Wednesday, March 27th.%¥ the leader of his party.Others prominent in publie life in the riding will also be heard, In the opening radio address of his campaign Tuesday night the veteran Parliamentarian referred to Prime Minister King's excuse for the three-hour session of Parliament in January “that of having promised the House of Commons another session before election” — an af-| x front to the intelligence of the people.Mr.King, the local Conservative candidate declared, has “Loaded the dice in his favor by torpoe- doing Parliament and denying proper measures of his Government, save in such a one-sided way as he and his ministers choose to divulge it.During the broadcast Mr.Whi te condemned a “whishering campaign” which he said was being conducted against him and which HET ES 118 Basis the “heinous cri: me of having grown old.” The House of Commons is a place where brains and .experience are of prime importance and not an arena for athletes, he declared.Mr White has attended 31 sessions of parliament under ten of the 11 Prime Ministers since Confederation, wxcepts from Mr.White's radio address follow: How comes it that we are in the throes of a general election at this time? The answer is because the Prime Minister broke his word te Parliament.Let me recount the facts. In September last, Parliament was called into special session, at which session formal declaration of war against Germany was made.Toward the close of the session Mr.King was asked whether another session of Parliament would be held before a general election, and he replied, “It is my intention to have Parliament called again in January.” Time ran on, The Government busied itself with war measures of one kind and another, and then toward the end of December Mr.King advised the then Governor- General, Lord Tweedsmuir, whose tragic death is so deeply lamented.to summon Parliament on January 25 last “for the despatch of business.” As you are aware, the words ‘“‘despatch of business” mean a session devoted to discussion and enactment of measur-=s, to voting of money for carrying on operations of all departments of Government, and to inquisition into all the various branches of administration.Up to this time, therefore, and indeed, until the very day Parliament met, it was taken for granted Mr.King would have a regular session in keeping with his pledged word.and in keeping with the proclamation he had caused Lord Tweedsmuir to issue. What happened?Within three hours of its assembling, the (Continued on page 2) Young Ladies’ Sodality Show Outstanding Success The Young Ladies’ Sodality of Ascension Parish, Westmount, scored another hit in the production of their “Emerald Fantasy” The theme of the show was, of course, Irish and all the old Irish songs, ranging from the most popular favourites to old melodies now forgotten, were sung in ail their appealing beauty by groups of charming young ladies from the Sodality and by gaily costumed girls and boys from St.Paul's and St, Leo's Academies. The youngsters scored a big hit in both their numbers opening the show with a number entitled “In a Little Irish Schoolroom”.Their songs were sung in an entirely unsophisticated and carefree manner and little Neil Culbert, as the teacher, was excellent, his characterization being no less enjoyed than his singing.Jane Adams, Peggy O'Brien and Fred MeCaffrey proved a very tuneful trio and their interpretation of “You Brought Ireland Right Over to Me" was thoroughly enjoyed by the audience. One of the most effective scenes was “An Irishman’s Dream’ and here great technical skill wae (Continued on page 3) WESTMOUNT, A project first formulated some eight years ago became a reality Tuesday night with the announcement by the city that it had pur- chpsed the area of land enclosed by Summit Circle from McGill municipal park, ‘Official AnBURaCe RE oF close of the contract came following a meeting Tuesday evening to give final consideration to the matter. The area, which is a million and a half square feet on top of Westmount Mountain, was purchased for $300,000, or approximately 20 cents per square foot. There 1s nos a dwelling or building of any sort on the area. The text of the statement issued by the city Tuésday night follows: For many years it has been the wish and hope, not only of the Mayors and Councils of the City of Westmount, but also of the Westmount Municipal Association and many citizens, that the top of Westmount Mountain might some day be acquired by the city and preserved for future generations. It has been and js the policy of the city to acquire immovable assets which will remain for the benefit of the community, so that the City of Westmount will, by reason of its parks, playgrounds and open spaces, always be a desirable place to live in.Tentative negotiations in the past had to be abandoned, as it was found that the price asked for the acquisition of the property, which includes all of the area Inside Summit Circle and comprises approximately 1,600,- W University for development of a City Buys Summit Circle Area For Municipal Park 000 gquare feet, was — when general real estate values were much higher than at present — far in excess of what it was felt that the city could afford to pay.