if they wish - to contest the taxes even before receiving the tax bill, thus easing the crush which takes place in the spring months following a new tax roll.Since this is the first roll for Westmount since 1995, they feel there could be more interest than usual in contesting. The rules for contesting have changed considerably, Montreal Urban Community officials confirmed last week. The procedure (which was first introduced in some municipalities in 1998) now involves two steps: first, the owner must file a written request with the M.U.C.for a “review” of the assessment, complete with a detailed description of the reasons for the complaint: neighbourhood sales, unusual conditions, specific problems related to the value of a property (but not, they stress, a comparison with other valuations). They will consider the request, visit the Single family Duplex Condominium Apartments Offices Westmount 21.3% 9.6% N.D.G.3.9% 0.4% Cote des Neiges 6.9% 1.6% East of Westmount 6.7% -4.2% St.Henri 4.7% 1.7% Under current law, the sharp hike in Westmount single-family valuations compared to other types of property, especially commercial property, would mean a severe increase in the overall tax to be paid by Westmount homeowners.since all property would be forced to pay at the same overall tax rate (excluding the surtax on non-residential properties.whose rate increase is limited by law).Quebec Municipal Affairs Minister Louise Harel, bowing to pressure from various mayors, has promised to present a law allowing for different tax rates for different types of property e the year is out.Mayor Peter Trent id he is waiting anxiously for such a law.and will delay the presentation of next year’s budget until January, in the hopes that the law will be approved.Because of the uncertainty over tax rates, there is no way of telling what may happen to single-family dwellings, Esti Jedeikin 7.0% 2.6% 21.3% 4.4% “1.2% -16.3% 0.7% -10.6% -15.2% 0.5% -1.2% -26.5% 0.2% 9.0% -29.6% property, examine the documentation and determine the validity of the complaint, and if they agree to reduce the value it will be done with no further action on the part of the property- owner.Should they refuse to reduce the value, or if the proposed reduction is unsatisfactory.the property-owner will have the right to apply to the newly- formed Administrative Tribunal of Quebec. This becomes a much more formal process.since both parties would have to present their proof to a provin- cially-appointed expert who would render a judgement on the deemed value of the property. The newest assessments will be applied to the municipal tax bills for 2001, 2002 and 2003, and are supposed to represent the value of each property as at 1 July, 1999.M.U.C.officials emphasized that the overall economy of the Montreal area has improved substantially in the past year, so properties today probably could sell for considerably more than they would last summer.Examiner statistics indicate that single- family dwellings here are currently at about the same level as last summer, but were higher in the spring months when the market reached an all-time high. The overall breakdown by category for Westmount is as follows: Category No.Average Val.% Change M.U.C.average Single-family 3,415 549,597 +21.3% +5.8% Duplex 302 359,332 +10.9% 0.1% Triplex 72 313,501 +13.3% 0.0% 4-9 Dwellings 42 471,686 +4.5% -6.6% Condominiums 1,145 194,263 +7,1% +0.9% Apartment buildings 89 2,814,213 -3.3% 8.1% Office Buildings 43 5,476,370 +14.5% -11.0% Semi-Commercial 134 371,085 -14.8% -16.6% Industry/retail 6 515,333 -24.4% 9.3% Taxable property +10.8% -3.2% Exempt property -14.2% -13.7% Total land valuation 5,533 +5.2% 5.1% (Note: Comparisons with the M.U.C.average are approximate, because statistical categories provided differ somewhat from the categories provided by the city.) rights end?ast week The Examiner published a letter from | Elyse Segal of Wood Avenue, in which she described in somewhat graphic terms her experience of being attacked by a raccoon on her property—an attack that resulted in severe bite wounds, a broken ankle and, inevitably, an unpleasant series of rabies shots. While the incident has sparked interest and concern all the way up to the director general's office, ai mostly over the issue of Public Security and wildlife regulations, the majority of calls I've received over the past week have been from people expressing their outrage over how Ms.Segal fought off her masked assailant."Wayne Larsen “Hitting an animal over the head with a flashlight is sheer cruelty,” one woman said.“She had no business doing that,” said another.