it\u2019s definitely for the best.David Berger was \u201cencouraged to resign\u201d by Prime Minister Jean Chrétien so that a safe Liberal seat could open up for former provincial Liberal cabinet minister Lucienne Robillard.Robillard is the star francophone candidate the No side, and Chrétien's own government, badly needs.Berger.it turns out, was expendable \u2014 not exactly a rousing vote of confidence for him, although the party is naturally putting this in the best possible light.St.Henri-Westmount riding association president Simon Potter says there was \u201cgreat disappointment\u201d at the decision that would cost them their longtime MP but, more importantly, there was acceptance.They know it is necessary and that it\u2019s in their best interest if they want to win the referendum.As Potter says, these are not normal political times.The thing is, Berger will be rewarded for his \u201cunselfish™ act with some plumb government job.This starts with his immediate assignment as an advisor on small business financing in the Prime Miniter\u2019s Office but will probably end with something more attractive \u2014 and permanent.One wonders why the PMO didn\u2019t need such an advisor before if they need one now.The truth is, of course, that Berger is not moving to the PMO because he is needed there, he\u2019s there as a reward for his unselfish \u201csacrifice.\u201d The addition of one more salary to federal payroll is an unnecessary payoff but in this case not too many people are likely to complain.It's a small expenditure in the grand scheme of things.One rather refreshing element of this affair is the honesty with which it was dealt.At no time were we told that Berger wanted to leave to spend more time with his family or to pursue other career opportunities.They made it clear that he had been asked to leave so that a star canadidate could be parachuted in.While some will grumble that they are being denied the MP they democratically chose, not many federalists will have a major quarrel with the decision because it makes so much sense.The truth is that this riding would elect anyone under the Liberal banner, especially now.That's why there\u2019s no risk in having Berger resign.Robillard will give the riding something it has not had since Donald Johnston left \u2014 a cabinet minister.There is virtually no doubt that this is what Chrétien has in mind for his soon- to-be MP.Robillard performed capably in her provincial stints at minister of higher education, education and finally health.She was highly thought of \u2014 despite the controversy she had to deal with over the subject of CEGEP reform.Holding major porfolio\u2019s like health and education indicates that a tremendous faith was placed in her by then Premier Daniel Johnson.It\u2019s not hard to see why she would be sought after by the PM.Both Berger and Robillard have said in interviews that they don\u2019t know why St.Henri-Westmount was chosen for the byelection.What's more likely is that they would just prefer not to say.In the first place, there wasn\u2019t a great deal to chose from, given that the Liberals only hold 19 seats in Quebec.Brome-Missisquoi is already holding a byelection but that is to fill a vacancy created by the death of a Bloc Québécois MP, hardly a place Robillard would go.It, like a number of other seats located off the island of Montreal.would be perilous for the Liberals.They want to be certain that Robillard gets elected and makes it into cabinet.Having her defeated would be devastating, both for the government and for its referendum strategy.St.Henri-Westmount is about the safest bet you can find.But there are others.Shirley Maheu in St.Laurent- Cartierville and Warren Allmand in Notre-Dame-de-Grâce were both rumoured to be among those who might have been asked to step aside.But in the end, it was Berger who got the bad news.But don\u2019t feel sorry for him.He will certainly land on his feet, presumbably with a high-paying government job to help him start his second career.\u2014Craig McKee 1Say! : Government should right past wrongs After reading two articles by Hugh Win- sor (\u201cOttawa says no to redress, Gazette,\u201d Dec.15) and Jeffrey Simpson (\u201cThe Liberals refuse,\u201d Gazette, Dec.20), I am genuinely concerned about the state of mind of the current federal government.The party in power used to be the champion of the little guy and human rights.Today, 1 am not certain if | can say the same.Last year.Sergio Marchi said he would maintain immigration levels; this year he cut them.And in the International Year of the Family, he let it be known that in the eyes of the immigration department, the family is you, your spouse and your children \u2014 but not your siblings, and no, not your parents.Two weeks before Christmas, Sheila Finestone issued a \u201cNo!\u201d in response to the Jewish, Italian, Chinese, Ukrainian, German and Indian communities seeking redress.The quotation from Pierre Trudeau is: \u201cGovernment\u2019s main function is to be just in its time.It\u2019s not to try and correct the injustices that have been done to everybody in the past.\u201d The issue here should not be money; the real issue is respect.Canada has three national historic sites commemorating former Prime Ministers Laurier, King and Pearson.Government MPs are lining up to ask Canadians to pay for statues and memorials of Liberal politicians.What is so wrong or so dumb about building memorials to Jews who were turned away by Mackenzie King?About redressing Canadians of Italian and Japanese descent who were detained and interned by King's World War Il government?About apologizing to Canadians of Chinese descent for charging $500 (in 1920s-\"40s money) as a head tax by Mackenzie King?The list goes on.If politicians and journalists are always yelling \u201cCome clean!\u201d to each other.why can\u2019t they just accept that all Canadian citizens want is respect?Instead of playing with words and pitting older and younger generations against each other.why can\u2019t Sheila Finestone just issue an official apology?If Jean Chrétien said Canada should go to Haiti to right an historic wrong, why can\u2019t he fight for the little guys who got \u201cNo!\u201d for an answer?Arnold Kwok MONTREAL \u201cTrough day\u201d could have been avoided Nov.21 was Trough Day.On that day 52 MPs, elected just six years ago, qualified for gold-plated pensions worth $53 million.Of course, they are not really pensions.Getting an MP\u2019s pension is like winning a cash-for-life lottery.After all, what pension pays out after only six years regardless of age?What pension has unlimited protection against inflation?And what pension can legally accumulate two-and-a- half times faster than allowed in the private sector?The rest of us can only dream about a pension so lavish! frightfully dramatic) I hard to get the hang of New and in a cottage near Cambridge.| have watched TV and seen the ball fall in Times Square, listened to Guy Lombardo and the Royal Canadians, partied in private homes and, once, dined and champagned in a big hotel in Bermuda (not recommended).| have celebrated the changing year in Montreal, the San Francisco Bay Area, St.Sauveur des Monts, Jamaica and St.John's, Newfoundland.The outstanding best was once when, at midnight and surrounded by a herd of relations, I skied around an island on Laurentian lake with a huge moon lighting the scene.We howled in what we hoped was lifelike imitation of wolves but probably resembled more the mating call of the common banshee.Fortunately, the only folk around to hear us were (I hope) the odd owl, lynx, fox, moose .and perhaps a disbelieving wolf or two.At some juncture, though, the question inevitably arises: why am | doing this?I feel no compulsion whatsoever to greet the first second of each new day or each new month.I'm generally quite content to let such time segments age a bit before I sample them.Why then must I hang about, eyes at half-mast, body adroop, to see the first instance of yet another year?Why must I don silly hats, make loud noises and watch crowds on television doing the same?It's recalls my copybook days -
