exercise throughout city BY WAYNE LARSEN f you see military vehicles on your street next Monday, don’t worry——its only an exercise to test the City of Westmount's emergency preparedness in the remote event of a Y2K-related disaster.Soldiers from both local regiments will be in evidence throughout Westmount next Monday as the Canadian Forces take over the main floor of Victoria all to set up a mock emergency shelter.Sentries will also be posted at vanous municipal buildings, such as City Hall and the Light & Power station, for the duration of the event.“Is important for us to let people know that this 1s only an exercise.” Public Security director Richard McEnroe said of the 36-hour operation.which is scheduled to run from one minute past midnight on Monday morning to Tuesday at noon.“The military is going to be asked for their assistance in setting up a shelter in Victoria Hall, and at approximately four o'clock in the morning.when they're finished making their phone calls, youll start seeing the first military movement around Victoria Hall.” McEnroe said that although people living in the immediate arca—including residents of Manoir Westmount—will be informed of the exercise, all Westmounters should be aware of the operation and not be alarmed.In order to further reduce the chances of an unnecessary panic.he has asked that the participating soldiers, from the Royal Montreal Regiment and the 3rd Field Engineers, be unarmed throughout the operation.(See page 4) Editorial.From the Mail Bag.+ sat = tn LAE ERAN tS er aI mR will never ring again as Westmount has decided to put the old building up for sale.“1 think it's a good move on the Citys part” said Westmount Fire Chief James Adams.a 36-ycar-vet- cran who was stationed at No.2 in 1966 and again from 1975 10 1980.Adams explamed that since the station was closed in the carly 1980s and 1s now used only to store one Civil Protection vehicle.it is costing the City money to heat and maintain.“We're getting nostalgic for it, but it’s a great expense.The station was only built because (fire trucks) couldnt make it up the hills in the winter, but new equipment allows that now.” he said.Adams, however, will always remember the times he spent IN i i The old fire station at the corner of V working in the old station.“We had to go downstairs at two or three in the morning to put coal in the furnace—we had to take the shovel to bang on the railings to scarce the rats away.Those were the good old days.” Assistant City Clerk Allan Kulaga said that anyone interested in purchasing the fire station must submit their tenders by noon Tuesday, August 31.Phote Wayne Larsen od SE iia Ci ictoria Avenue and The Boulevard, built in 1911, has a market value of $480,000.Specifications, he explained, are available at City Hall.There is a non-refundable $25 fee, payable upon getting the tender documents, to cover the cost of these specifications.WMA urges mega-hospital study This is an issue for the whole city: Doug McDougall s decision time nears for McGill University to exercise its options to buy the Glen Yards for its proposed mega-hospital project.the Westmount Municipal Association wants city council to commission a major impact assessment to allay citizens’ concerns.“Some people think that the hospital will destroy important parts of the community and we must quickly get a realistic measure of the project and what it will mean to people and the city,” said WMA president Doug McDougall.“At the very least, it is the biggest issue facing the city other than the merger threat.” Atl Mondays monthly meeting, the WMA heard from members worried about what could happen if the hospital is built near Victoria Village.They reflected comments raised In recent council meetings.The WMA wants council to commission an independent body to study and report on the effects on the whole town.“Its not only a question of parking, which will be severe,” McDougall added, “but also pedestrian and traffic patterns.“There is a real concern about how the commercial climate may change—-perhaps causing à complete transformation of the small shops which are such an important feature of Westmount.” In June, city council organized meetings at which the McGill University Hospital Board heard often emotional concerns from citizens of Ward 5, the closest to the Glen Yards and therefore the most affected by the proposed hospital.“But this is an issue for the whole city,” McDougall stressed.“Once the study is available, we will hold à mecting for everyone to hear and discuss the results.” The WMA docs not intend to take sides on whether or not the controversial project should go ahcad.