building on the present site of Westmount \u2018Taxi Service on the east side of Greene Avenue is planned, according to information released this building will be known as the Westmount Food Centre, and will be a two storey structure equipped with refrigeration lockers, for the use of the public on a rental basis, and a store specializing in the sale of fish, meat and fresh vegetables on the ground floor, and that the upper floor will contain a large dining room.Work preliminary to actual construction of the building has already been started with the construction of a contractor's shack dr * now under way on the property.To make way for the construction of the new building, West- mount«Taxis Service Reg\u2019d, owned by P.T.Golden, has been granted a permit to establish a taxi stand on the vacant property at the south-east corner of St.Catherine Street and Metcalfe Avenue.Provision in this permit granted Mr.Golden allows for the operation of 15 cars.An interesting sidelight in this connection is that a shack was seen going up on the property occupied by the Western Taxi, across the street from the present location of the Westmount Taxi Service.It was thought this might be for the use of the drivers, but upon inquiry, the answer was given that the same construction company which will erect the proposed Westmount Food Centre on the east side of Greene Avenue, is going to build on the west side also.It could not be learned what the latter building is to be, or when and where the Western Taxi stand will move.One Injury Listed In Ten Accidents During Past Week Ten traffic accidents are listed at the Westmount Police Station as having occurred in the municipality within the past week, as the Examiner goes to press.All were reported to be of a minor nature, and only one personal injury is listed.- Alfred Binns, of 11 - 15th Avenue, Lachine, received a shaking- up and a bloody nose, when the vehicle in which he was riding as a passenger westward on Sherbrooke Street, struck the rear of a tram which had stopped at Melville Avenue, around 11.30 p.m., on Saturday.The automobile driven by: Stanley Binns, 271 - 7th Avenue, sustained considerable damage to its front end.Joint Meeting Of C.CF.Clubs The Notre Dame de Grace and Westmount C.C.F.Clubs will unite for the purpose of holding a joint meeting in the Oak Room at Vie- toria Hall on Wednesday.This will take the form of a symposium to be held by George Tompkins, Gordon Galbraith and William Dodge, of the Verdun, St.Lawrence-St.George and West- mount C.C.F.Clubs\u2019 respectively.Subjects to be discussed include \u201cSome Constitutional Problems Facing a C.C.F.Government\u201d, \u201cThe C.C.F.and Banking\u201d and a wide audience participation is anticipated.The meeting is open to the general public.- week.It is said that the new Higher Birth-Rate Recorded For 1947 At Local Hospitals Statistics released from three local hospitals show an increase in 1947 in the - Birth-rate over the previous year and that boys once more are in the majority.Thrity-one sets of \u201ctwins were also recorded during the past year, a total of two sets of twins over figures for 1946.Herbert Reddy Memorial For six consecutive years, boys have held the majority at the Herbert Reddy Memorial, Hospital, 4039 Tupper Avenue, this year's total being 655 boys to 598 girls in the 1253 total recorded.Eleven sets of twins are included in this total which is a decrease from the 1946 figures when thriteen sets of twins were recorded from 984 births.- \u2018 The boys topped the girls 534 to 450 in that year and again in 1945 with a total of 390 to 354 girls, and eleven sets of twins.In 1944 they again topped the girls with a 384 to 340 margin.Homoeopthic Hospital A total of 868 babies were born at the Homoeopathic Hopsital, 2100 Marlowe Avenue with the boys gaining a slight majority, 435 to 433, Included in this total were ten sets of twins, seven more than the total for 1946 when 799 babies were born there.Girls headed the number of births in 1945 with a total of 367 to 354, and in 1944 they were on the short end of a 385 to 345 record.Catherine Booth Hospital Of 1459 babics born last year at the Catherine Booth Mother\u2019s Hospital, 4400 Walkely Avenue, 780 were boys, 679 girls.Ten sets of twins were also on record as compared with the sixteen sets of twins from 1399 births of 19486.Catherine Booth Mother's Hospital is operated by the Salvation Army and