‘The matter was again taken up bythe present Mayor and Coun- ally apd df weg decided to agp e [approach McGill University, the owners of the property, to ascertain whether, at this time, the property could be, purchased at a price which it was felt the city would be justified in paying. The result of these further ne- gotlations was most gratifying, The city received an offer from McGill University to sell the property en bloc for $300,000, or approximately 20 cents per square foot, payable over a period ‘of three years without interest. This offer, after having been discussed with the executive of the West- mount Municipal Association, the Mayor and Council unanimously decided to .accept, believing that the present js a particularly advantageous time to buy at a very attractive price. In view of the location and extent of the property and its aplen- did possibilities as a park and playground, the Mayor and Council consider that as the purchase of the property can be financed with funds which are and wlll he- come available, without imposing any additional burden on the citizens, the citizens will he fortunate indeed in being able to preserve what fs perhaps the last available open space in the city.which will, no doubt, become as popular as King George Park for both summer and winter use by young and old — Believes Waterway Plan Should be Shelved D.C.Abbott, Liberal candidate in the St.Antoine-Wostmount division in the forthcominæ Federal election will hold his innaugural open meeting In this section of the riding In Victoria Hall on March 20, Ho will speak before an open mooting of his olectorate in the St, Antoine section In 8t.Joseph's Hall this evening. In a radio address Monduy night Mr.Abbott stated: “T have been asked repeatedly to state my views on many questions not relntod t the main proposition of fighting and winning the war, In particula?1 have been nsked my stand is of the St.Lawrence seaway project.‘let me say al once that 1 don’t consider that this question is, 01 should be, an Issue in this clec- tion, 1t Is nevertheless à question of not only national but internu- tional importance, and the alce- tors of St.Antoine-Weatmount are entitlett to know what my views are.“This Important feature of Canadlan-Americun relations has engaged the attention of the nation for the past 20 years. You ‘will recall thyt in 1932 Mr.Bennett's Government, of which Mr.Cahan was a leading member, signed the St.Lawrence Deep Waterway Treaty, which trealy failed to pass the United States Senate and was never ratified. In 1938 the United States sought to renew negotiations and ‘further discus- sjons have since taken placesbut ado-new- treaty upon which opinions not only can but do differ, “But, whatever the merits or demerits of this project may be, I cannot see how it can be justl- fied ag a wartime measure, It ix obvious that it must Involve the expenditure of very large sums of money. We are already bur dened with’ a crushing debt and are faced with ever-increasing expenditures in order to prose cute our war effort. These expe- ditures will Impose a tremendous strain upon our economic resources. The winning of the war must be our first concern, and I feel strongly that this country cannot afford to even consider a huge publle expenditure on a project such as the St.Lawrence waterways.” Referring to the opposition In the election as provided by Hon.Dr.R.J.Manion, leader of the Conservative party, Mr.Abbott remarked: ‘The Conservative party, under Dr.Manfon's leadership, has changed its coat, and today no one ls quite sure just who or what constitutes that party.Dr.Manion has been curiously vague In one speech He said he didn't partieu- larly care what name Conservatives called themselves so long as they stood for what he calls a National Government, Apparently each of Dr, Manton’s candidates Is allowed to choose a party name which best fits the political requirements of his particular constituency.Jt Is clear that in this election there is no such thing as a Conservative party as we have known It in the past. There is only a party headed hy Dr, Ma- nion and Mr, Stevens lahelling itself Conservative in one place, Natle nal Conservative in another.and National Government his pique against Prime Minister King gain the upper hand over his better judgment.Mr.Hepburn's latest exhibition is the banning of Canada’s war fim from Ontario. As head of the censors in that province, Mr.Hepburn has clamped down with all the severity of a Dr.Goebbels.The