The announcement was made during their very low-key annual mecting last Thursday, April 21.While the resolution for their pledge to the hospital was quictly being passed, | wanted to dance on my chair because it was as if the community had just cashed in a winning Loto-Québec ticket.Yipee! will cut down the cost of Medicare, he said, shaking his head.Dr.Brissette was even offered an advanced retirement package in 1997, when he was 50, to get out of medicine.The same type of early retirement package was offered to numerous nurses and technicians across the province, he said.For those who took the package, six months later they were asked to come back, said Dr.Brissette.Less recruitment and at one point incentives to retire are the prime reasons as to why there is now a very evident doctor shortage in Quebec, he figures.The government has attempted to improve the medical system by implementing a quota system to send doctors to work in areas where they are needed, said Dr.Vandor.But the doctor quota system is like \u201ctrying to pick up a bumblebee with hockey mitts on,\u201d he said.\u201cIt is very crude\u201d how they measure the need for a doctor in a region.The bad news is if a young doctor cannot work where they want to in Quebec, they will look at practicing in other provinces or the United States where there are no quota systems, he said.The average number of doctors in Quebec is one doctor per 1,700 patients, said Dr.Brissette.\u201cAnd in our area, in the Haut Saint-Laurent, it is one doctor per 3,300 patients.\u201d Therefore according to the doctor quota system calculation, the Haut Saint- Laurent is allowed to have two new year, in 2005, there will be 45 new family doctors starting to practice medicine but there are also 43 taking their retirement, said Dr.Brissette.\u201cSo really, you only have three new GPs for 1,300,000\u201d people, he said.Both Dr.Brissette and Dr.Vandor think it is unacceptable to even consider giving up or closing down the hospital as they attempt to fight the doctor shortage situation.\u201cPeople in government positions don\u2019t want to have problems.They want solutions,\u201d said Dr.Brissette.\u201cAnd they won't necessarily solve the problem the way you want them to.But they will solve it, to solve it.So we have to find some solutions.\u201d He suggests the community begin exerting political pressure to change the quota system so if a doctor wants to go and
