another school year has drawn to a close @- that summer is slipping in for its short stay.ro As we watched the millennium alter our calendars and hopes for the future, we have realized that this has been a special year.In our schools, June is usually the culmination of the year with a finale of field trips.memories.graduations and sports days. With the passing of academic time, children can acknowledge their year-end’s development and be proud of their accomplishments and growth.Calling around to Westmount’s schools, I was greeted with many enthusiastic tales of school events and highlights. With the finishing touches to the academics now in place, here are some of their highlights and how they bid farewell to the school year 1999-2000: Selwyn House School All ages participated in the year-end festivities which began in May and ended in June. The annual track and field day was held in Westmount Park.Grades 3 and 4 enjoyed a father-and- son pizza and basketball evening, while the senior grades visited Upper Canada Village, Quebec City and Ottawa.Organized by Marie Forte, an elementary school music concert was enjoyed by parents and friends. The Study From a continuously trying to further their children’s learning experiences outside the classroom.A Biodome visit, hands-on contact with animals at MacDonald Farm and a trip to Chateau Ramezay were all on the agenda this spring.ECS School The Junior School has truly experi enced a culturally stimulating time with visits from authors, a science fair, arts festival, Grandpersons’ Day, ballets and museum excursions.June was the icing on the cake of this years activities.with a volunteer breakfast, French plays for Grades 3 and 4, a junior concert.athletic awards breakfast for Grades 4, 5 and 6, the time, he confessed to La Presse he had been seriously concerned that his government's zero deficit obsession would derail his health system reforms. The transformation came “within a hair of skidding out of control,” he said then.On many days during the National Assembly session that concluded last week, it looked like the skid marks were getting longer.Current minister Pauline Marois was on her feet day after day during Question Period, trying to defend her efforts to nurse a bludgeoned system back to health. On the final day, Liberal leader Jean Charest again called for her resignation, producing documents suggesting she abdicated her responsibility in the latest affair involving the billing of cancer patients for medication. At issue was why hospitals were directing patients to buy certain drugs themselves, when hospitals are required to pay for all the drugs they administer.Marois conceded the practice is illegal, but said she never knew about it.The Liberals, however, tried to show through documents that regional health boards spotted the practice more than two years ago and urged that it be stopped. She too, they said, must have or should have known. With her health system so poly-trau- matized, it’s totally conceivable she did- n’t know. But what this latest controversy signifies is that the fundamental problem of chronic under-funding remains. The pressure on hospitals to balance their budgets (it’s actually now the law after the government used closure to push through the anti-deficit law for health institutions) is forcing administrators to make tough choices and cut corners.Marois has made efforts to solve emergency care crises, doctor and nursing shortages, and cancer treatment and surgical delays. But the list of needs is long and progress hard to see.Two new reports last week highlighted more after-effects of past budget cuts.Auditor-General Guy Breton said finan- cially-squeezed hospitals are dipping into building maintenance funds to pay for health services, resulting in poorly- maintained facilities.By delaying necessary repairs, he said, hospitals will end up paying four times as much.He also scorched the government for uneven regional access to care, noting for instance that in many areas, patients must wait several months to see a physiotherapist while they can get into a private clinic in about a week. The Quebec Council on the Status of Women said there is an urgent need for extra home care funding as well as convalescent facilities for day surgery patients who have no caregivers at home.Women especially are shouldering the burden of health system reforms.the Council said, because they are most often the ones who become caregivers when patients are discharged from hospital early.Marois now has the summer to contemplate what must be done.To help her, she will ask members of a new committee, to be set up this week, to examine the knotty question of financing. That means a look at how much privatization of the health system should be allowed.Public hearings are expected.THE OMBUDSMAN In the past few years, Quebec Ombudsman Daniel Jacoby has embarrassed, cajoled, and criticized the government. That’s his job—to look after the interests of citizens who may have suffered from insensitive, over-zealous, or improper decisions of the government or its institutions. He tackled the issue of the Duplessis Orphans, health reforms, the drug insurance program, social assistance, the Public Curator’s office, and a thousand and one cases of sloppy or unjust government actions. The tables, however, have been turned.Jacoby himself last week revealed he has been the target of an investigation by a special audit team in the Finance Ministry. And he doesn't like it one bit.He accused the investigators of acting in a “completely unacceptable” manner, of rummaging through the file cabinet of an employee, of circulating protected personal information such as his personal credit card number and Social Insurance number, and above all, of writing a report that “attacks my credibility and honesty.” “The way they behaved is against the Charter of Human Rights,” he said.