March of Time has been making a film to show what Canada has been doing in the war.The movie depicts scenes among the troops and also deals with Canada’s economic effort.Mr, Hepburn says the film is nothing but propaganda for the King Government and it is election fodder. That may be true, but the film is also good propaganda for the Dominion of Canada. The people are anxious to know what is being done and this movie helps to tell them about it.Now, Mr.Hepburn crashes down like any Nazi or Communist Dictator to say that the movie cannot be shown in Ontario for the ‘time being. In so doing he performs a favor for the enemy, because he stifles some propaganda for Canada.Perhaps, when Mr, Hepburn thinks it over a little longer, he will see that his hatred of Mr.King has carried him away.Anxious as he may be to oust Mr.King, we doubt if Mr, Hepburn would torpedo Canada just to see Mr.King drown.‘MUSSOLINI DICKERS © Mussolini has been playing both ends .against the middle for so long in Europe, he has come to enjoy the reputation of being one of the best international poker players in the fr te of diplomacy. The Duce understands at he is something of a belle of the ball.‘Both the British and French on one side and the Germans on the other are wooing him, '* With Germany sending Joachim von Rib- bentrop to Rome, and Great Britain releasing the Italian boats laden with German coal for Italy, Mussolini is playing his cards close to his chest. Both the Duce and his son-in-taw, Count Ciano, realize that they are in a good position in Europe. They are greater realists than Hitler, who lets his dreams carry him away at times. Both Mussolini and Ciano grasped the fact that Britain and France would go to war, if Germany invaded Poland. When they told Hitler that, the Fuehrer intimated that the two Ita'ians were crazy.Events proved Hitler wrong and Mussolini and Ciano right.During the next few days there is going to ba plenty of jockeying for dip'omatic position in Furope.Mussolini will try to play off Britain against Germanv. That is a natural avenue for him to travel. He sees how important his friendship is to both sides in the war.The Duce has one chief thought in mind regarding Europe. He wants Italian influence to dominate the Balkans.Rome had Austria under her wing until Hitler wa'ked in and added it to the Reich. That was a bitter pill for the Duce, He lost that trick.Risht now he is watching both the Allies and Germany and he is determined he will get all he can for Italy out of his bargaining.BACK TO DUTY With the British Navy getting down to even more serious business than ever, five Admirals of the Fleet have been recalled to duty. They had retired after rendering long and gallant service. The five are: Sir Henry F.Oliver, G.C.B., K.CM.G, M.V.0.Sir Osmond de B.Brock, G.C.B., K.C.M.G., K.C.V.0.Sir Roger J.B.Keyes, Bt., G.C.B., Oliver, who is 75.‘All five men have seen plenty of action. They khow what naval warfare is all about. It is not likely that they will be called on to take active commands at sea.But they can still perform valuable staff service and permit younger men to get away from desks in Lon- don to take over active duties with the fleet.THE WESTMOUNT EXAMINER STOPME.IF YOU'VE HEARD THIS ONE Getting Off which wag presented for the first time deserves the highest praise, Its manner of presentation, the skill and understanding with which the lines were handled and the smart dialogue make it a new industry of rug reweaving. To many of us who had never heard of-such a business, the fact that new rugs are being made from old ones wag startling news. The an swer to how this was possible was revealed to us upon our visit to a modern rug reweaving factory. One surprise after another greeted us, Here we found the latest in scientific equipment reclaiming wool from apparently useless old carpets, To those, who, like ourselves, have always thought of rewoven rugs as a makeshift affair this new process is a revelation. We were treated to the sight of reclaimed wool from all kinds of old carpets being washed, staril- ized, bleached and finally re-dyed.Unfortunateiy, lack of space forbids a detailed description of each step in the transformation of old rugs into new. However, we found the dye-rooms to be one of the most interesting and Important stages of all, Here the wool is dyed to any shade In the raln- bow. Those dyes, being what are technically known as “stock dyes”, are sun-fast, The looms, to which are fed {he spun yarn, are the final step in this amazing plant, On these looms are woven beautifully reversible and scemless Brondioom rugs, which can be made in any size, no matter how unusual, In the sample room wo examined the finished product, Remembering the shabby, worn materials ut the first stage of the process, it was a revelation to see these thick-plled, durable rugs.Solid colours