lot and made arfange- \u2018ments for the tehants to move to another location.Montreal is is Irked By Court Decision On Water Increase The decision of Mr.Justice, A.Smith, who last week ruled that the attempt by the City of Montreal to jump the water rates of Westmount and Outremont by one-half of one percent was illegal, has apparently brought the question of annexation one step nearer.It is understood that chairman J.O.Asselin of the Executive Committee of Montreal, who holds a similar position on the Metro= politan Commission, will begin a campaign next fall to bring about annexation of all municipalities now in membership with the M.M.C.It is learned that plans for a Montreal Island utilities authority are already drafted.The drafting, according to our informant, was done by a well-known New York financial expert.The decision in favor of West-* mount and Outremont was not well received ky the City of Montreal and it is most likely that an appeal will be entered.Montreal Executive Irked The Montreal Executive are irked by the fact that Montrealers must pay more for water than residents of Westmount or Outre- mont.This, they claim, is unfair.In losing the court action the City of Montreal also lost $35,000 in annual revenue, which is approximately the amount that the additional 44% would have brought into the city coffers.Montreal authorities point out that the water rate is the same in all three cities, but Montrealers have to pay for all capital expenditures and improvements in the water system while the other two, Westmount and Outremont, do not.Montreal City authorities feel that it would be adding insult to injury to allow residents of Westmount and Outremont to pay a lower rate.In some quarters it is believed that Montreal may have a special bill introduced at the next session of the Quebec Legislature to bring the rates of the two municipalities in line with those of Montreal Another school of thought thinks that the inter-city contract cannot be broken so easily.Suburbs Not Co-operating It will be recalled that Councillor Frank Hanley, a member of the Montreal Executive Committee and also an ML.A.at Quebec, was quoted in The Examiner of June 15 as saying: \u201cThe action of Westmount and Outre- mont showed that Montreal was not getting the co-operation of outside cities and towns.The time was fast coming,\u201d he said, \u201cwhen the provincial legislature can no longer allow this situation to exist.Montreal is now providing millions of dollars for water system improvements to benefit not only Mofitreal taxpayers but also others of nearby municipalities\u201d.Westmounts argument in the case was based on the fact that Montreal is bound by the franchise contract and by its own City Charter to Yimit the water rate in Westmount to 74 %.Mr, Justice Smith upheld the Wesimount contention and disallowed the increase sought by Montreal.It would appear that the fight has only just begun and that suburban Dies: Dedicated To Church Work Final tribute was paid Mrs.Eleanor Yearwood, \u201ca dedicated church worker,\u201d at her funeral service held at Stanley Presbyterian Church Tuesday.Mrs.Yearwood, 67, of 2287 Wilson Avenue, took a prominent part in all church activities at Stanley Presbyterian, where she had been a parishioner for many years.The service was conducted by Rev.J.D.Wilkie, minister of Books Being Delivered Delivery of 384,500 copies of Montreal's new telephone directory throughout the metropolitan area began Monday.Approximately 125 men, working with 14 trucks and more than 100 hand carts, started the door- to-door delivery in the west end and, later this week, moved into the north and east sections.Next week, distribution will be in downtown and uptown business sections of the city and in Verdun.Several space-saving changes have been made, Including an increase in the number of listings to a page with no change in type size.The new book has 852 alphabetical pages and
