machinery for the registering of the voters will immediately be set in motion.In spite of the efforts of the election officials who try to do everything possible to ensure that every qualified elector is registered, there inevitably will be many omitted from the lists.Sometimes these omissions are due to negligence on the part of the enumerators; more often, however, they are due to indifference on the part of the elector \u2014 indifference, that is, until he finds he is not on the list, then there is trouble for the harrassed election staff.: Many residents believe that because they are taxpayers, their names are automatically on the lists, as in a civic election.So they neglect to take the necessary steps to make sure.In a federal election, as in a provincial election, a new list is made for every election by enumerators on a house-to-house visit throughout the riding.These enumerators are required to call at each home twice: if they fail to find anyone home on the second visit, but fortunately, and also from the earliest times, there have been men who viewed life from a less materialistic angle.And so, almost automatically, society divides itself into two camps: those who find their greatest satisfaction in serving, and those who still believe in \u201cevery man for himself \u2014 there is no other\u201d.History, said Mr.Dodds, has shown us that every few centuries the world has produced outstanding examples of both types.In our own lifetime we have seen the growth of militant youth groups under Nazi, Fascist and Communist sponsorship;