“Our concern is that if it does go forward, or another project takes its place on the Glen Yards, the city is ready for the stresses that will be created and that the population 1s fully informed on the possibilities,” said McDougall.The MUHC option to buy the land from CP for its hospital expires in December.4918 THIS vr 0 Cabinet shu challenges Last week, Pnme Minister Jean Chrétien announced a renewed Cabinet that will lead the government and Canadians into the 21st century.In announcing the changes, the prime minister highhghted his government's significant achicve- ments since 1993, emphasizing that his government has mamtained the Canadians throughout this period.I have been promoted to President of the Treasury Board and Minister responsible for Infrastructure.It is the first time a woman has been assigned to this portfolio in a Liberal government.My previous mandates at the provincial level and in the federal government as Labour Minister and Minister of Citizenship and Immigration called upon my experience as a social worker.This time around, | will have to call upon the administrative skills ! developed while obtaining my Masters degree in Business Administration and pursuing my former career as an administrator in the public service in Quebec.The Treasury Board's mandate is confidence of somewhat unknown to the public.The Board actually consists of one of four Cabimet committees of the Queen's Privy Council of Canada.It was established constitutionally in 1867 and given statutory powers in 1869.The Treasury Board manages the government's financial.personnel, and administrative responsibilities.Considered the employer and general manager of the Government of Canada.it sets policy in these arcas, examines and approves the proposed spending plans of government departments, and reviews the development of approved programs.The Treasury Boards power derives from a number of statutes that provide the framework for government management.Among the most important ones are the file brings new for local MP Employment Equity Act.the Financial Administration Act, the Privacy Act and the Public Service Staff Relations Act.The formal role of the president is to chair the Treasury Board.He carries out his responsibility for the management of the government by translating the policies and programs approved by Cabinet into operational reality.and by providing departments with the resources and the administrative environment they need to do their work.The Treasury Board has an administrative arm, the Secretariat, which was part of the Department of Finance until it was proclaimed a department in 1996.The president of the Treasury Board is also an ex-officio member of the three other Cabinet committees (i.e., the Economic Union, the Social Union, and the Special Committee of Council).I am proud to accept this new appointment, a clear vote of confidence from the PM., and | look forward to facing the challenges of this new job.Membre The Westmount m DISTRIBUTED ON THURSDAYS IN LOCAL SALES CONSULTANTS PRODUCTION DISTRIBUTION Gon 35 Hebdos Transcontinental Westmount Sandra Cobrin ext.24 innograf Monkland Transcontinental Distribution Inc.emir 8 Montréal-Ouest ] X a m 1 n e r H3Y H3Z Harvey Aisenthal ext.25 5890 Monkland Ave., suite 12 Ad-Bag Montreal a $ 5890 Monkland Ave.… suite 12 Janice Proctor ext.26 Montreal (Qc.) the average markup was 33.8 per cent.So far this year volume has been down substantially from last year or the ycar before, but otherwise it is higher than for any year since 1987.This may indicate the market is not as tight as it became during the huge rise in values between 1988 and 1990, but with interest rates still quite low (7.4 per cent compared to 12.5 per cent for a two-year mortgage back in 1989), it is still casicr to purchase a house than it was at that time.While higher prices were being negotiated in July than in June or carer, it is noteworthy that we have recorded 18 new houses coming on the market since July I.including two at prices over $3 million and five more at prices between $1 and $2 millon.We worry that there are very few buyers for those houses: the year so far has seen six sales over $1 million and none over $2 million.Last year, by August | Westmount had scen three houses sell over $2 million and another 11 over $1 million.Only five of the new listings are asking less than $500,000.As with June, only two condominiums and one co-op apartment sold in July, an indication that there 1s still little interest in this part of the market.HOW.COUGAR 1999 3 to choose from ° V-6 * Manual e Sport group e Convenience group ® CD - (LL CR vailable ] xpeditign Eddie B 1999 Navigator 6435 St.Jacques west Ë COURTESY CAR (near Cavendish) JR412,970@ 999 Exploreg Eddi r 52,99591999 Windstar Ne 6435 St.Jacques W.coin Cavendish pa IRIE [RE SAIRIN VILLE MARIE ATES “Fhe Westmount Examiner Summer is almost over, and so are swimming lessons, summer camps and vacations-—activities that kept your child active and happy through the summer.Your kids will no doubt be busy with school projects and studies, but you're wondering about their free hours—the ones that tend to be spent in front of the television when it’s too cold or cloudy to play outside.But autumn leaves and cool temperatures dont have to trigger the back-to-school and afterschool boredom.Extracurricular activities abound for children during the school year—some social, some academic and some purely for fun.With an almost endless list of possibilities it’s safe to say there's an afterschool activity to meet every child's interest or need, and every parent's schedule and budget.Here are a few of the possibilities: + Classes that teach something new: A surefire way to beat the l-am-bored-and-want-watch-TV syndrome— help your child lecam something new.There are aflerschool classes that teach kids everything from gourmet cooking to French conversation to speed- reading.BACK TO SCHOOL Afterschool activities can be stimulating + Develop a fledgling talent: AH children have some Thursday;
