[" Tenants at 4300 ecry censorship BY WAYNE LARSEN appeared in last week's Examiner.The report of the City of Westmount\u2019s legal case against the large apartment complex over air duct maintenance was not what upset most people, but rather the fact that they had a hard time getting to read it.According to more than a dozen tenants who called The Examiner office last Friday, approximately 150 copies of the April 8 issue disappeared from both the east and west wing lobbies of 4300 de Maisonneuve shortly after delivery last Thursday.This led many to charge that the papers were purposely removed to keep tenants from reading about the current court case.\u201cIt\u2019s outright censorship,\u201d said one woman who asked not to be identified, fearing personal retaliation from the buildings management.\u201cThey shouldn\u2019t be allowed to take our newspaper away from us.\u201d \u201cA lot of people in this building are quite elderly and have trouble getting around outdoors,\u201d said another tenant who also asked that his name not be published.\u201cThey can\u2019t go down the street to pick up The Examiner\u2014they depend on it being here in the lobby.\u201d According to several other tenants\u2019 account of the incident, a few copies were recovered from a dumpster by a tenant and put back in the lobby, but they also quickly disappeared.Te of 4300 de degree or does a young adult travel through barren jobland in search of a future?Where does a teenager go?Frequently the route to successful opportunities have been with the university degree attached.Current youthful concerns have realigned the educational direction and the arrow is pointing more and more towards colleges.Public colleges, technical institutes, university colleges and CEGEPs in Canada are dominating students\u2019 choice.Why the change?\u201cYou go to university if you want a challenge, you go to community college to prepare yourself for real life\u201d This parent\u2019s quote, taken from The Macleans Guide to Canadian Colleges 1999, reveals the rising trend in post-secondary education.Since this guidebooks publication in January, its sales have surpassed The University Ranking magazine many times over and it is now in reprint.This onc-ycar project was orchestrated by Anne Dowsett Johnston, assistant managing editor of Maclcan\u2019s Magazine.Along with her team, she has packaged a 160-page comprehensive study of 88 community technical institutes and university colleges, plus the most popular majors of 49 Quebec CEGEPs.Information was gathered through a questionnaire to 137 institutions and detailed comparisons were studied so that accurate and pertinent information would be disclosed to the readers.That ancient misconception that colleges were for people who couldn\u2019t make the grade in high school is diminishing.\u201cMore than ever before students need to find a learning cnvironment where they can flourish,\u201d said Dowsett Johnston.This college guidebook concept was initiated by students and their families who were scarching for clues to solving the after high school decision.While travelling throughout Canada promoting the university guide, Dowsett Johnston came face-to-face with students\u2019 doubts concerning the forecasts of their futures.A general loss of appeal in the well-travelled university route was cvident.The rationale for this was simple.Primarily, the tuttion for a college diploma ranged from $1,500 to $2,200 per year while the university equivalent was in the $3,300 arca and increasing.Not only was a debt incurred, but this payback can loom heavily for years to follow and climbing out beneath its weight can scem inconceivable.Indirectly, students were searching and requesting new venues of higher education.Colleges were more job-connected and not as consumed with the debt factor.Youthful aspirations were looking for security in our insecure world.\u201cColleges perspective Since March 24, the world has been witness to unbelievable images and stories of Kosovar refugees fleeing and being forced out of their homes by the Serbian army.As you know, Canada has played an active role within the NATO alliance.As the Minister of Citizenship and Immigration, | have been directly involved in the ongoing discussions taking place both in Ottawa and abroad, monitoring the situation, and helping to find a peaceful solution to help end this crisis and help those whose lives have been devastated by the fighting.Canada responded to the appeal of the High Commissioner for Refugees, Ms.Ogata, and put in place all the infrastructure needed to accommodate, on an emergency basis, 5,000 refugees from Kosovo.This action had been made necessary because of the danger these refugees were facing.With hundreds of thousands of refugees crossing the former Yugoslavian Republic of Macedonian and Albanian borders, the pressure on these countries to provide emergency aid and basic life necessities became a heavy burden.However, by the end of last week, SET Ms.Ogata indicated to the international community that there was no longer an immediate protection problem for refugees in Macedonia, as she had been given the assurance that the refugees would be in security and that borders would be reopened to allow them to circulate.She went on to state that \u201cthe majority of people should remain in the region to permit repatriation with security when the situation allows.Some individual resettlement would be appropriate to deal with special needs and family reunification.\u201d In the last few weeks, the situation in Kosovo has been volatile to say the least.It is for this reason that | have dispatched officials from my department to the region in order to better monitor the situation.As you can imagine, therc arc hundreds of genuine refugees who will eventually need a safe haven, and we want to be present and be able to help them in whichever way we can.In partnership with Red Cross officials, we are looking into various options available to us.Canada will continue the preparatory work it began and maintain a state of alert so that, should the situation change in the coming days and the High Commissioner decides that an emergency evacuation is needed, Canada will be ready.At the height of last week's refugee crisis, my department set up a special 1-800 line, allowing Canadians to contact us and offer whatever help they could provide.| am happy to tell you that in just 48 hours we received over 7,000 calls and 1,000 faxes to my in my front yard\u2019 arguments as they live in a certain section of Westmount where they look out over the roaring Ville Maric Expressway, pretending not to hear anything.The reason that this expression \u2018not in my back or front yard\u2019 has been added to our language is because more and more of that kind of people are coming out of the woodwork.These people continue to bring up the argument that only serve their personal convenience and happiness, ignoring the fact that the issue about the sound barrier is a health issue and a serious one that affects everybody in that section of Westmount.Years have gone by, during which this \u2018not in my front yard\u2019 group have been able to divert the attention of the Westmount city council to their own interest without considering the health problem for others and for themselves.It is therefore a good thing that a vocal majority (and not a minority as charged) found the time and energy to revive this health issue.The initiative has found a favourable reception with the Westmount Municipal Association, which represents the whole of Westmount, and the mayor and city council.Both institutions are reacting to the health problems (such as stress-induced blood-pressure increases, sleep deprivation, cardiovascular complications and diminished quality of life) that are caused by constant sound at a certain level.Council members and committee members will spend time together to solve this problem, reviewing the burden from all perspectives.It does make sense that in the future objectivity and subjectivity will no longer be confused, like we read in that last letter to the editor about this subject, when the writer had this dreamy view of the sunrise The Westmount Examiner NE and the smokestacks while looking through a response to Mr.Candido's letter of April 8, decrying the use of Staynor Park as a dog run by some local residents.For over 23 years, the WDOA has been working on explaining the subtleties of responsible dog ownership in urban arcas, where getting along with non-dog folk is of special importance.Obeying existing bylaws and picking up arc two basics of our philosophy and approach.These are accepted starting points for the overwhelming majority of dog owners, so we find it terrifically frustrating that some people haven't caught on.While some of Westmount's designated dog rtuns arc of dubious value, being next to high traffic streets, the run on Prospect is of a good size and is relatively safe.Local dog owners should be using it, or a run of their choice\u2014 not the fenced and posted park.1 applaud Mr.Candido\u2019s obvious patience in this matter, which appears to have been continuing for some time.The WDOA and/or Public Security can help.We often work together, and experience says that the problem can bc improved or eliminated with some effort and a little time.Mr.Candido is invited to call upon one or both groups.My fondest dream is that individuals behaving irresponsibly in dog matters should be regarded as just that\u2014individuals.Their behaviour should not result in the entire group being painted as villains.It seems that Mr.Candido has recognized
