by the Misses E.and N.Raynes.Gift Of $5,000 To Public Library At the Westmount City Council meeting on Monday night, Alderman W.L.Macklaier, K.C., \u2018was appointed Acting Mayor for the months August, September and October.x x x The council has received and acknowledged a gift.of $5,000 which was donated by the estate of Mary Solace Saxe, to be used toward the extension of \u2018\u2018development of work with children\u201d - in the: Westmount Public Library.\u201c According to Council, the money will be placed \u2018at the disposal of -the library trustees immediately.Miss Saxe was for thirty years fibrarian in Westmount and retired in 1931 because of ill health, to be succeeded by Miss Jenkins whe is still there.\u2018 Miss Saxe died on May 27, 1942.\u2019 Unattended Horse Causes Accident | While a Canada Bread driver was eating breakfast in a nearby restaurant, his unattended.horse and wagon proceeded west on Sherbrooke St., and striick a car driven by F.Bentley, of Sauger- ties, N.Y., damaging the left front fender and the front bumper, on Monday, at 9.55 am, Const.A.Chesner investigated the accident, FREE CAR WASH After stopping to let a sick passenger out of his car, W.J.Racicot, 4590 Ridgevale avenue, started up again only to run into a hydrant in front \u2018of 4400 St.\u2018Catherine St.W.The right front fender of the auto was torn and the hood of the engine buckled.Lt, F.G.Porter investigated: 2 Athletic Ground War Memorial Suggested Walter Smail, who has been connected with the sport scene in Westmount and Montreal for many years, has come forward with the suggestion that the Westmount Athletic Grounds (the former M.A A A.grounds on St.Catherine St.) should be turned into a memorial to the dead of the last two Great Wars.This, in.Mr.Smail\u2019s mind, would serve as a lasting and useful tribute to the 1st and 2nd World War heroes, instead of the plain monument now in front of the City Hall, which many people feel serves no useful purpose outside of being nice too look at.; At present, the W.A.G.clubhouse is leased to thé Dominion Government and their ! does* not\u2019 expire until Mäy 1, 1950.But it would take at least that long to complete Mr.Smail's plan, so that both sections would be ready for use at the same time.His plan calls for the track which is now being repaired, financed by the mount Athletic Grounds turned into a real place for sportsmen to gather and train, contends Mr.Smail, would be a big step towards starting a renewal of interest by the youth of the city in participating in sport events.Well Qualified Speaker Mr.Smail is in a good position to speak on sport problems, having been intimately associated with many games for a large number of years.In 1936, he was manager of the Dominion Junior Champions \u2018known ag the \u201cIndians\u201d.Of the thirty boys on the team, ninety per cent served overseas and three were killed.A son of his,Walter Douglas Smail, served in the Black Watch Regiment and was killed a month before the end of the war in Europe while fighting in the Hoch- wald Forest.Walter, Jr, was a member of the Canadian All-Star rugby St.Joseph'g Oratory.First history of the estate according to City Hall records shows that the land was bought by Charles Bowman at a Sheriff's sale on April 20, 1828, Charles Bowman bequeathed this.land to his son Charles for his life, without power to sell, and he, in turn, left it to his three daughters, Elizabeth, Ann and Victoria, and to his son James, the share of each child at death to go to his or her children in equal shares.In 1899, Charles Raynes declared that the property known as lot 239 of the Parish of Montreal was possessed by Dame Elizabeth Bowman, widow of Robert T.Raynes and by her eight children, Charles, William, Anne, Dora, Mary, Ethel, Nora and George Raynes, as substitutes under the will mentioned above, This substitution was in favor of the children of Charles Bowman, whose eldest son died unmarried and the children of Elizabeth Bowman who survived her brother.He declared also that the same Elizabeth Bowman succeeded to the entire estate as being the sole survivor of his five children, the other three having died unmarried, In 1922, a deed of cession was \u2018signed by the Misses Anne, Dora, Mary, Ethel and Norah Raynes, giving several open to the public and draw large crowds.Open discussions and questions at these meetings usually draw forth all shades of views.Y men encourage these expressions, having found that in genuino- ly free discussions vicious ideas and motivations are easily exposed and discredited.The over-all picture of the Czech Y movement shows 14 city and 9 student associations with a membership of over 6,000 members.Of these, at least 700 serve on Boards and committees or act as leaders in some Y group or service project.Secretaries number 17 full-time and 7 part-time.Over 4,500 are registered in formal education courses and thousands of non-members participate in Y-sponsored or Y-housed lectures and public meetings.Now being reorganized are the old Church YMCA Groups, of which there were 365 before the war, with 10,000 members.The biggest city association is the central branch in Prague, where a prewar membership of 1,500 has risen to 2,700.The favourite Y activity in the summertime is the operation of 14 camps.This year 3,382 boys end girls spent vacations awer- aging 26 days each.In addition, the Y helped the camping situation all over the country by conducting training courses for camp leaders from the government and other welfare agencics.Fastest comeback of all the associations wiped out by the war has been staged by the Bratislava branch in Slovakia.This association, which 2 years ago was down to rock bottom in equipment and supplies, now has 4 secretaries, 85 teachers, 5 clerks and 35 other employees.Its educational program overshadows that of every other YMCA in Europe \u2014 3,325 students in 141 classes, with courses including: automobile mechanics, English, Russian, tailoring, fire-fighting, and commercial subjects.The school publishes many of its own textbooks and many of its students attend on scholarships.The Y's dormitory in one year has given 4,109 people temporary lodging.; es Industrial health experts estimate that every year more than one per cent of induced by a particular item, it is too often directed to alleged faults of administration in the department concerned rather than to the point of interest to the taxpayers, namely, whether the proposed expenditure is necessary or advisable.Thus the irrepressible Jean François Pouliot, on the last day of this year\u2019s session, used the estimate of $93,972 for salaries in the Prime Minister's office as an opportunity to press an inquiry into the Prime Minister's plans.He was no more successful in eliciting a definite statement than other inquirers have been, but he avoided criticizing the estimate itself.Mr.Blackmore, the same day, on a vote of $2,253,340 for administration of the Department