afternoon of this week when the Speech from the Throne read in the Provincial Legislature con- ern conditions women play an all-important part, and their co-operation has become indispensable in bringing about much-needed social reforms, and as the privilege of expressing their opinion in the conduct of public af- pose to grant women the franchise.” That de- warm approval of every fair-minded elector in this country, and will also eventually result in the removal of many legal restrictions against women in business and the professions, the unfairness of which has placed this province in an extremely unfavourable light in the eyes of the rest of this continent. The decision to grant the franchise is a great personal triumph for Mrs.Pierre Casgrain, who, almost single-handed, undertook the campaign in 1919 and has persistently led the right In the face of repeated discouragement and even insults by men in places of high authority. It is also to be said to the credit dained fo use the methods adopted elsewhere to obtain the vote and kept their efforts on a consistently high plane, appealing to the sense of fair play and to the intelligence of .the people at large. It was the appeal to fair play that unanimously won over the 1938 convention; and it is now the conviction that the help of women is indispensable in bringing about reforms, especially in laws relating to the health and education of children, that has impelled the government to make the de- Benjamin Franklin's many busy, years were virtually over before the rise of the party So the spirit of Poor Richard could well grin at the efforts of some speakers and writers, on the occasion of his 234th anniversary last week, to make a partisan out of him, But one hopes that the tributes to the great American, we!l described as the ‘the first modern,” may encourage many to read or to re-read his deathless autobiography. It brims over with preachments as young as 1940, even though they were inscribed upward of 150 years ago.Consider Franklin's sprightly comment upon one of the Jeremiahs of his day: There are croakers in every country, ever boding its ruin.Such a one then (1727) lived in Philadelphia, a person of note, with a wise look and a very grave manner of speaking. This gentleman asked me if | were the young man who had lately opened a new printing house.Being answered in the affirmative he said he was sorry for me .for Philadelphia was a sinking place, the inhabitants already half bankrupt or near being so; all the appearances to the contrary, such as new buildings and the rise of rent being to his certain knowledge fallacious; for they were, in fact, among the very things which would soon ruin us, The young Franklin, then operating on large hopes and meager capital was disturbed but not too much so.He concedes that “had | known him (the croaker) before | engaged in this business | probably never should have done so.” Yet Poor Richard enjoys his last laugh explaining that ‘this man continued to live in this decaying place, refusing for many years to buy a home because we all were going to destruction. At fast | had the pleasure of seeing him give five times as much for one as he might have bought it for when he first began croaking.” And Phi'adelphia, it mav be noted, is not exactly sunk even after 200 plus Japanese are finding their | standards of living lowered.Their wea'th is being drained off by a conflict in which perhaps many of them have no direct interest.Their country was not threatened, and neither was their form of government. It is not surprising to find Ryozo Makino, a member of the second largest party in the Japanese diet, demanding a detailed explanation of war expenses.Nor is it these in the last five years amcunting to $228,000,000, apart, altogether, from interest due the government on capital cost and contribution to meet deficits. The cost of this property to the Canadian people has, indeed, been appalling, and the ‘marvel {s that the taxpayers have supinely suffered this state of things to run on year after year without applying remedial poli- les preservative of adequate, efficient transportation service, and protective of the interests of employees, There is absolutely no incompatibility between economy through- co-ordination’ and perpetuation of ample railway service and just treatment of the servants of the system.