been forty years since the first graduating class of CVR processed in front of a proud audience of parents, family and school faculty to the tune of Pomp and Circumstance on their way towards careers as doctors, engineers, writers and any myriad of other successes, and the class of 2007 will no doubt add to the impressive tally of graduates who have gone on to achieve great things.This year\u2019s graduating class was composed of 205 upstanding young people, and as they walked the length of all three of the school\u2019s gymnasiums in front of over 1000 of their closest fans, the sheer happiness at having finally arrived at this milestone was written across each smiling face - and subsequently broadcast on large screens so those in the final rows did not miss a grin.In an address that would be her last as principal at CVR, retiring Principal Patricia Peter took some cues for her advice to the graduating class from the i characters and songs of this year\u2019s + Performing Arts Department productions of Footloose and Oz.In celebration of the tremendous efforts and dedicated support on the part of the parents and families of the graduates, Mrs.Peter imparted the two of Hemmingford Elementary School had an opportunity last Wednesday, May 30, to see 500 dolls and teddy bears residing at the home of Hemmingford resident Eileen Campbell.\u201cThis really, really is a doll\u2019s house.Look at them all,\u201d said one little girl with a grin as she walked out of one room that was wall- to-wall with dolls and teddy bears into another with just as many if not more.\u201cThere is even some hanging from the ceiling,\u201d said Carolyn Kyle, one of the class teachers, as she pointed upwards to show her students who were marveling at the extensive empty spools \u201cto show people you can make dolls out of anything,\u201d said Campbell, who later demonstrated to a little girl how to make a doll out of a handkerchief.There are also priceless dolls with genuine history like an older one from the Second World War.\u201cThe family wanted to get out of Germany so they took the head off this doll and took out some of the stuffing.Then they put their valuables inside of it and sewed it back up and the little girl carried it until they landed in Montreal.It was the father who gave me this doll,\u201d said Campbell as she revealed the so-called \u201cadministrative errors\u201d, which have plagued the minds and time of numerous concerned residents and the council alike?It\u2019s more political than it is technical.It\u2019s really a bit of both,\u201d figures Sylvain Provencher, town planner for the Haut Saint-Laurent MRC and urban consultant for the Municipality of Franklin.He says he is not entirely at fault in this matter and neither is the Franklin Council.They are both purely trying to do the best for all residents of Franklin.They have never picked one side over the other, he says.Provencher says he simply gives his advice to the council about what they could, and should do according to the existing laws.\u201cReally, I wear two hats,\u201d says Provencher.\u201cI work for the MRC and also wear a hat on behalf of the municipality.I work for both at the same time.\u201d Inexperience is not a factor either, he says.\u201cThis is the fifth one.I have done Howick, Trés Saint-Sacrement, Elgin, Hinchinbrooke, and Franklin is the only municipality where there have been so many disputes.It\u2019s incredible,\u201d says Provencher.Planning for the Haut Saint-Laurent MRC was adopted in November 2000 and the MRC\u2019s 13 municipalities were given the next two years to conform their individual urban plans and zoning to the regional land use plan, he says.Two years later, in 2002, \u201cthe majority, like Dundee, Trés Saint-Sacrement, and many others were all conforming,\u201d says Provencher.\u201cBut today, Franklin is the only one not conforming.Its the last one because there are numerous political problems in Franklin.They have spent so much money and time on all of this.It\u2019s dreadful.\u201d Every time there has been an election in the municipality, the new councils have \u201cflushed\u201d what previously hired consultants have done, he says.But what is currently taking place in the Municipality of Franklin \u201cis what is locally at stake.It\u2019s not a regional problem,\u201d says Provencher.He admits Franklin Municipality hasn\u2019t received its certificate of conformity yet.However, \u201cwe think we will conform since we have already received a preliminary notice from the MRC with only five or so small corrections, adjustments that we have to make.We really believe it looks good for the land use plan.\u201d The bottom line, \u201conly light industry, like small manufactures, will be permitted on The Rock,\u201d says Provencher, adding the council did initially want to zone lots on The Rock for all types of industries, including large industry, in order for the municipality to be \u201copen to the possibility of more development.\u201d Regardless, before any new industry could ever be established anywhere in the municipality, even on The Rock, it will first \u201calways have to get a certificate of authorization from the Ministry of Environment,\u201d he says.Provencher also says due to the uneasiness expressed by numerous Franklin residents during a public consultation and afterwards concerning the zoning regulation project, and considering the fragility of the area, the council removed all possibility of any type of heavy industry being established anywhere within the entire municipality when the by-law was adopted.\u201cIt was an error\u201d that permission for heavy industry was still on the books elsewhere in the zoning regulation, says Provencher.But now \u201cthat has all been corrected.Heavy industry has been removed from the two zones, not one.It was an administrative error.\u201d Other errors The other \u201cadministrative error\u201d was concerning the insufficient time lapse between when Franklin\u2019s new urban bylaws were adopted at the May 7 council meeting and when residents were suppose to officially register their names at the town hall on May 16 if they objected to the municipality\u2019s new urban by-laws.