municipal inspector finally succeeded Monday night.Just one week earlier, at a special meeting, mayor Pierre Barriére had resorted to his wer of veto to stall a resolution which had passed fourto-one, calling for inspector Philippe Dupuis to step down.There was no second veto at the regular December meeting, and Franklin is now the third Haut-St-Laurent municipality to find itself without a municipal inspector.The decision was unpopular with a number of spectators at the meeting, who made their protests known in no uncertain terms.A bloc of four councillors had accused Du- puis of failing to respect certain by-laws in issuing permits and of other irregularities.\u201cMr.Dupuis issued certain certificates of conformity which in reality did not conform, and in so doing he put the municipality in trouble \u2014 we'll all pay for them one day,\u201d said councillor Monique Desnommeée, one of the four supporting the motion.Others were Lucien Laberge, who proposed the firing, Gaétan Tremblay and Gilles LeBreton.Voting against the firing was Sylvain Barré, the only councillor to share the mayor's view.(There is currently one empty seat on coun- il) Mayor Barrière said the council must now live with the consequences of its actions.\u201cWe must try and find a new inspector at $24 or $25 per hour, and that won't be easy,\u201d he said.\u201cThere are now three mayor takes over MRC helm from longtime prefect For the first time in more than a decade, the Haut-St-Laurent Council of Mayors has named a new prefect to chair its meetings and to represent the MRC in the world at large.Hinchinbrooke mayor Donald Frier was the unanimous choice at the MRC\u2019s November meeting last Wednesday to succeed Dundee\u2019s Paul-Maurice Patenaude, who this year retired from the mayor's job and from municipal and regional politics.He had been MRC prefect since 1990.The colorful Patenaude had become more or less synonymous with the Haut-St-Laurent over the years, and Donald Frier, owner of a Route 202 apple orchard, says he doesn\u2019t expect to be compared with his predecessor.\u201cI just want to continue his good work,\u201d he said following his nomination.There was no need for a secret ballot to select a new prefect, since all his fellow mayors voiced unanimous support for Frier, who will serve a two-year mandate at the head of the MRC's council of 13 mayors.Lengthy career For the new prefect, his selection marks a pinnacle in his 23- year career in municipal politics, which began in the bilingual municipality of Hinchinbrooke, where he has been mayor for the past 11 years.\u201cThis new job represents a real step up at the regional level,\u201d he said in an interview following the meeting.\u201cI'm a good listener and tend to lay-offs next week Judith Taylor THE GLEANER The 1,200 workers subjected last week to a surprise one-week layoff at Valleyfield's Goodyear tire plant learned Tuesday that they will not have to undergo a second such lay-off before the Christmas break.Strong sales reported over the American Thanksgiving weekend, \u201ctriple what we were expecting,\u201d means that the plants 1,500 workers, back at work this week after the enforced break between November 24 and 30, will \u201ccontinue as normal\u201d until December 24, according to Pauline Blanchard of the plant's public relations department.Until Tuesday, the employees believed that operations would be shut down again next week (December 8-14) due to excess inventory.Had this plan been realized, as many or more workers would lose their week\u2019s pay just before the holidays.At that time, the company was citing the poor economy as the reason behind poor sales and a surplus of tires on hand.During the first lay-off, the unionized workers received about $180 apiece from a special union fund, helping to ease the impact of the cuts.But they had been facing the second week knowing that there would be no money left in that fund to tide them over.Goodyear also operates a large plant in Napanee, ON, where no lay-offs have been reported.In its largest US plant at Union City, Tenn., there have been some lay-offs and the US-based company is preparing to start contract negotiations with its tens of thousands of American workers in the New Year.On Christmas Eve, the Valleyfield plant, located on Msgr.Langlois Blvd., will shut down as usual for the holidays, re-opening January 3.Soothing words but little action to rid dumps of millions of tires The two agencies charged with overseeing the clearing of Quebec\u2019s tire dumps are making reassuring noises about the progress of the program, despite legal hassles and setbacks which make it unlikely that the requirements for next year\u2019s first deadline will be \u2018met.Speaking at the November meeting of the Haut-St-Laurent Council of Mayors, Pierre Paquin and Pascal Ledoux on the Environment ministry stressed that both the MENVIQ and Recyc- Québec, the tire-recycling agency, are looking toward the final deadline of 2008, by which time they hope to catch up.