the principal chiefs have received from their English tutors something more than a veneer of western civilization; they are fully able to appreciate the advantages of a British suzerainty as compared with that of any other European power; but they none the less appreciate, too, the article asserts, the limitations by which they are surrounded.\u2018Their loyalty to \u2018us is, naturally enough, begotten of \u2018 self-interest; it is absurd to speak of it as patriotism, because, however much we may try to disguise the fact, our \u2018 empire in India is not an Indian, but \u2018a British, empire.Satisfactory as our \u2018 existing relations with the princes of \u2018India may be, therefore, and fully as \u2018 they may recognize the justice of our \u2018rule, it is hard to believe that, if at any \u2018time of crisis in our fortunes they \u2018 should see a reasonable chance of throw- \u2018ing off our yoke and of establishing an \u2018 independent federation of native states, \u2018 devotion to the British Crown would cause them instead to stand by us\u201d This very sweeping assertion the Maharajah of Bikaner describes as nothing short of a gross libel on the princes and chiefs of India, and one which does them the greatest injustice.\u2018Indeed, the writer \u2018could hardly have made a more inacu-, \u2018rate statement if he had deliberately \u2018tried to do so, or one for which there \u2018 certainly existed less justification.\u201d The Maharajah gives good advice to all writers.at all times, and advice of general application, when he writes that, in re- ¢ gard to Indian affairs, it is of the utmost importance that the British public should not be misled, and that those possessing superficial knowledge and slight experience of India would be doing a real eer vice, not only to the large majority of Indians, loyal in every sence of the | word, but also to the British empire as | 3 whole, by refrainipg from writing, even with the best intehtions, about things of which they.know little or nothing.In relation to the ignorance with which Indian affairs are discussed, the Maharajah criticises the mention made in some English newspapers of the sedition and disloyalty of the \u2018Hindus,\u2019 when in reality they referred to the foolsh and suicidal actions of the agitators in Bengal and recently in the Punjab\u2014* actions \u2018 which can never have the support or \u2018 even approval of the princes and caiefs \u2018or the real nobility or gentry, the true \u2018leaders of the people, or, indeed, of any \u2018 right-thinking person or well-washwer .of \u2018India.\u2019 The number of Hindus in India amounte to two hundred and seven millions, or 70 percent of the population, as compared with sixty-two millions, or 21 percent of Mohammedans, amd the Maharajah asserts that only a very emall section of these are other than loyal subjects.\u2018I venture to say that His Ma- \u2018 jesty, the King-Emperor, bas no more \u2018loyal eubjects throughout his glorious \u2018empire\u2019 As to the limitations by which the Indian princes are alleged to be surrounded; the allegation that they would throw off the British yoke at any favorable opportunity and would prefer native etates, the prince declares: It may appear strange to find among the princes and chiefs of India genuine loyalty to the Tkrone and person of our Sovereign.Of course, everyone, .whoever he may be, is more or less affected by selfish motives, and it is not to be supposed that we are gny exception.But all the same, \" the undoubted and gratifying fact remains that, though .originally it may have been self-interest.something has brought the rative states into line with the British Goverument of India.and certainly .developed it at the present day into real devotion to the King and his Royal House.The word \u2018patriotism\u2019 is, perhaps, difficult to apply to a huge continent like India, but my b rulers and I, though we may not be calied patriots in the strict sense of the word, are absolute loyalists all the eame\u2014which Is the chief point here under discussion.\u2018There was loyalty and patriotism in the very widespread offers by rulers of native states of assistance in the shape of troops and money which poured in at the time of the Pendjeh scare, when it wae thought in India that war with Russia was inevitable; it was the samc loyalty and patriotiem which led to the formation of the Imperial Service Troops, which are maintained by various princes and chiefs for the defence of the empire; in the Tirah campaign many of the chief Indian princes took the field and risked their lives for their beloved Queen- press;