\u201cThe procedure for adopting the regulation is very complicated, complex.There are several dates, and days that have to be calculated and there is one article in the Planning and Urbanism Law that we interpreted wrong.Once the error was discovered on the same morning the register opened we had a choice to either leave it open, which would have also been a mistake, or to close it and put it on the right date.Even if the people were not content, it was better to do that than to have the register be open and be illegal,\u201d says Provencher.A date of when residents will be able to register their objections to Franklin\u2019s new urban by-laws has not been determined yet as the delays have to be fulfilled, and the days calculated, he says.As for the council\u2019s approval to allow water to be commercially bottled in the Municipality of Franklin, Provencher says the council was torn between those who were in favour of it, like Les Vergers Leahy who wanted to draw water from their property, and those against it who wanted a solid guarantee that the water reserve will remain sufficient.Ultimately, the council drew a line down the middle by answering their legal obligation of not prohibiting its use in the territory, and did so by implementing the condition of a newly imposed \u201cconditional use regulation.\u201d Any water bottling project must be done at the same site as where the water is drawn, the water bottling must create jobs and not harm neighbours or agricultural activities, says Provencher.Also, where Leahy\u2019s have requested to commercially draw water is in an agricultural zone so \u201cit will be subject to needing an authorization from the commission de protection du territoire agricole du Québec (CPTAQ), and it will be subject to submitting a request for an authorization certificate from the consider that that will leave us in a defenseless position who live right on the border, and the fishery question, not settled.HUNTINGDON On Saturday evening while Adolphe Houlé was passing Elder\u2019s block on his way home, he was assailed by John Vance, who had been drinking heavily during the week and was in a frenzied condition.He struck at Houlé, and picking up a stick gave him a severe rap over the fingers.Whether from a blow with the stick or a kick, a bottle of whiskey he had in his pocked was broken, and this Houlé pulled out and flung at Vance.The bottle struck him above the left eyebrow, inflicting a flesh would about an inch and a half long, which bled profusely.Dr.McMillan was sent for and bandaged the cut.The unfortunate man remained in a delirious state, with a few lucid intervals, until Tuesday morning, when he died.An inquest will be held this afternoon.So far as we have been able to learn, the person who sold the liquor is more accountable for Vance\u2019s death than Houlé, as appearances point to its resulting from failure of the heart induced by prolonged excess.He was about 50 years of age and leaves a family.Houlé has the reputation of official opening Sunday.the plant that works 24 hours a day with a constant laboratory check on the state of the water supplied Huntingdon for both personal and industrial use.It has been built with an eye to the future and could quite easily be adapted to handle a 5,000,000 gallon-a-day capacity.The Cleyn and Tinker Mill complex uses about 75 per cent of the water plant output.The current of the Sûreté du Québec (SQ) has finally opened its doors.The provincial police force found a room in the former town hall on Prince Street, in which it has set up an office with a counter, telephone and round table with chairs.Municipal authorities invited mayors from surrounding municipalities, including St-Anicet, as well as the prefect of the Haut St-Laurent MRC, Alain Castagner, to the official opening of the service point the evening of Tuesday, May 29.The director of the Haut St-Laurent detachment of the SQ, Lieutenant Réjean Noiseux, and several police officers were also on site.The site will not be a mini-station for the police force, nor will it be a branch of the Haut St-Laurent detachment of the SQ, as some citizens previously believed.As Lieutenant Noiseux explained, police officers will take turns filing reports of accidents or offences, and meeting with citizens, whether victims of crime or not, as well as witnesses and suspects who cannot travel to the detachment station in Ormstown.The new service point will not only serve Huntingdon citizens.By telephoning the regular SQ station in the MRC, residents of neighbouring municipalities can make an appointment to personally meet with an agent at the new service point.If the call relates to a theft or any other criminal act that has just occurred, it is not necessary to go directly to the detachment station in Ormstown.Ormstown Mayor and President of the MRC Public Safety Committee, John McCaig, greeted what he called, \u201cA wonderful initiative of the town that will help citizens 6 » June 6, 2007 » The Gleaner Dr.Pierrette Gaudreau is co-lead- ing the first long-term study of what Canadians over 70 put on their plates.\u201cNo-one has ever focused a major study squarely on the link between nutrition and healthy ageing in older Canadians,\u201d says Dr.Gaudreau a researcher in the Department of Medicine at the University of Montreal.\u201cAs our bodies age, we need to eat better to stay healthy, and it\u2019s never too late to start.\u201d Currently Canada\u2019s Food Guide lumps all adults over the age of 51 into the same category.The five-year-long, Montreal-based study funded by the Canadian Institutes of Health Research involves almost 1800 men and women - aged 70, 75 and 80 when the study started in 2003 - with a wide range of dietary habits.To shine light on the link between nutrition and healthy ageing the unique study is super-sizing the data collection.The researchers are assembling more than a 1000 pieces of information from each participant, each year of the study.More than just daily diet, participants are evaluated for the health of everything from their muscles to their mind, even their social interaction.Now in its fourth year, the baseline results outline the broad strokes of older Canadians\u2019 nutritional differences.For example, twice the number of older women as men regularly take vitamin and mineral supplements.Single men eat less varied diets than married men.The study is also unique in collecting annual blood, urine and saliva samples.This enables the researchers to analyze more than 50 biomarkers of health, from blood sugar levels to hormones.In October 2006, Dr.Gaudreau and colleagues reported that the initial results already show one clear correlation: Those participants who ate the most antioxidant-rich foods - s\u2019est éclipsé de la scène politique locale pendant huit ans, M, Critchley est bien au fait des dossiers chauds en cours dans la localité.Il n\u2019aura donc aucun mal à se remettre en selle, lui faut donner la chance au coureur.La nouvelle conseillère municipale peut toutefois compenser son manque d\u2019expérience en faisant valoir ses propres idées pour redonner un nouvel élan à