“Then, of all times most unpropitious, we are threatened with the early consummation of a Treaty with the United States for the enlargements of the St.Lawrence Waterway. It is called: a seaway to the ports of the Great Lakes, numerous and of varying importance, and includes in ‘ts scope the development of hydro-electric.power in the international section of the river near Cornwall, Ont.Now, this project will be a success, or will be a failure. If {it should prove a success by realizing the purpose of its promoters to create ocean ports on the upper Lakes, this result can be reached only at the expense of the ports of Montreal, Quebec, Three Rivers and Sorel, If, on the other hand, the project does not have this consequence, then the tens of millions of Canadian money spent upon it will, literally, have been wasted. The Montreal Board of Trade, the Corn Exchange and Chambre de Commerce have all condemned, the scheme. So have many eminent engineers. The electrical power to be developed will not be available for war industries until long after the war has ended. There is an abundance o?hydro-electric power presently produced for all purposes and a reserve of such power in Ontario and Quebec capable of development at much less cost than by the St.Lawrence seaway plan. This subject is of near and deep concern not only to the citizens of Montreal, but to the people of Quebec, generally.I am convinced that the Waterway Treaty now under negociation will be pressed through Parliament unless the electors pronounce themselves opposed to it by electing to the House of Commons candidates pledged to resist its ratification by voice and vote.Of these I am one.“Some Saskatchewan's in 1922 and Alberta's in 1929.These provinces have found the idea of co-operation between home and school very practical and satisfactory, and more and more associations are bcing formed there.Movement Here Slower The movement in Quebec is much slower. In this province there is no provincial organization and the associations are widely separated, making mass co-operation difficult; but as more associations get under way it should be advantageous to have a Central Committee for this province as well. Why should there be such à widefelt Interest in co-operation between the home and school?Obviously, because there is a definite need for this co-opera- tion. The foundation of education 1s naturally laid in the home. Here the child learns tha first principles of health care, his early habits, and his social] contacts. When he goes to school, these have been established, but the school carries him on through wider experiences to an education that means he will get the most out of life.Often he comes from untrained parents into the hands of trained teachers. It is very natural that these two factors in his development should work together for the child's good and future well- being, Parents need to know conditions at the school in order that they may interpret better any difficulties that may arise; the teachers need to know eon- ditions at home to evaluate better any problems that may come up at school.Such a natural co-operation can be fostered and strengthened by an opportunity for parents, by means of lectures, discussion groups, and friendly chats with trained leaders and teachers to become co-allies of the school. With the home, school, and community working together, our children can be moulded into the highest type of Canadian citizens.King's Group Active King’s Home and School Association, one of the parent- teacher groups in Greater Montreal, has been particularly active in this field.Their meetings, on an average once a month, have DO NOT DESTROY YOUR OLD FURNITURE .We can rebuild and recover your OLD furniture better than you can buy NEW today.Special 25% Discount DURING FEBRUARY Estimates FREE Use Our Budget Plan BELGIUM Upholstering Co.Inc.Dominion Sqr.Bldg.1010 St.Catherine W.Phone MA.8490 Ontario had the first the schools as far back as this.and in 1919 the Ontario Federa- covered à wide range of subjects — education both general and specialized, health, the setup of the School system, current events and travel, - interspersed with movies, informal teas and school entertainments. They have helped with athletic equipment both for the school and the teams and sponsored a father and son banquet to honor the teams who won all four athletic championships last year.At Christ- r as time the beautiful trees.indoors and out, are due to their efforts from the sale of candy and cakes at the Christmas party and throughout the year. For some years a less fortunate school in a poorer district has had Christmas made more happy for the pupils Dy donations of gifts from the children at King's.Through benefit bridges, King's Association has raised over $100 for schools in the drought area of Saskatchewan, and has sent them over three hundred pounds of good used clothing.Suggestions have been made from time to time to the school authorities regarding changes the association thought advisable, showing a deep interest in the welfare of the children and an awareness of school conditions, Being able to offer suggestions for the betterment of the children's welfare shows the democratic spirit of an association such as this.In these days of totalitarian theories and practices, of complete disregard of the individual, the ability of parents to evaluate those things they feel essential in a_school system, to make suggestions and at times to criticize is the essence of true democracy. And to have a school board open to these suggestions and welcoming them is indeed a great advantage.Without complete co-operation of parents, teachers and school authorities much may be