demolish the theatre to make room for a proposed expansion of the campus, which would construct at that site a building of up to 12 stories to house the Engineering and Fine Arts departments.The York Theatre, it seems, is not the cornerstone, but the stumbling block to the expansion plans.Although not cited as a heritage building, a booklet published in 1987 by Jocelyne Martineau for the Qe of Communications and ulture highlighted a two-volume study which ranked the value of 13 theatres in Montreal.In it Martineau suggested all the buildings be cited as heritage buildings.In June 1999 Raymonde Gauthier, president of the city\u2019s heritage committee (Comité consultatif de Montréal sur la protection de biens culturel) wrote in a letter to The downtown York Theatre, now at the centre of Concordia\u2019s expansion plans.MacKinnon that the committee had decided unanimously to send Historic Theatres\u2019 Trust's request for a heritage citation for the Cinema York, the Corona and Cinema Empress (Cinema V) theatres, to the municipal executive committee for Mayor Pierre Bourque\u2019s consideration.The request remains on the mayor's desk.\u201cThis administration has not processed one citation since it has been in power,\u201d said MacKinnon.Michael Di Grappa, Vice Rector of Services for Concordia, said that integrating the theatre into the new structure would cost a significant portion of the $200 million allotted to the project.\u201cThe cost of supporting the underneath and to reinforce the top of the building would be prohibitive,\u201d he said.\u201cIt would also hamper the use of a loading dock and parking access for the university, and close down a lane that services three apartment buildings.It is our intent, however, to incorporate and recreate architectural pieces using existing materials as a salute to the York.\u201d Concordia does not yet have permission to build, although they have already engaged the services of a Toronto architectural firm.Should the university get its permit to demolish, Historic Theatres\u2019 Trust will appeal to the provincial government.which is already involved.Concordia has already fought an unsuccessful battle over a heritage apartment building on Bishop Street.the Royal George- of which only the façade remains part of the school\u2019s new library building.In addition, the province classified the Bishop Court apartments that now house Concordia\u2019s executive offices as an historic site.The citation also includes a protective zone of 500 feet from Bishop Court.The York Theatre falls within that zone.Although the theatre is not classified an historic building by the province, its proximity to Bishop Court does protect it.Last spring three directors from Historic Theatres\u2019 Trust, including MacKinnon, along with represenia- tives from other concerned heritage groups.met with DiGrappa and Concordia Rector and Vice- Chancellor Dr.Frederick Lowy at the site for a tour of the theatre.MacKinnon responded with a letter offering the services of the Trust to work together with Concordia to find a creative solution for the site.MacKinnon\u2019s suggestions include a variety of solutions.\u201cConcordia could develop the site incorporating the theatre into new the building.It always costs less to refurbish than to build anew.There is also a significant cost to demolition as well.There are other cost effective options.The university could erect the new building on the present site of the Visual Arts Building on René Lévesque.When that building was inaugurated 20 years ago, Concordia said it could be expanded two more floors if needed.\u201d Another option could be to sell the theatre, which takes up less than half the site.According to MacKinnon, studies in North America have proven that refurbished theatres are one of the most significant factors in contributing to urban renewal.\u201cIt is ironic that Concordia is willing to tear down a historic Art Deco building in order to house one of the best Fine Arts faculties in the country,\u201d she said.\u201cInstead of looking at the York as a liability, Concordia should look at it as an asset.It is one of the best of three Art Deco cinemas in Canada.Why is Concordia not capitalizing on the fact that they own a significant building?The downtown campus includes several rows of grey and red stone buildings.Why not retain the charm of that section of downtown?\u201d MacKinnon is a third-generation Westmounter whose community involvement has included serving as a director of the Westmount Municipal Association and the Westmount Historical Association.Her work as a heritage consultant includes current involvement with : the (there is one only five minutes way by car in NDG), but also Rona L'entrepot and Home Depot.We compete with Canadian Tire and Zellers at Alexis Nihon Plaza: we compete with Wal Mart on Decarie.With the exception of Canadian Tire.none of these stores were here when we opened.| believe it would be safe to say that almost every resident of Westmount has a car or access to one.Most of our customers drive here.All these other stores are much further away and the parking is no doubt easier.To say that we have not faced the realities of a competitive marketplace is absurd.There is no doubt that we will lose business to this bulldozer from America and | cannot say that | am happy about it.All these large surface stores, as well as large national chains.practice a pricing policy called variable pricing.This policy lowers the prices on goods that people are familiar with and can remember.while increasing prices on goods that are not as well known.We have been to Reno-depot and have observed customers like to get advice when they come into our store.Our level of staffing is double that of a Canadian Tire.We must pay these people, and this increases our cost of doing business.Mr.Moore also implies that Home Depot will be good for the local economy.I take exception to that opinion.Home Depot as a firm has an average profit after expenses of ten per cent.We are nowhere near that number We all work hard here to try to offer our customers quality products not just shoddy goods to make a fast dollar.We offer service and advice with our products, something that is quite difficult to find in large surface stores.Home Depot is the largest renovation chain in the world.They are driven by the stock market to produce.They do not care about you or I: their duty is to the stock market.There will be no increase in sale in the renovation market when they open their store.They will take $40 million in sales away from existing stores.This means that up to 12 stores the size of Hogg Hardware will be put out of business.We employ 35 people, full- and part-time.If you multiply that by ten, you have 350 people who could be put out of work.Home Depot will hire 200 that leaves 150 people out of work.As we can see.ten per cent of their sales will be going to the U.S.and 150 pco- ple will be out of work.Most of their products will come from the States.How does that benefit our local economy?All employees and sharchold- ers in Hogg Hardware live here in Montreal.There are no profits being sent down to the Americans.Our family has been in business in Letters are welcome this city