\u201cWe're not too worried about 2003 \u2014 it's the 2008 deadline which counts,\u201d said for those interested.Any farm operation with a CSST file is supposed to ensure that at least one person receives training in first aid every three years.Free first aid courses are available for those producers with a CSST number.The UPA\u2019s regional safety committee encourages those farm businesses which do not have a CSST file also to train at least one person in first aid, in the interests of keeping farm families safe.At safety meetings, it is frequently mentioned that most often the farmer is the victim and the wife is the person who finds him and administers first-aid treatment.Therefore, the group agrees, it is a good idea for farm wives to take these courses too, if at all possible.For those without a CSST file, the cost is just under $100.The Chateauguay Valley Nov.27.Approximately 30 people attended, not as many as organizers were hoping for, but enough to get 17 more homes for the program.Agent Coté from the Ormstown SQ detachment presented figures showing the crime rates and other statistics in Huntingdon.Councillor Donna Griffiths attended representing the Council; Mayor André Brunette was unable to attend due to prior commitments.Local residents should be aware that the local rate of certain crimes is three times the average of other communities of similar size in this region.The figures are discouraging, but with your help, organizers believe Neighborhood Watch can make a difference.Those present at the latest meeting at Arthur Pigeon School were asked to speak to their neighbors and get more people involved.So far, approximately 90 homes and businesses are represented.\u201cI am not sure why more people are not willing to get involved, but we are looking for people who would like to partic ipate by keeping their eyes and ears déposée par la municipalité de Sainte-Barbe qui lui demande de se prononcer sur son réglement approuvé l'an dernier pour régir les usages qui seront autorisés à travers les différents secteurs agricoles de son territoire.Les procureurs de la localité et de la MRC Le Haut-Saint-Laurent se sont présentés devant le commissaire Michel Hamelin jeudi dernier à la salle du conseil de l'hôtel-de-ville de Sainte- Barbe.L'audience, qui a duré un peu plus d'une heure, s'est tenue à la demande des élus de Sainte-Barbe qui avait résolu le 29 octobre dernier de se tourner vers la CMQ afin qu'il détermine si la réglementation est conforme ou non au schéma d'aménagement révisé de la MRC.Déposé pour la première fois en novembre 2001 et modifié en février dernier, ce règlement propose de répartir le territoire de Sain- te-Barbe en huit subdivisions dans lesquelles des restrictions sur des usages à des fins agricoles vont être appliquées.En mai dernier, le conseil des maires de la MRC n'avait pas donné son aval à cette réglementation, principalement parce qu'elle ne respectait pas certains aspects du schéma d'aménagement révisé.Après s'est heurté une fois de plus à l'opposition de la MRC en octobre, les élus barbe- liviens avaient à prendre une décision pour s\u2019assurer que son règlement puisse s'appliquer en bonne et due forme.Le conseil avait à choisir entre modifier ou retirer les points litigieux du règlement ou soumettre celui-ci aux bons soins de la CMQ.Lors de la séance qui a duré plus d'une heure, les avocats des deux parties ont soumis leurs exposés sur le règlement de Sainte-Barbe avant de déposer leurs plaidoiries.Représentant la municipalité, Me Yannick Tanguay demande à la CMQ de statuer sur l'argument de non-conformité du règlement de Sainte-Barbe à l'égard des règles du jeu de la MRC qui permettent les habitations unifamiliales dans des zones agricoles.«Permettre des habitations unifamiliales dans les zones agricoles va à l'encontre du schéma Franklin ont majoritairement voté la semaine dernière une résolution pour s'opposer au projet mené par l'entreprise parce qu\u2019il contreviendrait au zonage de la localité, selon la conseillère s'est rendue sur le site depuis au moins deux semaines afin de le rendre plus sécuritaire.«Une telle mesure doit être prise pour que le site ne représente plus un danger pour la population dans un avenir rapproché», souligne de son côté M.Paquin.Quant au dépôt de pneus Franklin de Saint-Antoine-Abbé, considéré comme le plus imposant au Québec, M.Ledoux a laissé entendre que les opérations de nettoyage auraient dû commencer il y a un an, n'eût-été d'un conflit entre le propriétaire du site et la compagnie chargée de débarrasser le lieu de son contenu.Le litige est encore devant les d\u2019Ormstown.À ce jour, 30 000 pneus ont quitté le dépotoir sis près du terrain du camping du Lac des Pins et pour l'an prochain, l'objectif à atteindre est de deux millions.Le dépôt Grenier de Saint-Chrysostome fait présentement l'objet d'une action judiciaire avec l'ancien propriétaire qui a vendu récemment l'emplacement à une entreprise qui a acquis les pneus comme tel et entrepris de sécuriser l'endroit.De plus, la deuxième voie d'accès du site a été refaite.En dehors du site, des dizaines de milliers de pneus ont été retirés en vertu du plan de vidage des petits dépotoirs, Lachute.Annie Moniqui de Huntingdon et Lucie Gascon de Saint-Anicet, toutes deux membres du club d\u2019haltérophilie Arthur-Pigeon, ont décroché chacune une médaille d\u2019or dans leurs caté- £ories respectives.Âgée de douze ans, Annie Moniqui est montée sur la première marche du podium dans la catégorie des 48 kg.Elle a soulevé 115 kg, soit 52,5 kg à l\u2019arraché et 62,5 kg à l\u2019épaulé-jeté, pour décrocher les grands honneurs.Pour sa part, Lucie Gascon a triomphé dans la classe des 75 kg et plus.La jeune athléte a enregistré un total de 125 kg (55 kg à l\u2019arraché et 70 kg.a I'épaulé-jeté).L'entraîneur-chef du club Arthur-Pigeon, Raphaël Zuffellato, s\u2019est montré emballé par les prestations de ces deux jeunes athlètes.«Ces deux filles sont très prometteuses
