the City of Westmount were established by the Westmount City Council recently when they read a draft of four amendments to the present by-law.Under the new provisions, Article 22 of by-law 555 reads that, \u201con a corner site or lot, if both of the bordering streets are in the Commercial zone, the Council shall have the discretion to modify any or all of the foregoing requirements.\u201d Under Section two, Article 24, the old specification is repealed in place- of the following: \u201cIn every district that aggregate area of all buildings on a site shall not exceed 90 per cent of the area of a corner site, or 85 per cent of the area of an interior site; provided, however, for corner sites in District E and F, the Council shall have discretion to increas\u201d the norcentage of area of buildings other than residential buildings.\u201d In Section three, à separate item to immediately follow article 26, and to be known as 26A has been authorized by the Council, and reads: \u201cWhen a site or lot borders on two streets which are approximately parallel to each other, it shall be deemed to have a frontage on each street to the extent of the half of site or lot adjacent thereto or to such other extent as the Council or application of thé owner may decide.\u201d Also submitted and authorized by the Council was a paragraph in Section four, following article 38, which reads: \u201cExcept as provided in Article 38, no building shall be used or occupied in, any district or place if the erection or conversion of a building in such district or place for the same kind of use or occnpation is forbidden by this by-law.\u201d Ladies\u2019 Night at Rotary Wednesday Westmount Rotary Club will hold ladies night at the Unity Boys Club, Greene avenue, on Wednesday December 8 at 6:30 p.m, This will be a regular meeting of the club and will replace the luncheon meeting of that date.The Fellowship and Program Committee have a grand evening's entertainment lined up and only require a full turnout of members to make it a great success.Guest speaker for the occasion will be Wesley Mason who is presently touring Europe but will be home in time to tell members and their- effort to play their part in the Metropolitan traffic situation, the Westmount City Council authorized that no parking be allowed on the entire length of Sherbrooke street that runs through Westmount during the rush hours of the day.Under the new specifications which are already in effect, no parking on the south side of Sherbrooke street will be allowed between 7 and 10 a.m.From 4 to 7 p.m., no parking will be allowed on the north side of Sherbrooke street.A spokesman for the Westmount City Council pointed out that this is the second time in a year that the Council have authorized no parking on busy streets.The Boulevard was affected by a similar ruling during the summer, and the success of the move moved the Council to authorize the same plan on Sherbrooke street.The spokesman also pointed out the the east and west ends of Sherbrooke street, running in the City of Westmount, have been paved and widened to facilitate the flow of traffic even more, He said that plans are now being drawn up to re-pave and perhaps widen the central part of that street, with the work possibly taking place next year.Westmount Parks Dept.Prepare Skating Rinks Superintendent of Westmount Parks Department, E.J.Anderson, states that many thousands of residents visited the greenhouses to view the annual chrysanthemum show which is fast drawing to a close.Mr.Anderson advises that the conservatory will be open to the public for one more week, but only during the day.Although there were not so many plants on exhibition this year, the show did not suffer in quality, and the blooms have evoked many expressions of admiration from the many visitors, some of whom came back for a second and third look.# Asked by The Examiner as to how the skating rinks were shaping up, Mr.Anderson said that the Parks Dept.had started this week to erect the rink panels, and that the rinks would be ready for the skating and hockey season in a matter of days.This year, rinks will be available at the following locations, Western avenue, King George Park, Roslyn School, Prince Albert Park, Queen Elizabeth Gardens, Queens School, Staynor Playground with a figure skating rink on Westmount Park.Hours will be allotted for hockey with the rinks at other times being used for skating only.With this number of rinks there should be plenty of opportunity for the hockey teams to get in plenty of practice without interfering too much with the younger children who wish to skate only.\" Queens School Subject of Talk \u201cQueen\u2019s School\u201d was the title of the talk given by Mr.Andrew Pitcairn, Principal of the School, to a large group of parents on Tuesday evening.Whereas the discussion was a general one, Mr.Pitcairn laid great stress on the value of reading.Little homework, as such, was given in this school, but the pupils had an extensive and interesting reading program which had been drawn up with the help of Miss Gwen McEwen of the Westmount Junior Library.Mr.Pitcairn Westmount, on Wednesday, November 29, and Thursday, November 30, is no stranger to local audiences.Mr.Wilson appeared at Victoria Hall in May: of last year, and in 1936 he sang leading roles with D'Oyly Carte Opera Company at His Majesty's Theatre here.Wilson besides singing solos will team up with Miss Francis Derry, mezzo-soprano in several duets.Miss Derry is a star in her own right, and is readings were given to the new building code for the City of Westmount, by the Council at a recent meeting and nbw awaits the official acceptance of the plan by Provincial authorities before going into effect.The passing of the new by-law marked the end of a complete and careful study on the building code for the City.A special committee, with A.Campbell Wood and J.Cecil McDougall, acting as official architects, worked for more than two years in designing the code.It.was brought out in the form of a more than 200 page booklet, care- ! fully divided into five scparate parts and covering all aspects of building.A spokesman for the City pointed out that the new code, which will replace the present by-law first passed in 1919, is based on the National Building Code, and retains all the desirable features pertinent to Westmount.He pointed out that some of the features in the Westmount area were not desirable, and had been deleted from the new plan.The five sections of the bools include administration, definitions, structural requirements, fire protection and health and sanitation.It was pointed out that the entire by-law is modern, making provisions.for the latest technical machines and the latest materials to be used in present day building.\u201cIt is a modern code in every way,\u201d the spokesman said.St.Leon, St.Paul Parents\u2019 H&S Assn Holds First Meet The recent meeting of the Association des Parents.of Academies St.Paul and St.Leon de West- mount, the first of its kind, proved very successful.Rene Lagarde, the new principal of Academy St.Leon, addressed the meeting which took the form of a questions and answers forum.The discussion brought out many points wherein parents could help the child by example and by taking a keener interest in the child's progress at school.At the conclusion of the conference a visit was made to the various school-rooms under the direction of the teachers of each grade.Tea was served by the ladies of the Cercle