“It was disgraceful. She should never have attempted to poke at a baby raccoon in front of its mother like that. She was just looking for trouble.” While listening to these messages, I couldn't help but think that these callers probably wouldn’t have acted any differently in Ms.Segal’s situation.Animal rights are one thing, but when something is tearing into your flesh you use any means at your disposal to get it off, no matter how much of an animal lover you might be.It's rather nice to have raccoons in Westmount.Like rabbits and —to some degree—skunks, their presence adds a pleasant rural touch to an otherwise urban environment.People feed them, photograph them, point them out to their children and generally enjoy having them around. The only problem is that they often damage property, They get into gardens and, if you're not careful, they can make a nasty mess of your garbage. We take precautions against them, of course, but how far can someone go in protecting something valuable from one of these nocturnal visitors? As Ms.Segal’s case illustrated, the SPCA is next to useless in such matters, and Westmount’s Public Security department is not a wildlife service. This leaves it pretty much up to the individual, and it seems to be a no-win situation.Do you sit back and watch an animal tear up the garden you've been passionately tending all summer, or do you take action—knowing full well that your neighbours will immediately label you an animal hater, when nothing could be further from the truth? Those who believe Ms.Segal’s actions were in any way improper should think twice and imagine themselves in her place.I'm sure most animal lovers would agree if they realized just how vicious this attack really was.I know I would not have reacted any differently.WANT TO ADVERTISE IN OUR =e FIND OUT HOW.ME WE WOULD LIKE A DESTINATION THAT'S SAFE AND PREDICTABLE .WHERE.THEY WOULD EVEN CRACK DOWN ON UNLEASHED DOGS Book doesn’t reflect today’s McCord To the editor: The article titled ‘Turbulent times at the McCord Museum’ recently published in The Examiner (Aug.17) may be an accurate review of the contents of Prof.Brian Young's book on the McCord (The Making and Unmaking of a University Museum: The McCord, 1921-1996), but it leaves a highly inaccurate picture of the evolutionary process which the museum has undergone over the past two decades and the current status of its ‘health’.As the McGill person responsible for the University’s museums between 1982 and 1995, I wish to set the record straight.During the latter part of the nineteenth and first half of the twentieth centuries, most major universities in North America acquired significant collections and opened museums.More recently most of these museums have subsequently evolved into virtually independent institutions supported directly by government and the public. The Royal Ontario Museum and Harvard's Fogg Art Museum are earlier examples of this process. The reasons for these changes have been primarily financial.University museums tend not to be high priority activities for universities at budget time, hence they are usually under-funded.Certainly, in the Quebec case, the Ministry's funding formula makes no provision whatever for the support of universities’ museum collections and the staff needed to manage them.In the mid-eighties, a feder- ally-funded report by the consultant Coopers & Lybrand studying McGill's major museums concluded that the only way for the McCord to remain open and maintain its standards of high quality would be for it to become more responsive to the public and thus to attract greater government and private support. The University accepted this recommendation and acted upon it with the extraordinarily generous financial and moral support of the JW.McConnell Family Foundation. If it had not done so, the McCord would be closed today, as had been the case twice before during the museum's eighty-year history: the collections would be unavailable to scholars and students while the curators would be elsewhere.Prof.Young suggests that the direction chosen for the McCord by McGill in recent years is “the very antithesis of the museum's original mandate.” I beg to differ! At the time that David Ross McCord was in the process of gifting his collection to the University, he wrote, “The museum I shall create will not be a McGill museum, nor a Protestant one, still less an English one.It is a national museum and shall be known as such, not a museum of any particular educational institution.” The Board and management of the McCord believe that the direction currently being successfully pursued by the Museum would make Mr McCord very happy.R.David Bourke Chair, board of trustees, McCord Museum Publisher (Interim) Editor Administration 210 Victoria Ave., g Westmount (Québec) H3Z 2M4 Local Sales Consultants (514) 484-5610 Fax: (514) 484-6028 su Direct Line: (514) 484-7523 are y Internet Services do a w= 5 3 re Qusbes Communty rer vale Sack Commun, on rr = cowracices Subscription in Canado: $50/yeer .Qutside Canada: $125/year.Canadian Publication no.: 1375822 amestmountexaminer.COm ; ss: x; : Publishers Labuhity toe error: The publuber shall Nt be habe tor sight changes of tynographaal errors that do not lessen the value of an advertisement. The publisher's hability for other errors or OMIETONS IN CONNECHON with any advertisement 1s Uncthv kmuted to pubhcation of the advertisement i any subsequent sue of the refund of am mons Pad tev the advectisement Toute reproduction des annances ou informations, en tout ou en parte, de façon officielle ou non- nutunan0DSGSSUHAUARAAAAnDAS LUS Classified Ads : Louis-Charles Ménard ext.27 © Wayne Larsen ext 