fear.\u2014 TT = EIGHTIETH YEAR THE Quebec Government to go to People After Fall Session Abolition of Provincial Sales Tax Will be Under Consideration When Legislature Meets Decision to hold a fall session of the Quebec legislature, commencing either in October or November, has been taken by the Godbout government, according to usually reliable information, Following this session, the fifth in the life of the present legislature, there will be provincial general elections during the winter, almost immediately after prorogation.An important conference of heads of the provincial Liberal party was held recently to discuss some problems which are pressing upon the government, .There are seven vacant electoral divisions at the present time, and the choice for the Godbout government is either to hold a series of by- elections, or hold general elections, and the opinion favors general elections.The general elections come in their natural course later on in 1944, since the five year term of the present legislature would terminate in any event in 1944, The situation is felt to be subject to different considerations than those which would influence a fed- cral government conducting a great war, for provincial governments are not directly concerned with the conduct of the war.The feeling which existed early in the war, that there should be no politics in wartime, has been dissipated long since, the final blow to that idea being the general elections in Ontario, where no such cry was raised.Prince Edward Island is also to hold general elections in a short time.The Quebec session to be called for October or November\u2014the date is not definite yet\u2014will be for the purpose of clearing up general Government matters, For one thing it is said, the provincial sales tax will be abolished, serious though the loss of 12 millions of revenue will be.But it is pointed out that this tax was put into effect in 1940 as a temporary measure to rehabilitate the finances of the province, following the very severe strain which they suffered during the depression years from 1930 to 1940 There are other matters which are said to be in line for settlement, notably the restrictions on the sale of beer, and possibly also as regards the sale of spirits.The Godbout government was not directly responsible for this drastic decision to interfere with the social habits of the people, but it has been quite clear since it was taken that they are being equally blamed with Ottawa.On this question, of course, the Godbout government can do nothing without Ottawa taking the necessary action.There are other matters which the Quebec legislature can deal with, even without federal co-operation.One of these is the matter of rural teachers\u2019 salaries.It had been expected in the course of last session of the legislation that there would be legislation to raise the present minimum of $400 to $500, but for some reason or another the legislation was not forthcoming.The opportunity to present it will come at the fall session.These, it is pointed out, are the main steps to be taken by the God- |e) government in order to meet the people at a general election early in 1944, \u2018 +4 Liberals Will Meet in Convention at Ottawa, Sept.27 Hon.Norman McLarty, acting president of the National Liberal Federation, in a statement Friday night announcing a meeting of the federation in Ottawa September 27 sald \u201cthe political activities of the parties opposed to the administration have made increasingly apparent the necessity of presenting the government's policies in their true light.\u201d Mr.McLarty said a meeting of government supporters in parliament will be held at Ottawa September 24.The meeting of the National Liberal Federation will be open to the public as well as to members of parliament, it was learned on Friday- ; \u201cNo meeting of the National Liberal Federation has been held since war began, and because\u2019 of the war the Liberal party has maintained no political -organization since the general election of March, 1940,\u201d Mr.McLarty said.\u201cOther political parties have, for two years or more, been most ace tive in the promotion of party interests.Since the Winnipeg convention, the Progressive Conservative party has built up an elaborate political organization.The new leader of the party, John Bracken has given his full time to party organization throughout the country, and has left the leadership of the official opposition in the House of Commons to one of his lieutenants, (Gordon Graydon, Progressive Conservative House Leader.) \u201cThe political and organizational activity of the CCF.has been steadily intensified since early in the war .the political activities of the parties opposed to the