of every hue, smart modern patterns — rugs Lo satisfy the most fustidlous taste, and all at a price a good .den} less than one would expect to pay for an ordinary domestic carpet.Thanking our guide for a most instructive afternoon we left with How, PAGE FIVE RECITAL TO BE GIVEN BY THE MASONIC CZ9R Will be Heard at Victoria Hall on April 3—Unique LL dd ddd a 2% Pe HEADLINES Rumours came fast in European capitals last week. The unexpected commencement of Russo-Finnish negotiations, and Herr Von Ribbentrop’s sudden visit to Rome led to many surmises. Why did Russia, with the Finns seemingly on the run, sue for peace? With the advent of Prime Minister's Chamberlain’s speech before the House of Commons on Monday, the situation became clearer.Russia’s terms being too severe, Britain had refused to transmit them to the Helsinki Government, and instead had notified Finland that on request the Allies would go to their ald with all their might. For long Russia had been fear-* ing substantial aid to their enemy from the outside world; the tinal blow had now been struck. It was the threat of allied intervention that forced Russia to redouble her efforts against the Finns, Thanks to the latter's gallant defense of Vipurii, their military attempt had failed. They had to conclude a peace, or face possible war with the allies. The British announcement merely made their peace plans more imperative.18 ¥ * " Why however did Finland accept these terms transmitted to them by the Swedish consul, terms which Britain and France had" considered to harsh, too menacing.to Finnish independence? Two explanations went the rounds last week. Some said (hat Finland in a desperate attempt to arouse British and French declarations of support was staking all on a peace move, whilst others held that all but beaten to the ground.were strictly correct, but both had out, and falling like flies before the Russian onslaughts, Finland welcome with open arms this peace overture.Neither of the two were strictly correct, but both had some vestige of truth in them, Though her defence was cracking, Finland was determined to fight on until her independence was assured.Yet if Helsinki considered that there was any possibility of a just peace, she was not prepared to throw it overboard merely to satisfy the tactical considerations of the Allies. And Finland had good reason, last week, to hope for a favorable perce, In the first place with the threat of a British and French invasion of Scandanavia, the Germans would be only too glad to bring about peace.Secondly, Germany was in desperate need of ofl to launch the promised Spring Offensive on land and in the air.Nor could it be thought that the Russians with the prospect of British and French troops in the lines against them could in any way have deserved a continuance of this campaign, So all things considered the Finns had a mighty good chance of obtaining the terms they wanted.* * % Berlin nevertheless was taking no chances.Desiring a free band to act in Scandanavia should Britain and France endanger her iron-ore supplies in Sweden, the Nazis despatched Von Ribbentrop to Rome, to see the Pope, and Mussolini. It was however the interview with the Papacy that was most important.Germany wanted to assure herself that should she act in the North (and aence beco- nie Russia's ally) the ltalian Government would not break their ugreements with Berlin not to enter the war on the side of the allies: In return for promising investigation of the position of Ca tholics in Germany and her occu pled territories, Von Ribbentrop may well have asked His Holiness not to influence unduly the Ita- llan Government to break off relations with a government associated to the Church's greatest enne- my, the USSR.The sudden return of the Ger man Envoy from Rome seemed to indicate that Mussolini at leatst had agreed to Herr Hitler's plans. For it was obviously to the talian advantage to emboil the allies and Russia in a Northern campaign from Scandinavia to the Balkans, and thus distract attention from her beloved Balkans. If ever a Balkan state were to be embroiled in war with Russia, Italy's neutrality would be theatened.Just as Britain’s frontier is the River Rhine, 50 too in this war and Ita- 1y's, boundaries those of the country's bordering on the USSR.And so the whole world awaited the outcome of the Finnish negotiations which in one instant might shift the scene of conflict knows what will happen, but come ; might force Italian and: which other countries to the enter the war. This was the spark that might set.the whole world on fire in earnest, As we write, who knows what will happen, but BRING RESULTS.FLATS JX, "EXAMINER" WANT-ADS T0 LET “ APARTMENTS HOUSES .oo Ciscoe I LANDLORDS —-LET AN “EXAMINER” WANT-AD HELP YOU FIND A TENANT TELEPHONE WA.2773- Ask for Miss Adtaker — State what you have to let and !
