SERVICES?By Patrick A.Kerkhoven ow taxes or better services?Lr the dilemma confronting the City of Westmount as it begins planning its new municipal budget, most likely to be unveiled on January 8 next year.The City\u2019s budget has been frozen for the last 10 years, and whether or not you support the frugal money management depends on what you have noticed.Westmount Municipal Association (WMA) past president Doug McDougall indicated that Mayor Peter Trent has many tax-conscious supporters.\u2018he said.\u201cThere are people who often compliment Trent for not raising taxes,\u201d \u201cIf you talk about public opinion, that\u2019s one measure.\u201d But deciding on the future of stagnant taxes is only one side of the equation the City has to solve in bringing down its new budget.In at least one instance, rising prices have left the City backtracking.For instance, sewer-cleaning ser- vices\u2014an often unnoticed but rudimentary practice\u2014has seen a 100 per cent price increase since last year.Consequently, the City has rejected all tenders, and new tenders will be called with reduced quantities.The sewage system is made up of 6,235 linear meters of sewers Department, due mainly to higher wages.At its August sitting, council awarded a three-year $841,500 contract to Services d'Entretien Venise, the lowest of five bidders and the same company previously hired for the task.The cost is higher \u201cmainly due to labour,\u201d said Public Works Director Fred Caluori.The maintenance workers\u2019 salaries are set by the Comité Paritaire, a provincial regulatory body that determines wages in various industries.For the last few years, the Comité Paritaire had been after the contractor and even the City to supply the names and hours of maintenance employees working for Westmount in buildings such as Victoria Hall, the library, the Protective Services building and comfort stations in local parks.According to Caluori, the workers were being underpaid.\u201cThe rates they were being paid were less than what the Comité | Esti Jedeikin Paritaire stipulates,\u201d said Caluori.\u201cDefinitely, we have seen increases this year in tenders.When budget time comes around, we will have to take these increases into account.\u201d Wages were not the only reason for the increase, however.The City also asked the contractor for better service in its specifications, and will exercise more quality control.Westmount is following through on a policy established last year to better identify all its employees.From now on, all maintenance employees will be wearing uniforms, adding to the cost.The increase has raised concern with at least one resident that Westmount's budget freeze, which has been in effect for nearly a decade, may come to an end.\u201cThere has been a series of inflationary tenders accepted,\u201d said Westmount Municipal Association member Don Wedge.Council also recently approved contracts for garbage removal and road salt that were 11 and 3.5 per cent higher, respectively.\u201cA 27 per cent increase is rather startling,\u201d said Wedge.\u201cIt\u2019s not all inflation.There's extra work called for.\u201d cm to 2.4 meters in some locations.High-pressure jets are used to clean out the system and vacuums remove debris.But sewer cleaning is not the only service costing the City a larger chunk of the budget.Garbage collection tender prices have risen by 12.6 per cent to a total similar to the 1993-94 fiscal year.Janitorial cleaning services have risen 27 per cent since last year, attributable to higher labour costs and specifications by the City of more stringent quality control and a provision for all cleaning personnel to wear uniforms.The cost of 10,000 metric tons of road salt has increased 3.5 per cent as well, although the City uses an average of only 8,000 tons each year as it tries to reduce the amount of salt by adding a mixture of sand and other compounds.In conjunction with pay increases for the City's white collar workers and firefighters in the two respective collective agreements, one notices that the same services cost more almost every year.Does that mean Westmounters are losing services in favour of a frozen City budget and low taxes?\"Whereas there used to be 20 gardeners in Westmount not long ago, now there are only two,\" commented James Griffin at the August WMA meeting.\"There is no legitimate need for a freeze on the budget,\" added Don Wedge of the WMA, \"not to say that the situation is becoming worrisome with the inflation we are seeing in city\u2019s many attributes, and the majority of dog owners are responsible people who diligently follow all the rules of conduct and hygiene.But despite these efforts, the odd ugly incident does occur\u2014perhaps more often than we'd like to admit.The latest incident\u2014a rather brutal attack on a small dog by a much larger breed, kept primarily for protection purposes\u2014 occurred last week near the corner of Sherbrooke and Mount Stephen, right across the street from the wading pool in Westmount Park, where small children tend to congregate during the summer.The ensuing fallout has raised some delicate questions about the safe handing of \u2018dangerous\u2019 dogs, but, unfortunately, no solid answers.Westmount\u2019s existing bylaws governing the safe control of dogs are certainly adequate for most situations, but as was proven on August 15, there are enough holes in the current system to allow isolated incidents to occur, and if you happen to be in the wrong place at the wrong time, you too could become the victim of a dog attack.The chances are quite low, of course, but far from inipos- sible.Like car accidents, these things will still occur despite any amount of legislation.As for people who keep large, untrained dogs to protect themselves and their homes, they have every right to do so\u2014all Freudian overtones aside.But it seems that this is only looking for trouble, not avoiding it.They have to get the dog under control every time someone comes to the door, and they always have to be on the lookout for other dogs during outings.This is hardly worth the bother when you consider the fact that if someone really wants to break into your home, they will\u2014as even a pair of rabid Dobermans is no match for a well-prepared professional.If anything, such a responsibility only puts the hapless animal in jeopardy, as taking care of them would be any intruder\u2019s first order of business.Home security is best left to quality locks and alarm systems, and the family pet should be just that.One of the friendliest dogs I've ever known\u2014a black Lab named Drum\u2014belonged to a prominent Westmount family whose concern for security was no small matter: As president of the Westmount Dog Owners Association.Bridget Blackader has worn out several soapboxes over the years admonishing the careless treatment of dogs while advocating the safe handling of those which might be prone to attacking on a whim.And she\u2019s absolutely right when she says that as long as there is interaction among dogs, there will be unfortunate incidents such as the one last week.In other words, there seems to be little anyone can do about nature's little accidents.But since the responsibility ultimately rests with dog owners, perhaps a bit more education might help.Westmount takes great pride in its progressive legislation gainst pesticides and smoking\u2014and deservedly so\u2014therefore a more aggressive campaign to offer tips to owners on proper news release from the Health Canada site (this is all true) announced the voluntary recall of a bear repellent whose active ingredient had not actually been.uh.tested.Pretty scary stuff to log onto from your laptop in the middle of the woods if you've been taunting bears all day, thinking you were invincible.On the other hand, readers of the March news releases were relieved to discover that Gecko Lizard Herbal Tea had been found to be clear of harmful substances, contrary to an earlier warning.You can never be too careful with gecko lizards.If your need for information is a little more Festival des Films du Monde this weekend, an exploration of inner consciousness sets up a dialogue between the individual and the universe.Interviewed on Wednesday morning at her Ste.Catherine Street condo, MacDougall described the dynamic images that form and dissolve within a constellation of swirls, sparkles and lights as an experience she hopes viewers will fall into.\u201cIts a feeling that people know in their subconscious,\u201d said the graceful 52-year old.\u201cI hope viewers will say \u2018Whoa, what was that?Let me see it again.\u201d In her sunny living room overlooking Westmount, the filmmaker/artist described the eight-minute interplay of images as \u201ca visual barrage\u201d\u2014unlike most animation where the background is static.\u201cThe film is bursting with energy.The background is always moving, so it was very technically challenging.\u201d In fact, for the second half of the film, MacDougall\u2019s artwork was filmed and digitally scanned by computer