had a total expenditure of $94,522,19 with an operating deficit of $2,760.61, is latest report.Alderman J.S.Cameron Appointed Actng Mayor Alderman J.S.Cameron was appointed acting mayor of West- mount for the months of February, March and April at the last council meeting, to replace the present acting mayor, Alderman G.L.Fowler, it was announced this week.The acting mayor automatically becomes chairman of the general committee, in which the mayor sits as a member.WESTMOUNT, FRIDAY, JANUARY 30.1948 of Major D.J.Corrigall, D.S.0., M.C.who is retiring September 1st.Percy Jarman Tells Rotary Club About Rotary Magazine \u201cRotarian\u201d \u201cThe January issue, 1948, marks the 37th anniversary of our magazine,\u201d declared Rotarian Percy E.Jarman, addressing the Rotary Club of Westmount on the subject of \u201cThe Rotarian,\u201d the monthly magazine of Rotary International.Mr.Jarman was introduced by president Bud Close, who pointed out that he is a past president, having been fourth president of the Rotary Club of Westmount in 1933-34, and that under his able leadership at that time funds were raised to found Weredale Cangp, which is \u201cwithout a doubt the finest such Canada.\u201d The first number of the Rb-+# tarian was issued in January, 1911, under the name \u201cThe National Rotarian,\u201d said Mr.Jar- man, adding that 5,000 copies were printed at that time.This year, the presses have printed 275,000 copies of the January \u201cRotarian\u201d and 31,000 copies of the \u201cRevista Rotarian\u201d.The combined output is now read by so many people that Rotary International is calling it the \u201cUniversal Reader\u201d.Because the magazine is paid for indirectly, and is delivered to each Rotarian each month, Rotarians are apt to take it for granted, but the \u201cRotarian\u201d is perhaps.the best buy on the market, and is one product that has not free (Continued on Page 2) Camp in Quebec, and perhaps in Youth Sentenced To Penitentiary For Repeat Theft Joseph Rogers, 20, no given address, was sentenced to a penitentiary term of two years when he pleaded guilty before Recorder C.A.Hale, on Tuesday, to three charges of breaking and entering and four charges of theft of an automobile.All three offences occurred at the property of the Imperial Oil Service Station at the corner of Sherbrooke Street and Grosvenor Avenue in the space of the last three months.As the result of a telephone call reporting a loiterer to the police station, young Rogers was apprehended near the site of his previous offences and taken to the police station.Under questioning, he stated that he had broken into the station on three previous occasions, and each time had taken one of the cars parked inside.Within a day or two he had returned the car stealthily and slipped away.The apprehension of the thief was made possible by the co-op- eration of Mrs.Maxwell, of 4775 Sherbrooke Street west, who immediately reported her suspicions of the man who was obviously loitering.- = PRICE\u2014THREE CENTS St.Andrew\u2019s Choir Honours Fred Whitely On Thursday evening of last week, following their last choir rehearsal under the baton of Mr.Fred Whiteley, the choir members of St.Andrew's United Church, Westmount, held a farewell reception in his honour pending his retirement at the end of January.Mr.Whiteley was the organist and choir director at St.Andrew's Church for more than thirty years and many past members of his choir were also present to wish him God speed.A presentation of a chair was made to Mr.Whiteley by G.Leslie McCrae, chairman of St.Andrew's Music Committee, on behalf of the choir, and Mrs.W.H.Lewis, president of the choir, presented Mrs.Whiteley with a handbag and cheque.- Following the presentations, Mrs.Harold Mills joined Mr.Walter Neal in a duet called \u201cThe Promise\u201d, frequently sung by them in time past, following which Mrs.Mills sang \u201cMy Prayer\u201d and a Scottish ballad.Refreshments were then served, the pièce de resistance of these being a cake made by Mrs.D.O.Bremner, which she NOTES Westmount Boys\u2019 and Girls\u2019 Hobby Show \u2014 March 31st to April 3rd.At the last meeting of the West- mount Boys\u2019 and Girls\u2019 Hobby Show Committee, composed of representatives from the various schools in the Westmount Area and from other Youth serving organizations, it was announced that the dates of this year's Hobby Show will be \u2018Wednesday, March 31st to