Christmas present for local children HRISTMAS makes us think of children.Children make us think not only of the joys of childhood but of the rights and privileges which are theirs now and in the legacy of adulthood.This legacy includes all the hard-won freedoms which man has won for himself down through the centuries \u2014 freedoms which men likely dared not even dream of in Herod's time.More years ago than we care to count there was a course of study in the schools of Westmount called \u201cCivics.\u201d Perhaps it or something like it is taught today.Our personal recollection of it at Roslyn Avenue School (something has since happened lo that \u201cAvenue\u201d and the kids no longer say \u201cRAS\u201d) was that the subject Was a crashing bore.Perhaps it was meaningless and un- Necessary to a pre-teen (can\u2019t remember the word \u2018teenager\u201d in those days, either!) who was well loved, clothed, fed and otherwise comfortably provided for.Under comfortable circumstances our freedoms and our form of elective government become subjects which seem of scant gainful study.If you seem to have everything, what does it matter how you got it or, for that matter, what you have got?The other day we came across a picture of our class of boys in \u201cStandard II which we hadn* seen for years.The names and faces came back with a rush, of shock and sadness \u2014 to our knowledge over half of these chaps died in the Second World War.In the services we rarely talked about \u2018what we are fighting for\u201d -\u2014 each had his own ideas, if he had any concrete ones.That old \u201cCivics\u201d course didn't help much, either; it was pretty academic stuff.In those days Westmount was run much as it is now \u2014 extremely well administered \u2014 honored by the community he served il is evidence of the high regard ih which he is held by the organization with which he is associated.Philanthropic societies and the several religious organizations depend largely upon the good will and unselfish service of the kindhearted men and women who accept unpaid offices and give the society or association the benefit of their knowledge and experience.Westmount has within its .borders beautiful houses of worship, the congregations of which are made of representative citizens who co-operate with the spiritual directors to advance their best interests.In your issue of the 11th of December a report was given of the presentation to Mr.Hyman Grover who for twelve vears was president of the Temple Emanu-el, The tributes paid him were warmly appreciative of his services for more than a decade and testimony to his personal worth.Mr.Grover is a highly esteemed executive and president of the Regent Mills of Montreal.He is also identified with Nain os \u20ac our personal lives in our own homes.Great pity the local government of Westmount couldn't be used by our teachers as a laboratory \u2014 indeed, a living example of ** what he was talking out.How can a virtually appointive City Council, and meetings whose business is virtually all effected behind closed doors, be an example to children of how the democratic system works?This is another reason why we'll be glad to see an election in Westmount next month.This is why we hope right-thinking people eventually will force truly public Council discussion of public business.H nothing else, it would be a good belated Christmas present to the children of Westmount: to learn first hand of the vital process of free government at its closest and, in a sense, most important level.Examiner Profile Retarded kids helpmate J ,AWRENCE Henry Hall, 251 Percival avenue, Montreal West, for the past 10 years, has campaigned vigorously on behalf of some 40,000 Quebec re- a number of important organ- zations, yet found the time to devote to participation in the activities of this venerable house of worship.One of the great advantages of democracy is the readiness with which men and women of outstanding ability are prepared to give time and means to aid the associations which enlist their services.Mr.Grover has been a long time resident of Westmount and appreciates it as an efficiently governed municipality, that has since its incorporation as a city, been successful in obtaining the gratuitous~ and valuable services of prominent business and professional men to administer its affairs with the same selflessness and public spirit, characteristic of those who constitute the boards of worthy non-profit association.Bernard Rose lack of oxygen ai birth.He originated, with several others, the Association for the Help of Retarded Children (Quebec) Inc.now known as the Quebec Association for Retarded Children, and served, not only as chairman of the steering committee, but as treasurer, secretary and as president (for four years).National prexy He then carried on in the formation of the national body, the Canadian Association for Retarded Children, of which he is still president, having been elected to office in 1956, and re- clected in September, 1959, at a Dominion-wide conference.Perhaps the most significant part of his work to date has been the national aspect.At the present time, there are eight prominent Canadian scientists represented on the board of the Canadian Association for Retarded Children, headed by Dr.Wallace Grant of Winnipeg.Soon, that number will be increased to 20, with representatives of allied fields of psychology, psychiatry, obstetrics, maternal care and child welfare, gynecology, biochemistry, genetics, microbiology and others participating.The problem is one which touches upon many areas of research, and for this reason, the Association expects to receive some financial support from the newly-established Queen Elizabeth Fund.Mr.Hall and his colleagues have been working as closely as is feasible with limited funds in the World Mental Health organization of the United Nations, because of the benefits accruing from exchange of information and ideas with re- search scientists in other countries.The United States is well advanced, but European countries more so in research and application of findings concerned with mental retardation.Mr.Hall attributes much of the advance in the past decade to an increasing awareness on the part of the public of the problems involved in caring for and rehabilitation of the retarded children, although as Mr.Hall points out, mental retardation is brought about in so many ways, by no means all hereditary, and under no circumstances, anything of which to be ashamed or reticent.Birth damage Brain damage at birth or sustained at any time throughout the growing stages, by accident or disease, can put a child or person in the mentally retarded category.Like so many other areas of medical disability.this is one in which the situation may improve momentarily through the efforts of research workers.Of the 40,000 aforementioned, some 30,000 are educable, Mr.Hall claims.For these, Mr.Hall and his colleagues maintain, there should be institutions established in Quebec and elsewhere, with trained personnel and a curriculum designed to give them all possible rehabilitation.The greatest need is for trained personnel, which makes a four-point program almost imperative.Financial assistance, housing, education, and training programs for personnel.Some private schools exist, with a scale of fees commensurate with the parents\u2019 ability togpay.The Association, on all three levels, local,\u201d provincial; and -national, has co-operated: to set up limited; facilities, such as the two schools operated by Cote St.Luc Road, the other on the Montreal Branch, one on St.Lawrence boulevard, another by the Lakeshore Branch in the Montreal lakeshore area, another in L'Abord a Plouffe, and still others in Hull, and Sherbrooke.In addition to these, some 2,500 children are being handled in classes set up by the public and separate school system.in the City of Montreal by the Protestant School Board, 20 classes, and by the Catholic School Board, 125 classes.Still, the need is so great that provincial legislation is indiz cated, for the establishment of institutions, vocational training classes, and a personnel-train- ing program.Campaigns only To date, funds have only been raised through annual campaigns, such as the one to be conducted this coming March by the Association, at which time workers will attempt an objective of $200,000.Just having parents of retarded children coming forward to join the movement is inspiring,- Mr.Hall says, although all interested in the work are welcomed.At one time, Mr.Hall spent much time in woodworking, sports and public speaking, but with his work in the Association, has relinquished all hobbies but gardening, and a longtime love, designing houses (he designed his own in Montreal West, colonial-type).He writes articles on his work in the field, and on current developments whenever the need arises.He is understandably enthusiastic about the progress, albeit slow, the movement on behalf of mentally retarded children has made in the past decade, and looks involved story behind it.It is cssentially a technical tour de force.For instance, four mobile visual - radio - wave relay stations have had to be specially installed in the countryside to relay the broadcast from Sandringham House to Birmingham, and thence by permanent cable to London.All these links are in duplicate.This is about one-third of the BBC's total mobile radio link equipment and it is assembled from all parts of the country.During the broadcast, altogether 35 people \u2014 including Post Office electrical engineers \u2014 are busy controlling, checking or standing guard over the Sovereign to televise the Christmas message.An easy transition?Just a question of putting a camera in front of her while she made a radio broadcast!
