resolution to New York State rejecting radioactive waste A resolution by the MRC du Haut St.Laurent expressing its complete disagreement with the proposed plan for a nuclear waste dump site in the Altona-Ellenburg areas in New York State will be forwarded to Carol Wallett, Deputy County Administrator in Plattsburgh.Following a proposal by Gerald Pinsonneault.mayor of the Parish of Ste.Barbe, at the March 8 meeting of the MRC, the Council of Mayors adopted this resolution.The MRC wishes to express in this manner the fear of the fifteen municipalities, that the majority of watercourses and rivers could be contaminated if problems were to arise at this dump site.Harold Merson, mayor of the Parish of St.Malachie, Ormstown, explained that Ms.Wallet said she would forward all resolutions from Quebec municipalities to the proper authorities in Albany, New York State\u2019s capital.Mr.Merson also stated that twelve of the fifteen municipalities of the MRC are more directly concerned by this situation.The river and watercourse springs originated in the northern US states.Contamination caused by the nuclear dump site would have devastating repercussions on these municipalities.Also to be taken into consideration are the numerous wells found in these municipalities.~ Mr.Merson takes this matter very seriously.He inquired from neighboring American authorities about their position.According to him, our American neighbors feel it is very important to have the Canadian voice heard in the US.Mr.Merson didn\u2019t leave things at that.He asked each municipality to adopt resolutions and to forward them to Ms, Wallett.He is against the MRC sending a classic resolution which would then be adopted by the Municipal councils.Separate resolutions by each indi%idual municipality carries more weight than just one, according to Mr.Merson.The MRC Council of Mayors also agreed to this plan of action.It should be recalled that at the February meeting of the MRC, the Council of - mayors had asked both the Federal and Provincial Ministries of Environment for a greater implication on their part in defending the interests of the municipalities in this issue.The MRC Mr.Dubois notes that he recently met with Environment minister, Mrs.Lise Bacon, to discuss the localization study of the dump site along the border.He said she promised her full cooperation in the matter.He also wished to assure to MRC that he would also offer his full cooperation and full vigilance of this study.For his part, Beauharnois-Sglaberry riding MP, Jean-Guy Hudon, also noted in a letter, that he had contacted the Minister of Exterior Affairs, Joe Clark.Mr.Hudon states: \u2018\u201cI am sure that Mr.Clark\u2019s action combined to the one by the municipalities will make our neighbors to the South very much aware of our opposition, although we must recognize the fact that the US is solely responsible for making decisions concerning land management of its territory.\u2019 He assured the MRC that he would be keeping a watchful eye on this matter.MRC secretary-treasurer Jean Tétreault, said he had also received acknowledgement from Environment Canada stating that the excellence, Jake Higgins.who not only introduced the artists and picked the lucky door-prize winners, but also managed to come up with a whole new set of hilarious Irish jokes to tickle the ribs.The first entertainers to take the stage were Aime McDermott, Sylvain Gali- eau and John Wilson, fiddlers: Claude Brisson, pianist; Merle Vaillancourt and Grace Maheu, step- dancers, and Sophie Picard.guitarist, as well as a group of Irish square- dancers called \u2018The Carrousels\u201d\u201d, all of whom performed while people were entering the hall.The official program was opened by Bill Bannon, president of the Irish Society.who welcomed everyone to the concert and announced that it was being dedicated to the memory of two loyal.hard-working members of the society who had passed away since last year\u2019s celebration, namely.Denis Frederick and Camille Legros.Artists who performed in the first half of the program were Wendy Kell, Lorraine and Gordon Tannahill, the Hackett family, and lan Neal, the last named accompanied by his daughter.Chavonne.A group of tap dancers performed a Fantasy dance, and Elmer, Gerald and Martin Duhaime.a step-dance; Janet Cunningham and Camila Frederick rendered piano solos, and Huntiñg- don\u2019s \u2018\u2018poet laureate\u2019\u2019, Jonn Proudfoot, read poems and told jokes.The second half of the evening\u2019s entertainment featured singers Bernadette Vaillancourt, Fred Doyette, Orrick Thurston, Yvette Harper, Jack O\u2019Kane, Neil Wallace, and the Keynote Singers.Merle Vaillancourt and Grace Maheu did a step-dance, and \u2018\u2018The Carrousels\u201d\u2019 whirled through several square dances.Accompaniment during the concert was provided by Valerie Descombes, Camil Frederick, Daphne Bye, Sophie Picard, and Stacey Council of the Municipality of Ormstown Village signed with the Government of Quebec and the Société québécoise d'assainissement des\u2018eaux, estimates that preliminary studies for a waste-water treatment project will cost $280,000.The comletion and financing of prelimianry studies are under the supervision of the Technical Committee according to Article 5 of the agreement.The $280,000 amount is related to the actual cost of preliminary studies for the Village of Ormstown, part of the Parish of St.Malachie and for the whole industrial sector.Named to the Technical Committee are Councillors When the