electrical bill in the city.Whether it is being done to save money or out of a real concern for the environment, Westmount\u2019s drive to control power use is commendable and deserves more support and publicity.Not only does too much power consumption cost us all money and hurt our environment, but \u2018inefficient\u2019 consumption does harm as well.Here\u2019s how: Think of a typical day and you realize how we use the most electricity between 4:30 and 7:30 p.m.That's the key, after- work period when the whole family is home again, cooking meals, taking showers or using the dishwasher or the dryer.Done all at once and these activities can burn up a lot of electricity.Done in the dead of winter, when the thermostat is also turned up in homes across the city, and one can sce the meter spinning at quite a clip.The problem is compounded by the nature of electricty itself.?It\u2019s not as if massive amounts of electric power can be stored for use during these three critical hours.Instead Hydro has to build up an \u2018overcapacity\u2019\u2014an ability to provide a straight, live feed of electricity right off the line when the thermostats are up and all the appliances are on.What does this mean for our power utilities?For Hydro Quebec, it may mean more need for flooding land up north and displacing human and animal life for more megaprojects.For Westmount (the local distributor), and Westmount taxpayers, it means building a new clectrical substation at the lawn-bowling green\u2014a multimillion- dollar project now under way.To think that some of this cost and environmental damage could be avoided by better planning of our power consumption.The way to get on the right track is to change our consumption habits, especially in winter, during days when the temperature dips to -18C or colder.That\u2019s when the city issues a Peak Load Alert.That\u2019s also when Westmount Light and Power runs the risk of being fined, or billed at a premium rate by Hydro.Last year the peak load lasted 15 minutes and cost $250,000.What to do?It\u2019s simple.Don\u2019t use your washer, dryer or dishwasher between 4:30 and 7:30 p.m,, if you can avoid it, and cook your meals using your microwave oven.This applies on the coldest days of winter, City\u2019s symbol for peak load alert.The red and black logo is to be displayed on buildings during coldest days of winter.but if we're talking about breaking old habits and forming new ones, it might be something to start doing right now.Simply put a note on the washer, the dryer and the dishwasher as a MUC to watch over are the runts of the litter, financially speaking.All its responsibilities other than lice and sewage treatment amount to nly 5% of its budget.The municipalities on the island pay 80% of the care and feeding of the MUC, of which amount 43% is for the police, 37% for the MUCTC deficit, 8.7% for sewage treatment.Then comes administration at 3.2%, parks (2.8%), assessments (2.1%), Arts Council (1%), air/food inspection (0.4%), economic development (0.3%), and land-use planning (0.2%).The remaining 20% of the cost of the MUC is borne by Quebec, as they pay for most of the borrowing costs of sewage treatment and mass transit.In a way, the most significant service rendered by the MUC has to do with income redistribution\u2014from the rich cities to the poor, and from the suburbs to the central core.Whenever people accuse us suburbs of living off the central core, they never take this little-known mechanism into account.It works this way: cities fund the MUC in proportion to total evaluation and receive services based on population.Westmount contributes as much as Montreal North, which has four times our population.So.What to do with the MUC?Here\u2019s the way | see it: * The MUCTC should be folded into the MUC or sever its links.I tend to favour the latter.Right now, it is neither fish nor fowl.And with the new Metropolitan Transportation Agency covering the whole Greater Montreal Region (with twice the population of the MUC), ultimately the MUCTC, the Agency, and the gallimaufry of fourteen other transport boards should all combine to form a