32 e-mail:farsensv@transcontinental.ca Production : Debbie Dore ext 21 , Circulation : era Cobr 2 Printing Jranscontental Printing Westmount Examiner 9 800 copies : Sandra Cobnn ext 24 (vision Transmag The Monitor 28 500 Harvey Aisenthal ext 25 10807, rue Mirabeau St-Laurent News 26 250 en Janice Proctor ext 26 Ville d'Anjou, Qc, H1j 117 TMR Weekly Past 9 000 copies Distribution : Distribution Transcontinental inc L'Express d'Outremont 16 000 copies Martin Raymond Production Manager whole, est merle sans la permussion ecnite de {editeu: Respon te JE reclame Vedieur ne peut être tenu responsable des change typographiques qui n'affectent fas Li valeur d'une reclame fr ze q responsabilite se limite stractement à la publication de : annonce dans une edition subsequente où le remboursement des frais de pubication : Tel, : (514) 321-2000 Fax (450) 668-2901 Innograf Monkland Emanuela Niculescu Ad-Bag Montres: editeur en matiere dE ts mineurs ou des erreuts onceme les autres erreurs sa CRATE 2 Ar Ar AAA 04 02 1A BAI I Ant fr Kol Bebe hn dE A de Eh ES Hebdos Transcontinental / West End Montreal 5890 Monkland Ave., suite 12, Montréal (Qe.) The components of policosanol include 1-octacosanol; 1-dotriacontanol 1-triacontanol; 1-tetracosanol; 1-tetratriacontanol; 1-hexacosanol; 1-heptacosanol and 1-nonacosanol.Each blue coated Policosanol tablet contains 6 mg Policosanol. The policosanol component in these products is standardized within a narrow range from batch to batch and is stable under storage conditions.Clinical efficacy has been compared with Lovastatin (Mevacor); Pravastatin (Pravachol); SIMVASTATIN (Zocor); these are the main statin where double blind studies have been carried out.OTHER studies are presently in progress in many U.S.and Latin American universities with other lipid metabolism regulator such as CERIVASTATIN (BAYCOL) and Atorvastatin (Lipitor).Very positive results when compared with fibrates Gem fibrozil (Lopid); Fenofibrate (Lipidil). Also excellent result when compared with the Acipimox and the Probucol lipid metabolic regulators.Policasonal will be added to the arsenal of medical doctors in U.S.and Canada specially for diabetics, elderly subjects and even in patients with impaired liver functions or severe liver damage without fear of side effects. In addition to its effects on cholesterol levels, policosanol also exerts additional positive effects in the battle against atheroscleroris.Another bonus from the outer wax of sugar cane: 1-It prevents excessive platelet aggregation without affecting coagulation, 2-Prevents smooth muscle cell proliferation into the intima of the artery.3-Exerts good antioxidant effects in preventing against LDL oxidation. As with statin policosanol is taken in the evening because most cholesterol manufacture occurs at night.Dosage 12 mg p.o.at bedtime for 2 months then reevaluate with your doctor.Remember being friendly to your liver this is the major reason why this natural product will be around.NB Le monde est petit. The world is small.J'ai ouvert le livre de mon père du 31 janvier 1927.Traité de Matière Médicale (Pharmacographie) when he was in France studying Pharmacy.1* Chapitre.Substance sucrées on trouve € Famille 1 - Les glucosiques Glucose ordinaire Jujubes Miel © Famille 2 - Les glycyrrhiziques réglisse (Liquorice) © Famille 3 - Les Mannitiques Manne Manna food of israelites in the wilderness “nourishment”.+ Famille 4 - Les saccharosiques a) Saccharose ou sucre de canne très connue en Egypte.b) Sucre de Betterave Le sacchorose est un aliment fort incomplet en raison de l'absence d'azote.N.B POLICOSANOL is a product to remember.60 Tablets $38.95 For more information you can contact us.We will be glad to let you known where to get more additional information on the net or otherwise.5008 Sherbrooke West 486-1373 Look for our ad in next week's Westmount Examiner (second one out of 24 ads) I TONICODTTOA COHINHON HIROBOW - - COHTINIOT HTRDOK - TORNVTONITOE € TRNFO SVDAC JO XVA BING - WOE © ERD BIC {0 SNA BRING pd x BORGO CONGO MPAOIO QO NVA RISO AR Rh 6.360g - 0007 ‘17 15quia1d35 Aepsiny] + WO IIUILIEXIUNOUNSIM MMM - YININVXT INNOWLSIM FHL - THE WESTMOUNT EXAMINER Pâge 10 - - www.westmountexaminer.com - Thursday, September 21, 2000 STEDIG DE MUSIQUE ANCIENNE DE MONTREAL MUSIC THAT TRANSCENDS TIME SUNDAY SEPTEMBER 24 2000 AT:8 PM.ARTISTIC DIRECTION: CHRISTOPHER JACKSON THE ITALIAN HANDEL Italian cantatas for solo voices and instrumental ensemble With Monique Pagé, soprane and Olivier Laquerre, baritone Tickets from $ 14.75 (student rate) to $ 33.50 Saint-Léon de Westmount Church.4311 de Maisonneuve West [Atwater Metro} i QUEBECOR MERRILL ® Pr @ 2000-2001 SEASON + SUBSCRIPTIONS AND TICKETS: DEAS THE SACRED HEART SCHOOL OF MONTREAL _, Educating girls in the Catholic Tradition since 1861.Catch Ri pen House Saturday, September 30th, 2000 1:00 p.m.- 4:00 p.m.Entrance Exam: Wednesday, October 1 a 3635 Atwater Ave., Tel: (514) 937-2845 Montreal, H3H 1Y4 Fax: (514) 937-8214 E-mail: admissions@sacredheart.qc.ca Website: www.sacredheart.qc.ca 40205251 centre greene greene avenue community centre ors des sentiers battus… l'excellence!