Hadleys of Hemmingford saw two heads coming out of the cow they figured there must be twins; but only one set of legs was apparent.They tried to push the head of one back while delivering the other but it wouldn\u2019t budge.After a difficult and shocking birth, the reason was clear: a rare, two-headed calf.Donald Hadley says both heads were breating at first but the animal died within 10 minutes, probably due to the difficulty in the delivery.Exotic beasts nothing new to Hemmingford but this one\u2019s different by Florence Ellerton The farm of Donald Had- ley in Hemmingford had many visitors on Saturday, March 11 when word spread that there was an unusual birth during the night of March 10 at the barn.The veterinarian, Michael Hebert was called to the farm in the evening when a cow was having problems.She took milk fever before she gave birth to a very rare delivery.Michael said during his 12 years as a veterinarian he had never seen a calf born with two heads.The heads were attached as usual to the neck.Both heads were breathing at the time of delivery.but died approximately five to ten minutes after.The only thing that was different was one head had one car smaller than the other.Both heads were of normal size as was the rest of the calf.One had to see it, to believe it.Valley's TV special suspended by Phillip Norton \u2018This Week In the Chateauguay Valley\", a weekly 10-minute television special featuring local individuals, has been suspended by WCFE-Channel 57 in Plattsburgh, New York.The Public Broadcasting Station's Director of Development of Community Relations, Melissa Davis, told The Gleaner Monday that she feels badly but they were in a position where they really had no choice about the decision.\u201cIt was not a value judgement.\u201d she explained: \u2018\u2018the program's content is fine.But we are in a business which is licensed by the F.C.C.(Federal Communications Commission) and we follow their guidelines strictly.\u201d She says that the F.C.C.makes it quite clear that the station is to be nobody's soapbox.\u2018\u201cWe do not help crusaders,** she said.The conflict of interest arose when the Chateau- guay Valley English Speaking People\u2019s Association (CVESPA) of Huntingdon undertook a petition on human rights in Quebec which would be presented to the United Nations.Maurice King who is Chief Executive Officer of CVESPA is also host of the television program.\u2018\u2019The problem,\u201d says Ms.Davis, \u2018\u2018is that Maurice is so closely tied to the issue and he is closely tied with the program.\u201d She said they considered a different host but realized that Mr.King was important to the show.She added that he has also aided the station during their fund-raising campaign which is now underway.The WCFE decision is to suspend \u2018\u2018\u201cThis Week In The Chateauguay Valley\" following the next two programs which had already been taped at the Platts- Bill 178 protesters head for The CVESPA MARCH 15.1989 6 million tires Environmental Action Committee formed The Council of Mayors of the MRC Haut St.Laurent adopted a resolution at the March meeting to form à special committee whose task will be to find solutions to the problems created by the used tire dumps.A proposal to this effect was made by Jimmy Roy, pro-mayor for the Village of St.Chrysostome, following an appeal by Réjean Labrie, Environmental Action Committee representative from Franklin-St.Antoine Abbé.The committee will be made up of MRC Prefect Gerald Brisebois, Gilles Bigras, Mayor of the Parish of St.Jean Chryso- stôme; Gerald Beaudoin, Mayor of Havelock; Jean Laplante, Mayor of Frank- fin; and of Réjean Labrie, of the Action Committee.It was clearly stated that the main objective of this committee will be to study solutions to the problems created by the presence of some six million tires on the MRC du Haut St.Laurent territory.This committee will es- tabilsh a link between Quebec's Department of Environment and the municipalities concerned, as well as with the citizens directly or indirectly affected by the problem of tires.MRC amends Land Use Plan to keep out tires and nuclear waste The land management plan for the MRC Haut Saint Laurent will be amended as decided by the Council of Mayors at its meeting of January 11.Notice of motion to this effect was given by St.Ani- cet mayor.Rene Brisebois.The proposed amendment to the plan would prohibit any new used tire dumps from opening up on the MRC territory.There would also be a ban on any nuclear waste dump in the area.However.this decision by the MRC concerning tire dumps doesn\u2019t solve the problem created by the new site which has just been approved by Quebec's Environment Ministry on the eighth Range near Rout 201 in St.Antoine Abbe.Although most of the mayors agree that firemen did a great job handling the fire at the new dump site.thus avoiding an environmental disaster, their comments regarding this fire were not long in coming.Following the adoption of a proposal in December by the MRC, the mayors wanted to know what the municipality of Franklin had done to insure its original proposal was being followed.As a reminder, Franklin had agreed to a request for a dump site containing used tires to be set up on the Eighth Range with the condition that a recycling plant also be installed.Gilles Bigras, mayor of St.Jean Chrysostome, reminded the mayors that the owner of the new site, the same owner of the old site, had promised back in 1983 to install a recycling plant in order to obtain