“The final result of the report is harmful to the institution.Daniel Jacoby is nothing in this case; it's the institution, and the credibility and integrity of alot of employees of the Ombudsman.” The report was handed to National Assembly Speaker Jean-Pierre Charbonneau, who agreed to turn the whole matter over to the Auditor- General. The only details of the report’s allegations are those that Jacoby himself revealed—that the Ombudsman accepted honoraria, took unauthorized holidays, used his office for purposes beyond his responsibility, and submitted a false expense claim. The report also suggests the Ombudsman improperly accorded benefits to foreign officials and engaged in international cooperation.Jacoby is secretary of the International Institute of Ombudsmen and president of the International Association of Ombudsmen and Mediators of la Francophonie. There is, of course, a subtext. The Bouchard government is no fan of Jacoby, and has been trying to dump him since 1997.Last December, Jacoby said he learned from a Bouchard advisor that “the premier did not like the attention I paid to certain issues.” But to replace him, the government needs Opposition support in a National Assembly vote. The Liberals have refused, forcing the government to prolong his mandate. Is this payback time?Jacoby was asked.“] have no elements that allow me to conclude this is a vendetta,” he said.FINAL SPRINT In a last dash to the summer recess, the government pushed through five bills, including the hospital anti-deficit law and legislation that doubles premiums for the prescription drug plan. Also rammed through was the bill allowing the government to force municipal mergers and another creating the new Montreal Metropolitan Community. On the final day, new legislation was also introduced. One bill will require all public bodies to develop employment equity plans for women, visible minorities, and natives.Agriculture Minister Rémy Trudel tabled a bill to create a new super agriculture financing and investment agency to take over various farm support and insurance programs.MNAs then left town with a nine per cent pay raise over four years, the same as most other public employees.Faring much better were 671 top civil servants, who will get increases of between 12 and 24 per cent.Glenn Wanamaker can be reached by e-mail at wanamakerg@hotmail.com (continued from page 6) in gathering data, doing research and providing information. We want to give these individuals and groups the tools they need to do their good work and provide them with information on subjects such as human resource management and marketing—subjects important to the effective operation of a voluntary organization. We will be committing funding to help bring the voluntary sector onto the information highway, to help them use the Internet more effectively to share information and build bridges between communities. Not least of all, we will be striving to reduce the red tape that volunteer organizations can face. Why are we doing this? The Liberal Party of Canada committed itself during the last federal election to renewing the government's relationship with the voluntary sector. We are keeping that promise by involving leaders of the voluntary sector to help us develop and then implement our plan.We want to do what we can to strengthen the sector.Further, we want to involve the sector directly in the work of government— working together with us in the development of policies, programs and services, so that government might better support Canadians who wish to help others. The Canadian government is committed to doing what it can to nurture the civic spirit that underlies this commitment.Z a6eg - 0002 ‘zz aun( Aepsinux - YINIAVXG LINNOWLSIM HL Baskin earns top awards and a trip to Denmark It’s been a great few weeks for Marianopolis Many folk like to take their woofs for a jog or a run now that the streets are clear.Great idea; everyone gets in bathing suit shape. But be careful.Dogs don’t sweat through their skin as we do.They have only their tongues and panting to control body temperature. So think much shorter distances and time.A couple of blocks at a fast trot will be plenty for starters. And keep a close eye on your friend, who won’t have the sense to slow down or stop himself. The jogging should start after pees and poops have been done, and very early or quite late in the day, away from the heat.We live these wonderful few months with more fresh food.Let your friend enjoy them with you.He can share almost anything except quantities of onions (can lead to hemolytic anaemia).Leftover bits of salads, veggies, fruits, barbecued meats, along with yogurt and cheese, will make summer a wonderful time for him/her too.Keep the portions very small (especially spicy offerings, or your carpets may suffer overnight), and serve with his regular meals, not from the table (or you'll never be able to eat in peace again!).Make absolutely sure there is plenty of fresh water at all times. On hot days, ice cubes in the water or offered alone are a real treat. After you've applied sunscreen, wipe your hands on your friend’s nose and ear tips. And, of course, you'll never leave your woof in a car or tied to a pole while you shop, eh?Who me?Never!
