\u201cThe most effective means for a workable National Registration\u201d is the description given to compulsory finger-printing by Edouard Lorraine in his talk to Rotary Club at the luncheon at Vie- toria Hall yesterday.Mr, Lorraine who is head of the finger-printing department of the Provincial Police, International Association for ,Identification showed a series of remarkable slides in proof of his statement that finger-printing was not only a means of identifying criminals but also one for the protection of innocent persons who had been wrongfully accused on mistaken identity charges.\u201cCanada Is one of the great powers\u2019, he remarked \u201cthat has no system of identification that can enable her to meet armed forces, or to deal with subversive forces in her midst, South America had a system of civil finger-printing that was accepted as an everyday affair and an actual aid in the commercial world of those republics.\u201d At the beginning of his talk Mr.Lorraine showed how the human finger was deeply imprinted after only three months of gestation and how those individual markings lasted after death in spite of effects causing death.Charred fingers from the vic: tims of the Sacred Heart Convent fire at St.Hyacinthe, Quebec, in 1938 were shown in illustration of his remark that had there been automatic registration of finger prints before these deaths victims\u2019 parents would have been saved the tragedy of uncertainty.Another danger which many parents feel and hardly like to face is that of possible kidnapping.Here again such registration would be of assistance even in after years should a link of discovery be made and absolute proof required.Mr.Lorraine referred to an article that had recently appeared entitled \u2018\u2018Blitz Babies\u201d and said that in Britain the authorities were considering the question of civil finger printing as an aid in rescue work to meet difficulties caused by bombing conditions.One interesting slide showed photos of the Perrone quadruplets of Texas and proved that, contrary to general opinion, all the finger prints were different, Thefts of jewellery, stolen cars.even when marks had been carefully washed off by the thief, of tires and numerous other things had all been solved by this method, unknown corpses identified, and even after six months burial one man with only four fingers
