issues in the world, is usually written about in a flurry of language that is just as neutral and vague as the term itself.Summarized as the increasing inter- connectedness of different parts of the world through common economic, environmental, political and cultural change processes, globalization has made its way into our daily reality, and communities across the Chateauguay Valley are feeling the pressure of a converging world like it has never before experienced.Once the exception to the rule, agriculture was included in the 1994 Uruguay Round of the General Agreement on Tariffs and Trade (GATT), and was carried over with the formation, the following year, of the World Trade Organization (WTO).Farming has since fallen increasingly under the control of free trade agreements, multilateral conventions and environmental accords to the extent that global processes are beginning to have a visible effect on the agricultural landscape of the Montérégie.Between 1990 and 2000, the West Montérégie, comprised of six MRCs, lost 15 percent of its farms, from just under 3,550 down to 3,084 at the millennium, said Olivier Marois-Mainguy, an agriculture specialist with the Quebec Ministry of Agriculture (MAPAQ), at an Agriculture and the Environment Symposium held at Le Manoir Lac St.Francois in Saint Anicet two weeks ago.The Haut Saint-Laurent (HSL), which accounts for I! percent of the region's farms, has witnessed the loss of over 85 farm businesses since the early 1990s, and the situation is not showing any signs of improvement.Nearly half of the farms in the HSL have an income before expenditures of over $100,000.However, more than one-quarter of local farms earn less than $25,000 per year.While globalization is not the sole cause of the hemorrhaging on Quebec farms, issues such as the amplified security at borders, and increasing international awareness of environmental issues, are deeply rooted in global socio-economic trends.\u201cThe objective is to get the most from the markets,\u201d said Serge Lebeau, the Head Advisor of International Commerce for the Union des producteurs agricoles (UPA), adding that agriculture represents only five percent of global markets.\u201cFor the moment, I can\u2019t say that globalization favours agriculture,\u201d said Lebeau, noting that future change for the better is still a long way off.\u201cIf our government gets up and defends us, we should be able to improve,\u201d he said, about the current situation facing farmers.For every dollar earned, another five must be spent on investments to keep up with international standards and environmental concerns, he said.The relocation of urbanites to the country does little but stoke the agro- environmental debate that has left Quebec farmers paying over $3,000 more cach year than the average Canadian farmer invests in environmental quality control.\u201cIt's normal to have a lot of constraints,\u201d said Lebeau, of the province's environmental rules, noting how the land capacity of Quebec restricts most people to the south, where industry, agriculture and urban areas often encroach upon each other.\u201cI think we need Sainte-Martine.The two structures will be part of the Habitations de la Vallée des Tisserands, which is investing more than $930,000 from public, private and community partners.In Howick, there are three social housing units on rue des Pins Street.The complex, built last year, is located on land that was offered to the municipality.The arrival of these new social housing units filled an important void in Howick.\u201cHere, low income families didn\u2019t have access to social housing.Some already exists here, but they are intended for elderly people,\u201d said alderman Denyse B.Touchette, speaking on behalf of the town council.The municipality has wanted to offer the possibility of social and community housing for four years.New social housing offered in Howick \u201cThe project had been presented as being something that was socially necessary,\u201d said Touchette.Therefore, the municipal authorities and the Société d'habitation du Québec (SHQ) worked together to get the wheels in motion.To realize the two projects in Howick and Sainte-Martine, financial contributions totaling $628,511 were invested by virtue of a multi-party agreement on affordable housing; Fifty percent is assumed by the Canada Mortgage and Housing Corporation and the other 50 percent by the Société d\u2019habitation du Québec and other partners.The municipalities of Howick and Sainte-Martine invested $107,237, while the Haut Saint- Laurent Local Development Centre (CLD) invested $14,000.The other costs are being assumed by the organization by means of a mortgage guaranteed by the SHQ.Among the residents, seven households can benefit from the rent supplement program \u201cSupplément au loyer\u201d, that is financial assistance intended for people with a low income that, without