the permit allowing him to run a used tire site.According to Mr.Bigras, no plan has been presented, nothing has been settled and we now have 5 million tires at the St.Jean Chrysostome site.The mayors, after listening closely to Mayor Bigras\u2019 comments, soon concluded that Quebec\u2019s Environment Ministry is in a hurry to give out such permits but in return finds it difficult to insure that environmental laws are being met.According to Mayor Bigras, the municipalities must be the ones who solve the problems created by the MENVIQ permits being allotted.But he says that this task is made very concerned following the St.Antoine Abbe fire.He expressed the wish that the MRC make a firm stand even at the expense of municipal autonomy.Mayors also asked Jean Laplante, Mayor of Franklin for his comments.He replied that the Council of Franklin wanted to get rid of the 3.5 million used tires in the old dump site on Dumas Range in Franklin.He fears that if a fire got started there it would definitely mean an ecological disaster.Franklin has asked the Environment Ministry of Quebec to take charge of constant surveillance of this site as it is presently closed and is under no surveillance, which worries council members.Real dangers exist if fires get started in these dumps.Mayor Bigras gave the example of a similar fire which took place in Denver and caused more pollution in the 17 hours it lasted than the city had known in the previous five years.He concluded by saying that the Board of Directors for fire prevention would be making public shortly a report stating ways interesting solutions.MRC Union invited to lend support Gerald Brisebois, Mayor of Huntingdon and MRC Prefect, also told the Council of Mayors that the Union of MRCs had been invited to lend its support in this matter.During a recent visit to Quebec City, Mr.Brisebois along with MRC secretary- treasurer Jean Tétrault, gave a copy of this file and a copy of the petition from the Franklin Action Committee to the MRC Union general manager.Mr.Brisebois said that the Union was asked to follow very closely this issue.The Union general manager was not aware of the problem in the MRC du Haut St.Laurent.He was told that the MRC wanted to be treated equally, just as the problem was being dealt with in St.Amable.Mr.Brisebois also noted that the Union requested all information to be given regularly in this matter in order to be able to follow it on a daily basis.The mayors are all well aware of the importance of having joint actions taken by all concerned in order to find solutions to minute old.The North Stars played solid hockey for the next ten minutes but then a couple of defensive errors allowed the Islanders to take charge.At the end of the first it was 2 to 1 in favour of consideration for all of New York's LLRW.Mike Kulik, a citizen co- chairing the meeting and who had met with representatives from the other areas, told the audience, *\u201cIf there is one site that doesn\u2019t organize against the dump, that\u2019s the weak limb and the State Siting Commission may see that as a sign citizens are not concerned.\u2019\u2019 He hopes to make the issue one of concern to all of Clinton County, not just Ellenburg and Altona where the waste site could be.He pointed out that the shipping of the waste will affect everyone.**Ellenburg cannot carry the ball for the whole country,\u201d he said.Committees set up by the organizers include one on Canada, hoping that residents of Southern Quebec would join in the protest, making it an international issue.Curtis Drown who also co-chaired the Altona meeting spoke on national Canadian radio last week on \u2018\u2018as it happens\u2019\u2019 (CBC).\u201cIt is a case of sacrificing a few for the many,\" he told 37 in all, gathered at MacDou- gall Hall on Wednesday evening March 8 for a very special meeting.Shirley Carmichael.chairperson, welcomed everyone and explained that the group would be honouring Anna Struthers on the occasion of her 80th birthday which was on March 11.The members sang Happy Birthday and Beryl Greig pinned a pretty corsage on her, A short business meeting followed.Minutes of the previous meeting were read by secretary Mildred Nus- sey and the roll call was taken.Reports from the various committees were given.Mary Greer of the Fair Bazaar Committee asked that each member contribute two articles in crafts in May and stated that all ladies in the congregation would be contacted.Shirley Carmichael reported on the making of Seville Orange Marmalade by the group in February.The U.C.W.has been asked to do catering at MacDougall on the afternoon of March 12.The U.C.W.Spring Inspirational Rally will be held at the Church Center, Montreal on April 19.and the Regional Rally is to take place at Franklin United Church on April 26.Rosemary Hooker.Jean McClintock and Ruth Bryson led in a beautiful Easter worship service.The hymn Crown Him with Mary Crowns was sung.Rosemary read selected Scripture verses, and with the use of several Easter Church bulletins took the members on the \u2018\u2018Holy Week Journey to Easter\u2018.This was followed by prayer by Jean and Ruth closed with the reading of a poem titled \u2018The Way of the Cross is the Way to God\u201d.The rest of the program was taken up with lovely music beginning with the birthday song played by Carol Bye, Carence and Ross Dunn and Ken Sutton.and two games.\u2014 guess the name of the tune played and a scrambled letter game stating so many of Anna\u2019s dedicated activities in Church and