of Veterans' Affairs, filled several pages of Hansard with evidence that seems to show need for investigation of some phases of that department\u2019s work, but refrained from suggesting that the item should be reduced or eliminated.In fairness to members of Parliament, it must be remembered that they have to work with the departments whose estimates they pass, and might find it difficult to get cooperation from an official if an economy advocated in the House entailed the loss of his job.It may even be that, since M.P.'s must think of their chances of re-election, they should not be expected to advocate specific economies that might arouse the wrath of the civil service.If this is so, it may well be wondered how economy in general is ever going to be brought about.Members could do a good deal, if they | simply got stubborn.For one thing, they could insist that the estimates be brought before them in plenty of time to allow for full examination and discussion.They could refuse to discuss other legislation until the estimates were out of the way, and they could refuse to pass supplementary estimates unless it was clearly shown that they were in the nature of an emergency.After those points had been gained, general economy would be the next step.Deputy ministers should be instructed to cut every estimate by ten per cent from the figure of the previous year and warned that they would be held responsible for keeping within their own budgets.They would be given a free hand in working out the details of changes to be made, whether these involved reducing staff, eliminating some work of their departments or economizing on travelling expenses or purchase of supplies.Economizing would not necessarily entail a sudden dismissal of large numbers of civil servants.Some departments now overstaffed could transfer some personnel to others that are short-handed.Adoption of a general policy of not taking on new staff to fill vacancies caused by retirement might be the most painless method of adjusting the civil service to the new order.The point to be kept in view is that the civil service must be responsible for doing the saving, so that no political party or individual member should be blamed for somebody's favorite nephew's loss of a government job.Parliament's only task is to get tough.HAZARD FOR PRIVATE BUSINESS In the forefront of the C.C.F.program for a Socialist state is government ownership and control of all the chartered banks.By this shrewd move the party would aim the &xe at the roots of the free entreprise system an with one blow leave manufacturers, merchants, farmers, everyone in the county, at the merey of the state planners and THE EXAMINER, their bureaucracy.Bank credit is the lifeblood of business and once it were made subject to government control the planning and investment boards which the C.C.F.propose to establish could turn it on or off at will.Every business needing bank credit would be at the mercy of the state planners.The criteria for a bank loan today is the collateral that can be put up, or the character of the borrower and the prospect of the repayment of the principal when the note falls due.The chartered banks as they are now constituted and owned are not concerned with the borrower's politics or whether he has the right social outlook.They are not concerned about holding back one business while pushing another ahead.Their single motive is loaning money and their very impersonality assures impartial treatment to borrowers.If the borrower is a good risk he gets the loan.If he is a bad risk he should not have the use of the depositors\u2019 money, irrespective of whether the bank is privately or publicly owned.It is impossible to believe there would be an impersonal, non-political atmosphere if the.banks were under the government's thumb.How much impartiality could business me nexpect in obtaining loans when the boards managing the banks \u2014 there would probably only be one bank \u2014 had instructions from the government to engage in social planning.\u201cPlanning,\u201d of course, would hold a high priority.The platform prepared by the national executive of the C.C.F.states the main functions of the national investment board would be to determine \u201csocial priorities and promote the most beneficial timing and location of both public and private investment.\u201d The board would also be told to exercise its influence in encouraging development geographically.In such an atmosphere the time-honored functions of banking would take a back seat to state planning.The C.C.F.government in Saskatchewan has established an Economic Advisory and Planning Board which is described as the over-all planning agency of the government.It consists of four cabinet ministers, two economists and a legal counsel.This is the body which is guiding commercial development in the province.The political aspect is apparent.It would similarly be apparent in the board which the C.C.F.would establish to manage state-owned commercial banks.Obviously the C.C.F.desire a political influence in banking to attain their social ends, otherwise there would be no purpose in their seeking the nationalization of the banks.Political control over the issue of bank credit would be the power to destroy any business which did not have the approval of the government in power.The C.C.F.dislikes the profit motive.It could kill all business which makes profits by the simple expedient of withholding credit.\u2014 Toronto Telegram.SHOWERS IN LUMBER CAMPS \u201cIt is a far cry from the old-time lumbermen\u2019s shanty to the modern camp for woods- workers,\u201d stated the Honourable Humphrey Mitchell, Minister of Labour, in releasing a report of Department of Labour inspectors covering wood camps in which Displaced Persons have been working.The Minister's comment was prompted by the section of the report dealing with living conditions in 62 camps where more than 3,000 Displaced Persons were employed during last winter.Every camp visited supplied white bed linen.Most camps had steam baths and some had showers, recreation rooms with motion pictures.Working side by side with Canadian woodsmen, sharing with them the facilities of these modern camps, enjoying the same privileges, earning the same wages, the majority of these men from Europe are more than satisfied with their treatment in Canada, it was made clear by the report, the | Minister pointed out.Analysis of the report shows that 38 camps had motion pictures periodically, 49 had radio or telephone communication with the outside world.In 29 camps, recreation rooms provided and in some of the others, plans are.under way to construct recreation rooms.Eiectricity provided lighting in 31 camps, 27 had gas lamps, while only four used kerosene lamps.Average earnings for those on piece work was $7 per day, and for those on day labour $5 to $6 per day.Most of the camps were from 35 to 40 miles from the nearest settlement, but transportation was usually available,
