leads to arrest A tip from a Cazaville resident led police to the hideout of a 54 year-old murder from Trois-Rivières who now faces multiple charges in the latter jurisdiction.Conrad Brossard was arrested on the morning of Saturday May 4 in a house in Cazaville where he seems to have spent several days.He had disappeared from a half-way house in the Trois-Rivières area where he had been staying on conditional release from prison after serving time for two murders committed during the 1980s.He was working as a volunteer in a local long-term-care facility.The ex-convict, who has a lengthy criminal record, was the subject of a cross-Canada manhunt following the April 30 slaying of a 55-year- old woman, Cécile Clément, who was found bound, raped and strangled in her Trois- Rivières apartment.- Police were led to the Cazaville area following a tip from a local resident about an unknown car in a field.The vehicle, a 2000 Chrysler Neon, matched the description of the car Brossard was driving.Police found a sawed-off 12 gauge shotgun in his possession.After being turned over the Trois-Rivières police, Brossard appeared in court May 6 - where he was charged with school cleans out cash on weekend Judith Taylor THE GLEANER Nearly 900 students at Chateauguay Valley Regional High School found themselves with an unexpected day off on Monday, as police investigated a week-end break-in and robbery at the Ormstown building.Sometime between Saturday afternoon and early Monday morning, ~ thieves broke in through a ground-floor window at the back of the school, after cutting telephone arid alarm-system wires, and later escaped with an unspecified amount of cash, perhaps a few thousand dollars in all, according to principal Mrs.Pat Dagg.Once inside, they headed for any place where money might be found, breaking into cafeteria cash registers and distributing machines, and taking several cash boxes from the school\u2019s main office area.There was some vandalism, but the damage seemed to be more of an attempt to distract police, the principal said.The burglars used something like a sledge hammer to break through a cinder-block wall several inches thick, gaining access to the school vault where they then broke open the doors to two wall safes.They took all the cash from these, leaving the cheques behind.They also broke into several individual office in the main administration area, which re-opened after major renovations early in the New Year.School cancelled The call to police came in when the first school employees arrived early Monday morning and discovered the break-in.School bus drivers already on the road were alerted to tell high-school students that school was cancelled.Elementary-school pick-ups continued as usual.Haut-St-Laurent police called in the SQ's special scene-of-the-crime investigators from Montreal who searched the 37 year-old building for evidence and fingerprints after closing off all entrances with yellow police tape.Between Saturday afternoon, when weekend activities ended, and Monday morning there was no ane on duty at the school, and as on Monday, police were unable to say exactly when the robbery took place.The SQ indicated early Monday morning that as much as $15,000 might have been taken, but by the afternoon, New Frontiers School Board director-general Howard Simpkin said it was unlikely that day.Haut-St-Laurent mayors want Quebec\u2019s Environment ministry to extend its recently announced moratorium of new pig-farm permits beyond the scheduled June 15 expiry date.They passed a unanimous resolution to this effect at the May 8 MRC meeting in Huntingdon.Given the fact that the expansion of industrial pork-producing units is taking place at a far faster rate than originally forecast, the mayors are anxious to put the brakes on any new operations in the Valley area, where at least three new pig farms are currently in various stages of being set up.Growing rapidty MENVIQ figures confirm that the pork industry has already grown by 17 per cent, reaching a size which had been originally forecast for the year 2005, and causing the government to draw up a list of municipalities where any new piggeries are banned.Last week\u2019s announcement from Que- bec called for new regulations on agricultural pollution to be drawn up by the June 15 deadline.The mayors want the provincial regulation and the freeze on permits to extend backward in time to June 21, 2001 (which would cover the period during which an Elgin farmer started applying for permits) and to continue for at least another eight months while new regulations are drawn up in Quebec City.They also want Quebec to forward to the MRC all existing documentation and studies pertaining to zoningrand separation distances, from it \u2014 the Valley, for all we think of it as a serene and bucolic place, has its dark side.We have accidents, we have vandalism and we have crime, albeit perhaps less of all of these than some other places.Usually, the crimes we hear about each week involve petty criminals breaking into houses or outbuildings and taking more or less whatever they can lay their hands on.The seemingly endless procession of police raids on marijuana plantations, be they indoor hydroponic operations or adult plants outdoors at harvest time, have been part of the soft underbelly of Valley society for years.But this week's break-in at CVR is a little too close to the big leagues for comfort.The cutting of phone and alarm wires, the attempt to convince people that the incident \"WHO IS WATCHING?might be the work of mindless vandals \u2014 these techniques indicate organization and planning.And seeing at first hand the hole smashed through the wall of the vault leads one to realize what cold-blooded determination was involved in this hunt for cash wherever it might be found.Budget cuts in recent years have left the school with no personnel on site on weekends, once Saturday activities are finished.Thus the trail of the burglars was fairly cold by the time the theft was discovered early Monday morning.No one connected with public property can rest easy knowing it is at the highlight reel and see what happened.Culture and Communications Minister Diane Lemieux introduced amendments to the language law.One would prevent francophone parents from gaining access to the English public system by first enrolling their children in English private schools.The change would not be retroactive, so those who have already paid for an English private education will be able to transfer their children to the English public system.At most, about 4,000 students, including siblings, gained the right to enter the English public system in this way.Lemieux will also roll several language agencies into one, de-emphasizing the policing aspect while increasing efforts to improve the use of French in the workplace.In short, the changes will not have much public impact.None of it.\u201d Drug costs are rising at a 15% clip, and that\u2019s meant a $275 million shortfall this year.The government will absorb $74 million of the increase but the public will have to pay $76 million.Another $90 million will be saved, Legault hopes, by reducing over-pre- scription of certain drugs.Premiums will rise by almost 10%, to a maximum of $422, while the deductible and co-payments will also increase.Five years ago, the maximum premium was $175.About 1.2 million people on low incomes, old people receiving the maximum Guaranteed Income Supplement, as well as children and students up to age 25, will continue to be exempt from paying the premium.Reforms botched?While Legault insisted the government is trying to be fair in the face of soaring costs, Liberal critic Julie Boulet said it is the author of its own misfortune, botching its reform of the health system.- As a pharmacist, she said, she\u2019s seen individuals on low incomes who can't afford to pay their share of prescription drugs.As a result, some people don't use their medication properly, causing adverse health effects, as shown by the lengthy study by McGill University epidemiologist Dr.Robyn Tamblyn.But Legault saw no reason to study the impacts again.\u201cI think the effects of this program can only be positive.If we didn\u2019t have this insurance program, we would be in a position where people action plan; it's quite another to produce action.Last week, the government introduced legislation concerning private nursing homes.But instead of taking steps to regulate them, require an operating permit, outline standards, and provide for inspections \u2014 some of the elements you'd expect after a Human Rights Commission report condemned the situation in some small, unlicensed, privately- run homes as \u201cexploitation\u201d \u2014 the bill proposes an inventory.That's it.The bill requires regional health boards to maintain a registry of seniors\u2019 residences, and every year, these residences must provide the name of the person in charge, the address, the range of ages of residents, and a description of services provided.Inspection, standards, enforcement?Nary a word.After hearing the minister responsible, Linda Goupil, promise a few weeks ago that legislation to regulate private seniors\u2019 residences was coming, Megantic-Compton Liberal MNA Madeleine Bélanger was shocked to see a bill so devoid of substance.\u201cHow can the minister pretend to be protecting old people by simply doing an inventory?I am not at all satisfied with this,\u201d Bélanger said.\u201cWe need not only to provide physical security for residents but also adequate care and nutrition.The regional health boards should have certain responsibilities to inspec them, and if there