lost; with them, a great deal is gained.Work for R.M.R.The latest ventures of King's Association are a large knitting group working for the R.M.R.which meets every other week and a parent education discussion group that is planned for the fall.Mrs.T.B.Hughes, who is to lead this discussion series, is well adapted to do so, having led many groups already in the city. She will address the next general meeting of the association the night of Monday, March 4th, at the school on “Practical Applications of Parent Education.” Activities like these are only a small part of the good such an association cah do.To make parents aware that they are great factors in the schooling of their children; to make teachers aware of the heed to know home conditions and the parents, is the greatest function.Friendly cooperation and mutual respect make for friendly relations, as the success of the King's Home and School Association attests, We shall await with interest the news that Montreal is forging ahead in efforts to organize more of these associations that mean so much to the community and keep alive the principles of democracy that we so love.* COALS FROM NEWCASTLE The English Bishops’ Relief Fund, amounting to £1,500 ($6,- 675) originally intended for use in Spain, has been turned over for the relief of distress in England, at the suggestidh of General Franco.TO TOUR AUSTRALIA Ballet dancers of the Paris Opera ard London's Covent Garden will tour Australia.ON SALE AT ALL DRUG STORES AE “catch” soldiers and sailors, Smooths = Softens = Whitens eo POSITIVELY NON-.GREASY = REGULAR 504 SIZE.aN 15 PAID TRIBUTE BY | LORD TWEEDSMUIR DR 1.ABRAMOWITZ Viceroy Eulogized at Service Held Saturday in Shaar Hashomayim Synagogue was a loss to all mankind; and his the British Empire alone, but to all mankind.of his genius, we marvel at its all of specialization, one is content it he makes his mark in his chosen field. But his chosen fields were many and in each he gained high distinction. He was the brilliant statesman and brave soldier. He was a successful writer of both light and more serious literature. He was as scintillating in wit as he was profound in wisdom; and few excelled him in elegance of style or eloquence of speech. But outstanding as were his talents and exalted as was his office, even these were dwarfed by the greatness of his personality which won the hearts of all who knew him.But Jet others, perhaps better qualified.speak of his valuable contributions to statesmanship; to scholarship and to the humanities. But let me as a Jew, pay tribut> to his novle nature which promped him to show friendship to the Jewish peor:e.He would not have been the great humanitarian he was, did he not sympathize with Jewish suffering and martyrdom, He had a clear grasp and a fine understanding of the Jewish problem. When a member of the British Parliament, he was Chairman of its Pro-Palestine Committee, When he came to Canada as its Governor General, one of his earliest public appearances, was in Montreal at a banquet inaugurating a United Palestine appeal. And always, were his Jewish sympathies sincere, outspoken and part of his very being. So have we not only as Canadians, but also as Jews, lost a great friend; one whose friendship was all the more prized, because it was an expression of his love for truth, justice and righteousness.Wherever, in future, men of good will and broad humanitar- janism, will foregather, the name of Lord Tweedsmuir will be mentioned with reverence. We Jews shall always remember him with gratitude and count him among “The Saints of other nations” whose reward will be bliss eternal.- At this moment when we think of the great departed, let us also remember in our prayers the sorrowing widow who herself is a fine example of what is noblest in womanhood and also his children whom he has left a most noble heritage.MAN INJURES BACK WHEN STROOK BY GAR Constantinos Kalabakus, of 753 Atwater avenue, suffered an in- Jured back when he was struck :by an automobile driven by Del- ;phis LaRue, street, on Atwater avenue about 4309a De Laroche 25 feet south of the C.P.R.viaduct, shortly after 9 o'clock on Saturday evening.* The driver of the car, who was i proceeding south on Atwater at the time of the accident, told the police that Kalabakus ran into the path of his car as he attempted to cross the street. The injured man went to the Western Division of the Montreal General Hospital where he was treated by Dr.Ramsay.EXTENDS CIRCULATION Daily sale in Bulgaria of the Moscow newspaper “Izvestia” official organ of the Soviet Gov- ! ernment—has Teached 8,000 cop- jies, the Kremlin reports.CONDITIONS WATCHED London police fre warring on drinking places opened just to "4 The death of Lord Tweedsmuir a scholar and statesman who belonged to all the world, Rev, Dr, is a Talmudic saying.that swept the hearts of many! learned of the death of Canada's’ Scholar and statesman, as man of death is a loss not to Canada or | When we attempt an estimate’ rmbracing character. In this age | !
