that within the next (Continued on Page 2) Vehicle Garage Contract Passed Three money bills were passed by the Westmount City Council at a.meeting, Monday.The largest of the three was the approval of a contract for the building of a vehicle garage at the Bethune street yard.The Council \u201cauthorized a tender of J, L.E.Price and Company Limited, for $128,680, including extras and changes required.They also authorized the purchase of additional equipment for the new electrical sub-station on Oliver avenue, amounting to $1,044, while the third purchase to be made by the City will be for has been dumped on Westmount Park at the corner of St.Catherine and Lansdowne, close to the Royal Montreal Regiment's Armory.The snow pile appears to be about 60 feet in height and should create a fair sized stream down the Glen when it starts to meit.Presumably the city works dee partment are acting on the suge gestion made by Royal Werry, K.C., that vacant land, farm land, and parks, should be used of dumping the snow rather than dise pose of it by the more expensive method of melting it in the plant at the Glen, as has been done pres viously.The recent shortage in coal du@ to the strike of the miners may have had some bearing in the dee cision to try out this new method of disposal.True Power Of Education Stressed At Rotary Club \u201cMore and more in our community we are beginning to realize the power of education,\u201d Heber R.Matthews, guidance consultant of the Montreal Protestant Central School Board told members of the Westmount Rotary Club at a luncheon meeting, Wednesday.Speaking in connection with \u201cEducation Week,\u201d Mr.Matthews outlined the four basic frontiers of education today, and paid particular attention to the fight against mental illness.He said that four of every 100 students in the public schools today would end up in a mental home and that another two would be juvenile delinquents.\u201cMillions and millions of dollars are being spent on curing and keeping the mentally ill and the delinquent, while only nickels and dimes are being spent on preventive treatment,\u201d the speaker said in drawing a comparison.He also maintained that the greatest defence Against communism \u201cwithin our country was the teaching of democracy and clear understanding of the world, pointing out that this is best ace complished when the children are first going to school.\u201cThe individual must think for himself so he won't be swayed by every idea that is presented,\u201d the speaker continued.The fight for recognition was also stressed by Winchester Avenue, Westmount, on Wednesday, in his 82nd year.Mr.Rimington was born in Calcutta, India.He joined the Sun Life shortly before the turn of the century, and continued to serve the company for 37 years, retiring 15 years ago.On his retirement Mr.Riming- ton made a leisurely tour of the world.He was a member of an old English family, which could trace its history back as far as 1553.Mr.Rimington was very active in masonic circles, and had been a member of Ionic Lodge No.54 for over 45 years.There are no survivors.Funeral services were held on Friday from Trinity Memorial as given by Philippe Je- mael, Director of the Sales Tax Department of the Provincial Government at Quebec.Since January 1st, sales tax must be paid prior to the transfer of an automobile license in case of an actual sale.The enquiry was prompted by the fact that in some cases when an automobile was donated to a relative, the Montreal office of the treasury department demanded payment of the sales tax.Mr.Jemael states that when payment was made compulsory before issuance of an automobile license, personnel were instructed to make no exceptions.\u201cHowever\u201d, he stated \u201cemployees at Montreal offices should advise persons who claim that their cars have been given to them by relatives, to refer the case directly to the Quebec City offices\u201d.In any case involving the transfer of a car donated, interested parties should write directly to the director of the Sales Tax Department.The letter must be accompanied by a certificate of donation, elear- ly stipulating the automombile is being transferred without any exchange of money, and asserting that the donation is bona fide.Percentage of transfers of ownership not including a sale of some kind is extremely small, and the sales tax director said that it amounted to \u201cless than one per cent\u201d, The fact that donations are rather rare, caused the instructions to be issued to consider all comfortable.Mr.Hutchison in discussing this heirloom, said that his father made the chair more than 65 years ago from the horns of steers sent to his canning factory for slaughtering.Some of the horns are four to five feet long, and measure as much as 10 inches around the base and taper to needle sharp points.Mr.Hutchinson recalls that as a boy it was his chore to have to polish the horns in the chair, and during his boyhood he formea a great attachment for this rather awesome chair.Polishing a Chore Polishing the horns was quite a complicated business, as first the horns had to be scraped
