Westmount was due to the past, work of mayors and councils under his guidance, He expressed his keen regret at Mr.Bell's retirement and wished him the best of health and happiness, Mr.Beaubien, in his address, said that Mr.Bell was a maa of knowledge and vision and that his work had been of great value not only to Westmount but also to other municipalities.and said he hoped his valuable knowledge of municipal affairs would continue to be available.James Bal- lantyne, ex-Mayor of Montreal West, also expressed his appreciation of Mr.Bell's efforts, George Hogg, ex-Mayor of Westmount, who had a lengthy association with Mr.Bell, spoke highly of his services to the city.During the meeting a cablegram was sent from the Council, ex-Mayors and ex-aldermen, to Brigadier C.B.Price, D.5.0.D.C.M., an ex-Alderman of West- mount for many years closely associated with Mr, Bell, expressing regret at his absence and wishing him good luck and every success.Others who attended were ex- Aldermen R.I, Scott, S.F.Rutherford, J.J.Roberts, R.B.Common, W.G.M.Shepherd, A.McA, Murphy, A.L.Robert- J.Colin Kemp, G.S.Currie and Armand Chaput; George R.Lighthall, N.P.and P.E.Jar- man, city manager, Westmount.Mr.Merrill presided.PROGRESS MADE ON NEW WING OF BUILDING Addition to Victoria.Hall Expected to be Completed by End of Week Construction of the new wing at the south west corner .of .Victoria Hall is expected to be completed by the end of week, it was announced by C.Dutton, superintendent, yesterday.The wing, which is built of the same materials as the remainder of the building, will provide an office for the superintendent and additional storage space for scenery and chairs.It follows a general improvement undertaking commenced at the beginning oi the winter.The wing will also provide a reception room directly adjoining the office equipped with lounge chairs and telephones.Conviction Of Youth Ends Troublesome Case Local detectives wrote \u201cclosed\u201d by using insulting language, same to a particularly troublesome tase they have been working on since last March when a 17-year-: old youth, whose name is withheld, was sentenced to serve six months in jaf] when he appeared before Deputy-Recorder Alex P.Grigg in Westmount Police Court Monday morning facing 10 charges of indecent exposure and using insulting language.The youth, who has annoyed Persons in many sections of the City, had managed to avoid cap ture for months due to the diffi- Cilty of establishing his identity.Police ,had received numerous complaints of a person or persons using foul language and causing nther annoyances but had to seek their quarty from descriptior only.When brought before the court the charges against him in~lud *d: indecent exposu' on Ren- Liew avenue, April #, day;