Saturday, April 3rd.Members of the Hobby Show Committee are canvassing various firms and stores in the Westmount Area for advertis- - ing, so that the Annual West- mount Boys\u2019 and Girls\u2019 Hobby Show booklet might be published.Some 2500 copies of this booklet will be distributed personally throuhout the Westmount area, and this will serve as a syllabus of the show.A department of special exhibits photography will be considerably expanded this year as materials are now available which were difficult to procure during the war and immediately after, and that this year's show, operated by the boys and girls themselves, will be even more successful than shows of previous years.At the last meeting of the West- mount Boys\u2019 Work Committee, members of the Friday Nite Club presented their Constitution for acceptance, and an interesting discussion on the development of the work in the St.Henri area was held.Guests at this meeting included \u2014 Mr.Campbell, Principal of Lewis Evans School, Mr.D.Mil- don, Christian Youth Centre, and Harold Stocker, President of the Y-Employed Boys Club in that area, It was announced there would be an Amateur Night in the St.Henri District on 31.00 half-year.Authorized as 2nd Class Mail Post Office \u201cdepl Ottawe THURSDAY, JANUARY 29, 1948 FREE ENTERPRISE?I\u201d THE heat of argument \u2014 on the public platform, in the daily press, and during industrial strikes and their attendant ill- feeling \u2014 the term \u201cfree enterprise\u201d is pitched around with the carefree abandon of a small city boy tossing rocks at a farmer's cows.So, too, are the expressions \u201cungoverned capitalism\u201d and \u2018unbridled capitalism.\u201d In the first place, a satisfactory and lucid definition of \u2018free enterprise\u201d is difficult to obtain.In the second, this loose talk about \u201cungoverned capitalism\u201d is unadulterated nonsense.Under the complex condition of modern life, all economic systems are inevitably subject to restriction in some sense or another and when a critic talks inaccurately about \u201cunbridled\u201d enterprise, he is talking through his hat.Let us consider Canada, like its mighty neighbour to the south, a stronghold of the so-called \u201cfree enterprise\u201d system.The Canadian people, through their domin- jon, provincial and municipal governments, exercise some form of superwision over nearly every corporation incorporated under dominion or provincial laws.They own Canada\u2019s largest railway and regulate the rates of all its railways.They control and regulate the rates of air travel.They control credit, at least indirectly, through the Bank of Canada.They control commercial banks and their interest rates through the Bank Act.They supervise insurance companies.They own and control much of the electric power and they own many stations and control radio.They control the country\u2019s entire wheat crop and determine its price and export.They refuse to permit the gold mining industry to sell in the free markets of the world.They regulate the stock exchange.They regulate the sale of drugs and their pure food standards are strict.They restrict the sale of many agricultural products, including livestock, to certain markets.They fix quotas for lumber and basie products.All this is apart from taxation, which today is heavier than ever before in the history of Canadian industry.These facts alone should be sufficient to discount the loose talk about \u2018unbridled capitalism.\u201d The bit and the check rein are there for all to see.Where we in Canada and the United States tread the other fork in the road to that taken by Socialism and Communism is in our belief that whatever restrictions are necessary should not discourage initiative or basic freedom.JOHN BULL'S AUSTERITY DIET N SPITE of the fact that Canada has recently contracted to sell to the United Kingdom great quantities of bacon, beef, cheese and eggs, John Bull's diet is cut down to the barest necessities.In fact, in modern cartoons, the usually portly Mr.Bull might well exchange his figure with that of the lean Uncle Sam.Of the principal foods that Canada is supplying, each Briton is allowed a weekly ration of one ounce of bacon; 20 cents worth of fresh meat, at the retail price; two ounces of cheese; and one shell egg, though this need not necessarily be fresh.Picking others at random, the British weekly ration includes: eight ounces of sugar;
